The family of Mr. Ho Sy Trinh, Trieu Phong commune, is one of the first households in Quang Tri to receive loans under Decision No. 29/2025/QD-TTg on credit support for students, master's students and postgraduates studying science , technology, engineering and mathematics (STEM). His daughter, Ho Phuong Anh, a student majoring in financial technology in Ho Chi Minh City, was able to continue her studies thanks to timely support from the Vietnam Bank for Social Policies (VBSP).
“My family is very happy to receive enthusiastic guidance from the Transaction Office of the Social Policy Bank of Trieu Phong. The total loan approved for my child is 150 million VND for two years of study, including living expenses of 5 million VND/month and the entire tuition fee. Thanks to that, my family has been relieved of a big burden…”, Mr. Trinh shared.
Similarly, the family of Ms. Nguyen Thi Hoa, residing in Ba Don ward, has just received more than 316 million VND from the Ba Don Social Policy Bank Transaction Office to support her child to study at university in the STEM field. "The cost of studying for my child in the city is very high. I am very excited to receive preferential loans from the Social Policy Bank, because I have more conditions to take care of my child's education," Ms. Hoa said emotionally.

According to the representative of the Ba Don Social Policy Bank Transaction Office, immediately after the new policy took effect, the unit quickly trained its staff, coordinated with schools and local authorities to propagate and guide parents and students; at the same time, completed the documents, accelerated the disbursement process. With high loan amounts, low interest rates, flexible repayment periods and no collateral requirements for loans under VND 500 million, this policy has opened up equal learning opportunities for all students, especially in rural and mountainous areas with many difficulties.
In the mountainous area of Huong Hoa, the Transaction Office of the Social Policy Bank of Huong Hoa also disbursed the first loan to STEM students in Khe Sanh commune. The family of Mrs. Nguyen Thi Hang in Tan Xuyen village has a son named Le Quang Duy who is studying Mathematics - Statistics at Hue University of Education, and was able to borrow 200 million VND to cover living and studying expenses for 4 years.
Ms. Nguyen Thi Hang said: "The disbursement of this preferential capital source not only brings joy and peace of mind to my family, but also spreads the spirit of learning, encouraging the young generation to strive to master knowledge."

The above numbers and cases are not just statistics, but vivid proof that the STEM preferential credit policy has truly entered life, bringing faith, hope and motivation to many families in Quang Tri homeland.
To achieve this result, the Social Policy Bank system in the whole province has proactively reviewed records, promoted propaganda, and guided people as soon as there were professional documents. Branch leaders directly went to transaction points to check, encourage and direct staff to implement, ensuring preferential capital reaches learners as quickly and to the right subjects.

The preferential credit capital of the Social Policy Bank not only helps students reduce difficulties in studying costs, but also encourages them to pursue key fields of study, contributing to the development of high-quality human resources for the future."

This policy offers many outstanding incentives: allows borrowing of full tuition and living expenses up to 5 million VND/month; no collateral required for loans under 500 million VND; interest rate of only 4.8%/year, much lower than other credit programs; at the same time, the repayment period is flexible, borrowers only start paying after 12 months from graduation.
Ms. Xuan Huong added that in the coming time, the unit will continue to closely coordinate with the government, schools and organizations to ensure that all eligible subjects can access capital conveniently, transparently and promptly. Along with that, it will strengthen inspection and supervision of capital use, ensuring that loan capital is used for the right purpose, bringing practical results to learners...
From the initial results in Quang Tri as well as across the country, it can be affirmed that Decision No. 29/2025/QD-TTg has opened a new door of opportunity, realizing the study dreams of thousands of students, especially those in remote areas.
