More than 18 million voters have registered to take part in the presidential election, which is scheduled to take place from 7 a.m. to 9 p.m. local time (5 a.m. to 7 p.m. GMT) at nearly 19,000 polling stations across the country, according to Romania's Permanent Election Authority.
Overseas voting began on November 22 with a record 950 polling stations.
Opinion polls show left-wing Prime Minister Marcel Ciolacu, leader of the Social Democrats - Romania's largest party - will enter the second round along with far-right politician George Simion of the Romanian Unity Alliance.
The second round of elections is expected to take place on December 8, while the National Assembly election will take place on December 1.
According to the Romanian Constitution, if no candidate wins a majority of votes, a runoff election will be held between the two leading candidates after two weeks. The winner will be the candidate who receives the most valid votes.
