Component projects are on schedule
On the afternoon of September 24, Prime Minister Pham Minh Chinh led a Government delegation to inspect the construction progress of the Long Thanh International Airport project ( Dong Nai province). This is the fourth time the head of the Government has inspected this key project.
The Prime Minister inspected the Long Thanh airport project and praised the efforts of relevant units in closely following the construction progress according to plan.
Phase 1 of Long Thanh International Airport project includes 4 component projects.
Reporting to the Prime Minister, Deputy Minister of Transport Le Anh Tuan said that the progress of component project 1 (headquarters of state management agencies) is currently being implemented according to plan, ensuring synchronization with component project 3. In particular, the headquarters of animal/plant quarantine agencies have not been allocated capital so they cannot be implemented.
Component 2 project (works serving flight management) is constructing the main part of the air traffic control tower and related items. The air traffic control tower is 107.93m high and was topped out on September 22.
The progress of component 3 project is very good. Of which, package 5.10 (passenger terminal) has so far achieved over VND8,300 billion in actual construction work, equivalent to more than 25% of the contract value. It is expected to complete the entire construction before December 2025, install equipment for trial operation from the beginning of 2026 and strive to complete before August 31, 2026.
Package 4.6 (runways/landing, aprons) has a volume of about VND 2,015 billion, equivalent to 27.82%. Of which, the runway is expected to be completed and put into technical operation before April 30, 2025, 3 months ahead of the contract schedule.
Package 6.12 (connecting route T1, T2) construction volume is about 1,200 billion VND, equivalent to 50.5%, expected to be completed in December 2025...

With component project 4, the Civil Aviation Authority of Vietnam is currently completing 6 bidding documents for priority investment projects (2 hangar projects, 2 airline catering projects, 2 projects for aircraft cleaning and maintenance of ground service vehicles).
For the remaining projects, the Ministry of Transport has reported to the Government on the urgency and investment priority.
Part of the passenger terminal wing is installing the roof steel structure.
Over 10 million safe working hours
Reporting to the Prime Minister and the working delegation, Mr. Vu The Phiet, Chairman of the Board of Directors of Vietnam Airports Corporation (ACV), said that the unit has proactively adjusted the contractor selection plan with the goal of synchronizing operations with the passenger terminal.
For the remaining packages of the project (cargo terminal, parking garage, ICT system...), ACV has developed a progress plan, determined to complete before August 31, 2026 to put into operation in time to celebrate National Day September 2, 2026.
Prime Minister Pham Minh Chinh inspected the equipment rolling the cement concrete pavement of Long Thanh airport's runway.
According to ACV, the construction progress of the main items of component project 3 is currently being accelerated in accordance with the Government's direction, ensuring the goal of completion and putting into operation in 2026.
To date, the entire construction site has achieved more than 10 million safe construction hours. The passenger terminal alone has achieved 5.8 million safe construction hours.
To ensure the connection and synchronization when the airport is put into operation, ACV requests ministries and branches to speed up the implementation of component projects 4.
"Regarding traffic connections, when the airport is put into operation, the expansion of the Ho Chi Minh City - Long Thanh - Dau Giay expressway is very necessary," said Mr. Phiet.
Many items of Long Thanh airport have taken shape.
Good progress but not subjective
After inspecting the construction site and listening to reports from relevant units, Prime Minister Pham Minh Chinh assessed: "The progress is basically stable, more positive than previous times. However, we cannot be subjective because the weather is still harsh."
The Prime Minister commended ACV, Vietnam Air Traffic Management Corporation, contractors, construction units, consulting units and more than 6,000 engineers, workers and laborers who "overcame the sun, overcame the rain, and were not defeated by storms", "worked in 3 shifts, 4 shifts", "through holidays, Tet, and days off" to speed up construction progress, bringing the projects to completion ahead of schedule.
The Prime Minister assessed the project's progress as more positive than previous inspections, but he also asked not to be subjective.
According to the Prime Minister, Dong Nai province has made great efforts and the people have also sacrificed a lot by willingly giving up 5,000 hectares of land for the project. Therefore, the implementation of the project must be carried out urgently.
"Long Thanh Airport is a symbol of the 13th Party Congress term, with a large scale of investment, implemented in extremely difficult conditions. However, up to now, the main items have all taken shape, striving to basically complete by December 31, 2025 to celebrate the country's major events.
Investors, contractors, and supervision consultants need to continue to closely follow the progress and arrange construction scientifically to compete for progress," the Prime Minister emphasized.
The Prime Minister encouraged the workers working day and night at the Long Thanh airport super project.
The Prime Minister emphasized that we have enough basis to shorten the progress, basically completing the project by December 31, 2025, because we have become more mature, have more experience in implementing large infrastructure projects, the procedures have been basically completed, especially the site clearance work has been basically completed, human resources and machinery at the construction site are relatively sufficient.
The Prime Minister requested that Long Thanh airport be basically completed by December 31, 2025.
The Prime Minister requested to rebuild the progress critical path in accordance with the above objectives; high determination, great effort, drastic action, clear assignment of people, clear work, clear progress, clear responsibility, clear results.
Main contractors mobilize subcontractors in the region to participate; review all contracts with foreign partners to ensure consistency; control construction quality
The Prime Minister requested the Ministry of Transport to urgently report to competent authorities the investment plan for the second runway. Deputy Prime Minister Le Thanh Long directly directed the report to propose adding this content to the agenda of the 8th session of the 15th National Assembly.
The Ministries of Transport, Finance, Planning and Investment and the State Capital Management Committee at Enterprises shall carry out the directions of the Government leaders in implementing the project to expand the Ho Chi Minh City - Long Thanh expressway section.
The Ministry of Transport and relevant agencies urgently research and deploy transport routes connecting to Long Thanh airport (including railway and subway options...).
The Long Thanh airport project has a total investment of more than 16 billion USD, divided into 3 phases. Phase 1 has a capital of 5.45 billion USD, capacity of 25 million passengers/year, expected to be operational in 2026.
Phase 2 is expected to be implemented from 2028-2032, with a capacity of 50 million passengers/year. Phase 3 after 2035, with a capacity of 100 million passengers/year.
