"Russia is seriously preparing for offensive actions, mobilizing personnel," Syrskyi said in a video posted on the Telegram messaging app. "The main goal is to break through our military defenses."
The recapture of the towns of Kupiansk and Lyman last year, near Ukraine's second-largest city, Kharkiv, was a significant step in the Ukrainian army's counteroffensive efforts.
The Russian Defense Ministry said its troops repelled 10 Ukrainian attacks in the Kupiansk region and two more in neighboring Lyman.
Ukraine launched a counteroffensive in June, focused on retaking territory in the east, mainly around Bakhmut, which had been seized by Russian forces in May, and advancing south toward the Sea of Azov.
However, many Western experts believe the attack is progressing too slowly.
The focus of fighting over the past week has been in Avdiivka, a town further southwest known for its large coke plant. Top local officials in Avdiivka said the city was temporarily calm but predicted a new wave of attacks would soon follow.
"We anticipate new waves of intense attacks in the coming days," said Vitaliy Barabash, head of the military administration of Avdiivka.
This town is strategically important, as Avdiivka is located about 20 km west of Donetsk, the region's main city.
