Judicial Sector: Many outstanding results in law-making and digital transformation

(Chinhphu.vn) - In recent times, judicial work has continued to be comprehensively implemented, closely following the direction of the Government and the Prime Minister. In particular, many outstanding results in administrative procedure reform, law-making and digital transformation have contributed to improving the efficiency of serving people and businesses.

That is the information shared by Chief of Office, Spokesperson of the Ministry of Justice Do Xuan Quy with reporters at the regular press conference for the third quarter of 2025 organized by the Ministry of Justice on the afternoon of October 27.

Mr. Do Xuan Quy said that the Ministry of Justice has submitted to the Prime Minister and issued many plans to reduce and simplify administrative procedures (AP) under the Ministry's management, ensuring compliance with legal regulations and practical requirements.

In particular, the Ministry has completed 100% of the implementation of the plan for administrative procedures and citizen papers related to population management and the decentralization plan in handling administrative procedures in accordance with current legal regulations and implementation practices; completed the implementation of 24/26 plans to reduce and simplify regulations and administrative procedures related to Judicial Records.

At the same time, promote the provision of online public services (14 administrative procedures on the Ministry of Justice's Public Service Portal, all integrated with the National Public Service Portal); promptly issue 19 decisions to promulgate regulations on administrative procedures in newly issued documents, especially regulations related to decentralization and delegation of authority according to the requirements and directions of the Prime Minister to create conditions for localities to perform related tasks.

Implementing the direction of General Secretary To Lam, Minister of Justice Nguyen Hai Ninh - Head of the Inter-sectoral Working Group to review administrative procedures, directed ministries, branches and localities to urgently propose plans to reduce and simplify administrative procedures at the provincial and communal levels, towards processing with electronic data, reducing costs and time for people and businesses.

Digital transformation continues to be the focus of the Ministry of Justice in 2025. The Ministry has developed the Project "Big Legal Database" and "Application of Artificial Intelligence in the work of building, checking and reviewing legal documents"; at the same time, it has completed the implementation plan of the "Administrative Procedures Information System" and the Project "Digital Platform of Vietnamese Law".

The work of inspecting legal documents is carried out in accordance with legal regulations; the work of reviewing legal documents continues to be strengthened, closely following the requirements of practice and the direction of competent authorities. The work of disseminating and educating the law continues to receive attention and institutional improvement...

In the context of a sharp increase in the number of cases and money to be executed, many large and complicated cases arising, and at the same time having to urgently reorganize the Civil Judgment Enforcement (CJE) apparatus, the results of the enforcement work still maintain stability and grow positively.

The specific results of civil judgment enforcement from October 1, 2024 to September 30, 2025: The total number of cases to be enforced is 1,064,419, of which 685,898 cases are eligible for enforcement. 577,876 cases have been completed (an increase of 0.4% compared to 2024), reaching a rate of 84.25%.

The total amount to be executed is over 686 trillion VND, with conditions for execution of over 267 trillion VND. Over 150 trillion VND has been executed (an increase of over 30,000 billion VND, 4.67% compared to 2024), reaching a rate of 56.13%.

Regarding the results of administrative judgment enforcement: State administrative agencies have completed the enforcement of 868 judgments and decisions (a decrease of 27 judgments compared to 2024). The administrative judgment enforcement agencies have monitored 2,105 judgments and decisions, of which, they have issued notices of voluntary judgment enforcement for 1,520 judgments; organized work with judgment debtors in 1,081 judgments; publicly posted 532 decisions of the Court compelling administrative judgment enforcement; and issued documents recommending competent authorities to urge and handle responsibilities for 254 judgments.

The work of civil status, nationality, adoption management, registration of state security and compensation measures, judicial assistance, international law, international cooperation... has achieved many results.

In the field of law-making, the Ministry of Justice presided over and coordinated with ministries and branches to complete many draft laws, ordinances and resolutions to be submitted to the National Assembly at the 10th Session, including the Law on Judicial Expertise (amended), the Law on Enforcement of Civil Judgments (amended), and the Law on Mutual Legal Assistance in Civil Matters.

Emphasizing the key tasks in the fourth quarter of 2025, Mr. Do Xuan Quy said that the Ministry of Justice continues to thoroughly grasp and effectively implement Resolution No. 66-NQ/TW of the Politburo and the directions of the Central Committee and the Government. Strive to complete and submit to competent authorities the Summary Report on the legislative program for the XV term and propose legislative tasks for the XVI term, along with the Project "Improving the structure of the Vietnamese legal system".

In the last months of the year, the Ministry of Justice continued to perform well its tasks as the Standing Agency of the Central Steering Committee on institutional and legal improvement; smoothly operated the Information System for receiving and processing feedback and recommendations on legal documents; upgraded and completed the National Legal Portal, ensuring the ability to look up, receive and process feedback and recommendations and provide smart legal support using artificial intelligence (AI). At the same time, continued to research and improve the organizational structure of the Ministry of Justice.
