On the morning of September 22, the 24th Vietnam Information and Communications Technology (ICT) Development Cooperation Conference - 2023 with the theme "Digital data and decision support platforms" opened at the Binh Dinh Provincial Convention Center (Quy Nhon City, Binh Dinh).

Speaking at the opening of the workshop, Deputy Minister of Information and Communications Nguyen Huy Dung said that digital data and digital platforms are the two most basic elements of digital transformation. "Digital platforms are to provide digital technology as a service; digital technology at that time is like electricity and water. Digital platforms are like grid electricity, like tap water that everyone can use at a cheap price, paying for what they use," Deputy Minister Nguyen Huy Dung emphasized.

Deputy Minister Nguyen Huy Dung suggested that ministries, branches and localities base on the list of 35 digital platforms that the Ministry of Information and Communications has guided to select and widely popularize throughout their sectors and localities for synchronous and unified implementation, avoiding waste and increasing efficiency. Ministries, branches and localities need to focus on developing data for their sectors and localities, connecting, sharing data, and opening data to exploit this resource.

At the workshop, delegates listened to presentations on the topic "Digital data and platforms to support decision-making" and participated in three discussion sessions with the following topics: Data and platforms to support improving the effectiveness of building digital government; Platforms, solutions, and products applying new technologies to support building a digital society and developing a digital economy ; 'Make in Vietnam' digital technology products and services to promote the development of Vietnam's tourism.

According to Mr. Pham Anh Tuan, Chairman of Binh Dinh Provincial People's Committee, this workshop is an important forum for policy makers, managers, experts, and scientists to share experiences and cooperate between ministries, central agencies, and provinces and cities on digital transformation issues.

This is also an opportunity for localities across the country to meet, share and exchange successfully implemented models, as well as to remove difficulties and obstacles in the digital transformation process at the local level.

According to Deputy Minister of Information and Communications Nguyen Huy Dung, there are 8 factors to form a digital society. Specifically, a digital society is when each household has a broadband fiber optic cable, each person has a smartphone. On that smartphone, each person has an electronic identity, a personal digital signature, a digital payment account, an account to use online public services, basic mobile device protection software, and each person is educated in basic digital skills to enjoy and use digital services.
