Over the past years, the Ministry of Health has coordinated with ministries, departments, branches and organizations to effectively implement activities in response to Patriotic Hygiene Day and the Patriotic Hygiene Movement to improve people's health.
However, in some regions, people's awareness and practice of sanitation and clean water are still limited.
Diseases related to hygiene and environment are still complicated.
According to the Ministry of Health , on June 19, 2012, the Prime Minister issued Decision No. 730/QD-TTg on taking July 2 every year as Patriotic Hygiene Day to improve people's health.
Then, on November 26, 2012, the Prime Minister issued Directive No. 29/CT-TTg on implementing the Patriotic Hygiene Movement to improve people's health.
The Ministry of Health said that in the 2012-2023 period, it has coordinated with ministries, branches, the Central Committee of the Vietnam Fatherland Front, and People's Committees of provinces and cities nationwide to direct units in the health sector and departments and branches to effectively organize and implement activities in response to Patriotic Hygiene Day and the Patriotic Hygiene Movement to improve people's health.
The practical activities of the Patriotic Hygiene Movement to improve people's health have contributed to supporting localities in achieving the goals of national target programs and projects on disease prevention and control, food safety and hygiene, building household toilets, hygiene in medical facilities, educational institutions, workplaces, tourist and service areas.
The community's habits and behaviors regarding personal hygiene and environmental sanitation have fundamentally changed: the rate of people washing their hands with soap has doubled after 10 years of implementation. 96% of health stations have clean water and hygienic toilets, an increase of nearly 12% compared to 2012.
However, people's awareness and practice of sanitation and clean water are still limited in some regions.
Environmental sanitation in some tourist areas, industrial zones, and craft villages is still a pressing issue in many localities; in addition, some infectious diseases related to hygiene, environment, and clean water such as influenza A, cholera, dysentery, typhoid, hand, foot, and mouth disease are still complicated, and some diseases transmitted by mosquitoes such as dengue fever and malaria are on the rise.
Mobilizing people to respond to the Patriotic Hygiene Movement
Implementing the tasks assigned by the Government in Resolution No. 82/NQ-CP of the Government dated June 5, 2024, the Ministry of Health has issued a document guiding the People's Committees of provinces and cities; ministries, branches, and central organizations to organize activities in response to the Patriotic Hygiene Day to improve people's health in 2024.
The Ministry of Health requests the People's Committees of provinces and centrally-run cities to direct the Department of Health to preside over and coordinate with departments, branches, sectors and members of the Provincial Fatherland Front Committee to develop plans and organize the implementation of activities in response to the Patriotic Hygiene Movement to improve people's health in 2024, integrated with activities under programs, movements and other related projects.
Each province and centrally-run city selects a typical location to organize a launching rally, responding to the participation of departments, branches, organizations, authorities at all levels, students and people of all walks of life to propagate and raise awareness and behavior to effectively solve health-related hygiene issues such as hygiene to prevent and control epidemics, food safety; practice clean eating, clean drinking, clean living; collect and do not litter indiscriminately, maintain hygiene and environmental landscape; build and use hygienic toilets, do not defecate indiscriminately.
Along with that, we need to propagate and mobilize people to build hygienic barns and move livestock and poultry barns away from their homes; build green - clean - beautiful medical facilities, ensure hygiene in schools, production and business establishments, agencies, service areas, tourist areas, and public places.
At the same time, organize environmental sanitation campaigns, clean up sanitation facilities in public places, tourist areas, hospitals, medical facilities, schools, workplaces, etc.; organize campaigns, mobilize the entire population to do general cleaning of village roads and alleys, build civilized lifestyles, cultural families associated with the movement "All people build new rural areas."
Localities should widely disseminate and popularize on mass media (local newspapers, radio, television, etc.), hang banners, posters, distribute documents and leaflets with goals and content related to personal hygiene, environmental hygiene, use of clean water, and hygiene in food processing in the locality.
Organize and launch competitions in response to the Patriotic Hygiene Movement to improve people's health in residential areas, schools, agencies and offices. Direct local medical facilities to participate in the "Green-Clean-Beautiful Medical Facility" competition according to the instructions of the Ministry of Health.
In addition to allocating funds and mobilizing resources to implement the Patriotic Hygiene Movement to improve people's health, while also effectively implementing the socialization of resource mobilization from organizations, enterprises, collectives, individuals and households for implementation; localities strengthen inspection and supervision of hygiene contents for epidemic prevention and control, personal hygiene, food safety, quality of clean water for daily life; labor hygiene in production and business establishments, environmental hygiene in medical facilities and schools.
Implement disease prevention and control in hotspots, areas at risk of disease outbreaks, areas with floods, storms, droughts and saltwater intrusion to ensure effectiveness and compliance with current regulations.
For central ministries and branches, the Ministry of Health recommends proactively developing plans and directing the organization of practical activities in response to Patriotic Hygiene Day to improve people's health at agencies, units and units under its management authority, and strengthening the direction of implementing assigned contents and tasks.
The Ministry of Health also requested member organizations of the Central Committee of the Vietnam Fatherland Front, the Central Committee of the Vietnam Farmers' Union, the Vietnam Women's Union, and the Central Committee of the Ho Chi Minh Communist Youth Union to have specific plans at each level to respond to Patriotic Hygiene Day.
In addition to promoting propaganda and mobilizing members and the entire population to respond and voluntarily participate in the Movement, effectively integrating the implementation of the Movement with the campaign "All people unite to build a cultural life in residential areas"./.
