Russia will transfer technology to produce new generation drugs and vaccines to Vietnam.

VNVC Vaccine and Biological Factory and Medsintez Pharmaceutical Company (Russian Federation) have signed a cooperation agreement on technology transfer for comprehensive production of new generation biological drugs to treat many dangerous acute and chronic diseases.

The signing ceremony took place under the witness of Russian Minister of Health Mikhail Murashko and Vietnamese Minister of Health Dao Hong Lan on the afternoon of September 12.

Previously, in May 2025 in Moscow, under the witness of Russian President Putin and General Secretary To Lam , the two ministers signed a cooperation agreement and witnessed VNVC signing a comprehensive cooperation agreement with the Russian Direct Investment Fund (RDIF) - the highest representative of Russian pharmaceutical research and production agencies as well as other health agencies.

After only 5 months, VNVC has reached a comprehensive technology transfer agreement with Medsintez - a large Russian pharmaceutical company, to soon bring to Vietnam to produce the world's leading advanced biological drugs from Russia for the treatment of diabetes, obesity, vascular diseases, viral diseases, especially dengue fever.

The signing of this cooperation agreement is an important step in concretizing the policy of extensive cooperation in health between the two countries, and at the same time realizing the policy of Resolution 57 and Resolution 72 of the Politburo on breakthroughs in science and technology development, innovation, strengthening protection, care and improvement of people's health as well as the National Strategy for the development of Vietnam's pharmaceutical industry to 2030 and vision to 2045 of the Government.

Immediately after signing, Medsintez and VNVC will carry out steps to transfer Medsintez's advanced biological drug production technology at VNVC Vaccine and Biological Factory, cooperate in research and development and clinical research of new drugs and vaccines, and distribute Medsintez's high-quality pharmaceutical products in Vietnam and ASEAN countries.

It is expected that in the near future, many advanced biological drug categories of Medsintez will be transferred for production at VNVC Vaccine and Biological Factory with high international standards, such as Recombinant Albumin, Recombinant Insulin, disposable and reusable Insulin pens, diabetes treatment drugs (liraglutide, semaglutide), anticoagulant Heparin (prevention and treatment of thrombotic complications causing blood vessel blockage leading to stroke, myocardial infarction, pulmonary embolism), antiviral drug Triazavirin, follicle stimulating hormone (used in infertility treatment)...

In particular, the two sides will discuss the coordination of clinical research on the antiviral drug Triazavirin in the treatment of dengue fever, a disease that causes hundreds of thousands of cases and dozens of deaths each year in Vietnam.

Triazavirin is a drug recommended by the Ministry of Health of the Russian Federation for the treatment of influenza and acute respiratory viral infections in adults, and is the only drug approved for both the treatment and prevention of Covid-19, and is considered to have the potential to expand the prevention of viral diseases. This technology transfer cooperation promises to contribute to improving the capacity to prevent dengue fever because there is currently no specific treatment.

Speaking at the event, Russian Health Minister Mikhail Murashko said that Russia has provided many treatment technologies from cancer, organ transplants to the development of modern health systems to the world. During the Covid-19 pandemic, Russia has supported drugs, experts and the Sputnik vaccine to nearly 70 countries.

“I believe that the cooperation between Vietnam and Russia will bring mutual benefits, aiming at the highest goal of protecting people's health and improving the quality of the healthcare sector,” said Mr. Mikhail Murashko.

Minister Dao Hong Lan, on behalf of the Ministry of Health and the people of Vietnam, thanked the Russian Government and Ministry of Health for their support over the past decades in training doctors, providing medicines, vaccines, modern techniques and building medical facilities.

She expressed her joy at witnessing the cooperation between research institutes, high-tech medical centers and prestigious medical units of the two countries, which will open up many practical cooperation programs, especially in cancer treatment with advanced technology as well as the production of drugs, vaccines and medical biological products - urgent needs not only of Vietnam and Russia but also of the world.

Present at the signing ceremony, Mr. Nguyen Ngo Quang, Director of the Department of Science, Technology and Training (Ministry of Health), said that the visit and working session of the Russian Minister of Health this time focused on four cooperation priorities, including science and technology development, expert training, knowledge sharing, technology transfer and exploiting the strengths of traditional medicine combined with modern technology.

“Cooperation with Medsintez is one of many in-depth cooperations that VNVC as well as members of the ecosystem, the Research Institute and Tam Anh General Hospital System, will sign with research institutes, hospitals and major Russian pharmaceutical companies.

These cooperations are in line with our goal of expanding our extensive international cooperation with major medical centers around the world to gain early access to new drugs, vaccines and medical examination and treatment technologies, serving Vietnamese people and international tourists seeking medical examination and treatment in Vietnam," said Mr. Ngo Chi Dung, Chairman of the Board of Directors and General Director of VNVC Vaccine and Biological Products Factory.

It is expected that by the end of 2027, the VNVC Vaccine and Biological Factory will begin producing new generation vaccines and advanced biological drugs from many countries around the world right in Vietnam.
