On August 13, Ho Chi Minh City started the project to renovate the North bank of the Doi Canal.

On the afternoon of August 7, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong and representatives of departments and branches inspected the field and worked with leaders of the three wards of Chanh Hung, Binh Dong, and Phu Dinh on the progress of the project to improve urban areas along the canals. Here, Mr. Bui Xuan Cuong agreed on the starting date of the project to renovate the North bank of the Double Canal on August 13, 2025.

At the meeting, Director of the Ho Chi Minh City Urban Infrastructure Construction Investment Project Management Board - Dau An Phuc, said that the project to renovate the North bank of the Doi Canal is a large-scale group A project with a total investment of more than 7,300 billion VND. The project includes construction items of about 4.3km of the North bank of the Doi Canal, dredging part of the riverbed, expanding traffic routes along the canal such as Hoai Thanh Street, Nguyen Duy Street (20m wide), and at the same time building a new extended Nguyen Duy Street (16m wide).

The project aims to achieve the goal of urban beautification according to the Resolution of the 11th Ho Chi Minh City Party Congress (term 2020 - 2025), while also solving environmental pollution, improving the drainage system, renovating the urban landscape, developing waterway transport and tourism infrastructure.

After listening to the report on the implementation plan of the three wards, Vice Chairman Bui Xuan Cuong highly appreciated the significance of the project, affirming that this is one of the key projects contributing to improving the living conditions of the people, gradually eliminating temporary housing along the canals. The Vice Chairman of the Ho Chi Minh City People's Committee agreed on the project's commencement date of August 13, 2025 and requested relevant units to urgently complete the necessary procedures to ensure the set progress.

According to the summary report from the three wards, the total number of affected cases was initially 1,617, after the boundary adjustment, it was reduced to 1,605 cases. Of these, 1,466 cases have had their detailed plans approved, 438 cases have had their land reclamation decisions, 1,272 cases have agreed on compensation plans, and 387 cases have handed over their land. To date, more than VND 2,964 billion has been paid to 1,014 cases.

Vice Chairman Bui Xuan Cuong has directed the People's Committees of localities to urgently review and adjust the overall 1/2,000 scale zoning plan according to the new administrative boundaries. Report to the Department of Construction before September 15 for synthesis and consultation to submit to the Ho Chi Minh City People's Committee for approval of the next steps.

Chanh Hung Ward prioritizes the implementation of 5 social housing projects at 314 Au Duong Lan, resettlement at 400 Nguyen Duy, renovation of Ong Nho and Du canals, resettlement on the eastern bank of Xom Cui canal. Continue to inspect Pham The Hien apartment building to have a basis for investment and construction.

For Binh Dong ward, request the departments to hand over the new administrative boundaries; coordinate to determine the investment preparation agency and arrange the medium-term public investment portfolio for 2026 - 2030. Organize the auction of the land plot at 191 Bui Minh Truc soon to create capital to implement the project.

Phu Dinh Ward approved local adjustments to zoning plans at investment locations; reviewed the legal status of land plots for resettlement and social housing projects; provided guidance on land fund auctions, updated architectural planning criteria, and proposed social housing designs with reasonable costs and high aesthetics.

The Department of Finance reviews and unifies the list of priority projects to be implemented, and submits it to the City People's Council for approval of the medium-term public investment portfolio for 2026-2030 before August 15, 2025.

For the Department of Construction, guide planning adjustments, complete legal procedures for projects; send the list of social housing and resettlement to the Department of Finance as a basis for allocating public investment capital.

The Department of Agriculture and Environment will preside over the auction of four key land plots and submit them to the City People's Committee before August 15, 2025; review legal issues and reclaim land for social housing construction and resettlement.

The City's Urban Infrastructure Construction Investment Project Management Board urgently implemented 4 key projects assigned to it, ensuring progress and compliance with legal regulations...
