The Tax Department ( Ministry of Finance ) has just issued a plan for "60 peak days of converting the model from lump-sum tax to declaration for business households". Accordingly, the tax sector will simultaneously "take action" in 2 months to handle all problems of business households, preparing for the actual conversion of the tax management model from lump-sum tax to declaration from the beginning of 2026.

The Tax Department (Ministry of Finance) has just issued a plan for "60 peak days of converting the model from lump-sum tax to declaration for business households".
On this occasion, a reporter from the Lao Dong Newspaper had an interview with Mr. Nguyen Tien Dung, Deputy Head of Ho Chi Minh City Tax Department, about the 60-day peak plan to support business households to switch from lump-sum tax to tax declaration in Ho Chi Minh City.
* Reporter: Sir, what is the first move of Ho Chi Minh City Tax Department when implementing the above plan?

Mr. Nguyen Tien Dung
- Mr. Nguyen Tien Dung: Over the past few months, Ho Chi Minh City Tax has had many activities to support business households in declaring taxes based on revenue. However, after the Tax Department implemented a 60-day peak plan to help business households change from lump-sum tax to tax declaration, the first move of the unit was on November 3, Ho Chi Minh City Tax signed a cooperation agreement with a series of solution providers to support business households. Next, Ho Chi Minh City Tax will make a detailed plan for local tax agencies to guide business households in self-operation and provide guidance on revenue declaration.
*Specifically, what tasks will the Ho Chi Minh City tax industry perform?
- Mr. Nguyen Tien Dung: We will provide "hands-on" guidance for businesses on how to use technology, declare information, create invoices, and exempt expenses, etc. and will not require businesses to purchase software.
In particular, tax officers will come to the place to guide business households to carry out tax procedures electronically, such as through the eTax Mobile application. One issue that business households are somewhat worried about is that the cost of issuing electronic invoices can affect profits.
The tax sector will coordinate with e-invoice service providers, tax agents and accounting firms. The aim is to have a (free) support policy to reduce operating costs for business households in the initial stage.
In addition, the tax authority also deployed mobile support points in markets and streets, implementing the principle of supporting first and monitoring later.
Responsibilities are clearly defined: the tax authority presides, the People's Committee of the commune/ward coordinates, and agrees on a focal point in charge of each locality to ensure that no business household is left out.
