Rely on traditional culture to innovate and create

It can be affirmed that, with the development of current technology, the young generation has more and more favorable conditions to access, enjoy, and freely explore diverse cultural values. An optimistic signal is that many young people today affirm their love for their roots by taking the traditional culture of the nation as a foundation for innovation and creativity. Encouraging and creating favorable conditions for young people to replicate creative start-up models on the basis of traditional culture, spreading Vietnamese cultural values to the international community in line with modern trends is considered one of the effective solutions for the Youth Union and relevant agencies to promote, thereby helping the young generation to love, appreciate, raise awareness of preserving and promoting traditions, and fight against "cultural invasion".

In recent times, many young people have relied on traditional culture as a source of inspiration for their creativity. In the field of music , many young artists have boldly exploited and transformed folk materials, creating works that have resonated. These include “Chiec khan pieu” with a Northwest influence, arranged in a jazz style; the image of “Queen of Nom poetry” Ho Xuan Huong, then Tam, Mi, Thuy Kieu entering contemporary music. The combination of sam, rap and electronic music, then musical instruments on the Cheo stage and Hat Van appearing in a symphony orchestra. The encouraging signs in the above-mentioned literary and performing arts activities are proof that Vietnamese cultural identity is deeply permeating the youth.

In the fine arts industry, a number of young artists have emerged as pioneers in renewing folk paintings with contemporary applied arts. The fashion industry is also full of interesting stories that demonstrate the love of cultural roots of young Vietnamese people. Many groups of young people who are passionate about learning about traditional costumes and want to recreate the cultural relics of ancient Vietnam have established information pages and fanpages that are invested in both images and content, attracting a large number of responses and interactions. From here, many projects to learn about Vietnamese traditional costumes and restore traditional costumes have created a huge impact on the community. Many young people use Vietnamese costumes as an outfit in their daily activities such as walking around town, visiting historical sites, or during holidays, New Year, weddings, etc.

Looking at fields that contain the depth of Vietnamese culture such as cuisine, tourism... have also become effective means for young people to promote and introduce national culture to the world. Not only stopping at love and passion, many young people start innovative businesses based on traditional culture. Many YouTube channels and websites built by young people provide rich and attractive content about traditional dishes, relics, landscapes, and ethnic cultures of regions of Vietnam... In particular, many heritages and historical relics are introduced and promoted vividly by young people through digital platforms in Vietnamese and many foreign languages, attracting a large number of views and shares.

The current public is very fond of new things, supports creativity and technology application, and is willing to experience products and services containing cultural elements. A typical example is Hoa Lo Prison Relic with an automatic commentary system, online exhibition space, online tours on two platforms Spotify and Apple Podcasts, especially the "night tour" experience recreated through many scenes combined with sound and light effects that awaken all emotions of visitors, creating a very strong attraction and becoming a very attractive tourism product in Hanoi.

Vietnam has great potential for innovative startups based on culture. We have a priceless cultural treasure with tens of thousands of historical-cultural relics, architectural art, archeology, landscapes, revolutionary history; thousands of legends associated with each historical period; thousands of folk, historical and religious festivals; thousands of craft villages and villages with traditional crafts; hundreds of folk games; dozens of types of traditional performances... Along with that are traditional medicine, culinary arts, traditional costumes, customs, habits... Vietnam's rich, diverse, unique and humane traditional culture is a promising land for innovative startups. Many traditional Vietnamese cultural values have not been exploited, or exploited on a small scale, at the outer level but not in depth. This means that there is still a lot of room for young people to explore, select and invest in innovation.

Expressing his views on the interest of young people in traditional culture, First Secretary of the Central Youth Union Bui Quang Huy said that we have been developing many cultural products with high value, especially on digital platforms, many of which are from young people. More and more "made in Vietnam" cultural products are developing strongly on many platforms, especially digital technology, creating trust and interest from the social community. On social networks, there are more and more products in the form of short films, short film series, sitcoms produced by young people with interesting situations, bringing many meaningful lessons in life; attractive 3D, 4D graphic film products, animations, introducing the historical dynasties of the nation; Vietnamese customs, practices, festivals; videos of cultural experiences, customs, practices, cuisine...

Taking advantage of the tools available on social networking platforms, many young people have built and succeeded in promoting traditional local cultural products on the internet. The ideas and start-up models from traditional culture of young people have created a strong attraction for the community and achieved initial success. Through this, not only contributing to promoting the cultural values of Vietnam to the world but also creating great economic values from cultural products.

In the “whirlwind” of foreign culture, many opinions expressed concern that the young generation will be swept away and forget the good traditional cultural values of the nation. That concern is well-founded because a part of the young people lack awareness and courage, imitating foreign countries in a ridiculous, offensive way, going against the traditional culture of the nation. However, looking at reality, we have a basis to believe in the role, awareness, and responsibility of the youth in the mission of preserving, promoting, and spreading the eternal cultural beauty of the nation.

In addition to the system of solutions on mechanisms and policies, creating a culturally based startup ecosystem, education on the beauty of Vietnamese culture needs to be promoted right from primary school levels, in organizations such as unions, associations, teams as well as in the whole society, helping young people have a foundation of knowledge about culture and national pride, knowing how to absorb the quintessence of human culture to enrich the traditional cultural capital of the country.

Promote internal strength, tighten management

The Industrial Revolution 4.0 has erased geographical boundaries, making human exchanges in all aspects, including culture, much faster and easier. The context of the connected world has also made the management, protection and preservation of traditional cultural values not keep up. With the current reality and the very important position of culture - a field determined to be equally important as economics, politics and society - timely and effective corrective solutions are needed, not being careless, "kidnapping and abandoning the plate", because if the situation of "cultural invasion" continues, it will be a great danger to the country and future generations.

In a broader view, preserving and strengthening cultural foundations is not only an urgent requirement for our country but also for other countries in the world such as the US, UK, China... promoting indigenous culture and protecting culture from negative impacts is not neglected. Specifically, the recent hearing of TikTok CEO in the US Congress lasted 5 hours but was still not enough to convince US lawmakers to let the video sharing platform operate freely as before. In the UK, the country's data management agency has just fined TikTok 12.7 million pounds for allowing more than 1.4 million children under 13 in the country to use TikTok without the consent of adults. Australia, New Zealand, Europe and Asian countries including India, Indonesia, Bangladesh also partially or completely banned the TikTok platform. In China, "blocking" has become a fear for artists who violate the law or have behaviors that negatively affect society...

According to the leader of the Department of Radio, Television and Electronic Information (Ministry of Information and Communications), the authorities are fighting to require cross-border platforms to have applications specifically for children. One measure that the Ministry of Information and Communications is taking very seriously is to prevent the flow of money to harmful channels. All channels that post harmful content will have their search mode, gift-giving mode or virtual item receiving mode disabled.

On March 31, 2023, the Ministry of Information and Communications issued Decision No. 512/QD-BTTTT on the issuance of an action plan to update the implementation plan for the Development Strategy of the Radio, Television and Electronic Information Sector for the period 2021-2025. Accordingly, the Department of Radio, Television and Electronic Information coordinates with the Department of Performing Arts (Ministry of Culture, Sports and Tourism) in managing online celebrities; from October 2023, broadcasting, performing, and advertising will be restricted for artists and KOLs who violate the law and go against public morals. In September 2023, pilot monitoring and inspection of cross-border platforms that do not have offices in Vietnam. From December 2023, direct cross-border advertising money to official press agencies, digital content platforms, websites, channels, and accounts that have been licensed or registered to operate with the Ministry of Information and Communications (advertise on the white list, block black list ads).

The Ministry of Information and Communications will also regularly maintain the fight to force cross-border platforms to block and remove bad and toxic information with a high response rate (90-95%), processing time under 24 hours; block pages and channels with serious violations; develop algorithms to effectively block false advertisements; remove unlicensed games on Google Store and Apple Store...

In addition to cleaning up a negative cultural environment, nurturing the development of a cultural space with its own identity, promoting internal strength through quality film works, along with the activities of security agencies in the fight to prevent hostile and reactionary forces from taking advantage of attacks on cultural fields is an urgent task. Solutions to prevent the spread of harmful foreign cultural products need to be resolutely and urgently implemented, not allowing these "garbage products" to spread on cyberspace and penetrate the minds of young people. In addition to the system of solutions in preserving and promoting national cultural identity, fighting against "cultural invasion", improving the effectiveness and efficiency of state management in the cultural field, building a healthy cultural environment, tightening the management of cross-border platform services, limiting and moving towards completely preventing harmful cultural products from being smuggled into Vietnam are solutions that need to be focused on promoting.

Recognizing the role and importance of culture, the 13th Party Congress Documents determined: Comprehensively and synchronously develop cultural fields, ensuring both promoting the good values of the nation and absorbing the quintessence of human culture, creating momentum for socio-economic development and international integration.

The core of the problem still lies in civic awareness and responsibility, especially the young generation must truly assert their mettle to fight against the risk of cultural assimilation and dissolution in this strong globalization process.
