Improve the effectiveness of dissemination and education of environmental resource law.

Deputy Minister Nguyen Thi Phuong Hoa requested that timely and complete dissemination of new legal regulations in the field of natural resources and environment to all subjects in society will contribute to raising awareness and sense of law compliance of organizations and individuals. At the same time, updating new legal regulations for civil servants, public employees and workers in the natural resources and environment sector.

In addition, organizing policy communication has a great impact on society, especially on difficult and sensitive issues with different opinions in the process of proposing policies and developing legal documents under the management of the Ministry, contributing to creating social consensus on policies; promptly adjusting policies to fully and substantially meet the requirements of practical life.

Therefore, Deputy Minister Nguyen Thi Phuong Hoa requested that the work of legal dissemination and policy communication of the Ministry needs to be improved and comprehensively innovated. On the other hand, it is necessary to integrate legal dissemination and policy communication into the policy-making process in a suitable manner so that this activity becomes more and more effective and practical.

In a general assessment of the implementation of the work of disseminating and educating the law (PBGDPL) and communicating policies, Mr. Phan Tuan Hung, Director of the Legal Department - Standing Agency of the Council for Disseminating and Educating the Law, Ministry of Natural Resources and Environment, said: The work of disseminating and educating the law has basically completed the Plan, contributing to raising awareness and promoting positive actions in enforcing laws on natural resources and environment. At the same time, the work of communicating policies that have a great impact on society in the process of developing legal documents has been promoted and has had positive changes.

In addition, the content of legal dissemination and policy communication must be focused and key; the forms of legal dissemination and education must be diverse and adaptable in the context of digital transformation.

The Coordinating Council for Dissemination and Education of Laws of the Ministry of Natural Resources and Environment has been strengthened, serving as a basis for timely advice to the Minister on the implementation of tasks and solutions in the work of Dissemination and Education of Laws of the industry as well as implementing policy communication activities that have a great impact on society in the process of drafting legal documents in 2023 of the Ministry of Natural Resources and Environment; The activities of the Standing Body of the Council have been gradually proactive.

According to the Plan, in 2024, the focus will be on disseminating, updating, and training on new legal documents on natural resources and environment issued in 2023 and 2024, along with dialogue and resolving difficulties in law enforcement. In particular, key legal documents will be disseminated, such as: Law on Water Resources (amended) and documents detailing and guiding the implementation of the Law; Law on Land (amended) and documents detailing and guiding the implementation of the Law; Legal regulations of the Law on Environmental Protection 2020.

Organize communication of policies and laws on natural resources and environment, especially policies that have a great impact on society in the process of building and perfecting the draft Law on Geology and Minerals; Law on Natural Resources and Environment of Seas and Islands; legal regulations that need to be issued or adjusted to fully, promptly and substantially meet the requirements of practical life in aiming at the goal of proposing amendments and supplements to the Law on Meteorology and Hydrology.

In terms of form, we will organize legal dissemination and policy communication during the process of drafting legal documents; organize seminars and conferences to disseminate and train on legal documents on natural resources and environment; organize forums and seminars to consult, exchange and collect opinions from agencies, organizations, businesses and people on draft policies on natural resources and environment.

In addition, it will organize the dissemination and introduction of new legal documents and information on the development of laws on natural resources and environment on the electronic information portal of the Ministry and units, through the Natural Resources and Environment Newspaper, Natural Resources and Environment Magazine, Water Resources Newsletter, Specialized page on policies and laws on natural resources and environment (address https://vupc.monre.gov.vn/), Electronic information page on environmental pollution control (address: https://pcd.monre.gov.vn)...

Also at the meeting, the majority of representatives of units in the Ministry - members of the Council for Legal Dissemination and Policy Communication said that currently, the budget for legal dissemination and education and policy communication in the law-making process is limited and does not meet actual needs; Civil servants and public employees who carry out legal dissemination and education and policy communication in the law-making process still hold concurrent positions, making it difficult to arrange time to perform their tasks.

To overcome this situation, units within the Ministry will proactively develop plans and organize activities to disseminate, educate on law and communicate policies according to their assigned functions and tasks; assign civil servants with appropriate expertise to participate in training courses, professional development, conferences on legal dissemination and communication and policy communication; and arrange funding for these activities.
