Risk of flooding, Da Nang proactively evacuates hundreds of households

According to the forecast of the Central Hydrometeorological Station, from the evening of October 26 to October 28, the Da Nang area will continue to have very heavy rain, with total rainfall in the plains generally being 200-400mm, and in the southwestern mountainous areas in some places over 600mm.

This rain is likely to last until October 29, causing the risk of flash floods and landslides in mountainous areas and flooding in low-lying and urban areas. Currently, local authorities are urgently evacuating hundreds of households from landslide-affected and isolated areas.

As of 5 p.m. on October 26, mountainous localities had evacuated more than 430 households with nearly 1,800 people in Tra Linh, Tra Leng, Tra My, Tra Doc, Phuoc Thanh, Phuoc Chanh and Tra Giap communes to safety. Some areas such as Phuoc Chanh, Tra Giap and Phuoc Thanh communes suffered serious landslides, cutting off traffic; many DH roads and national highways 40B, 14B, 606 were damaged, slopes collapsed, underground bridges were deeply flooded.

The coastal area of ​​Hoi An Tay ward has suffered landslides along more than 3 km of coastline, with seawater eroding 10-30m deep, threatening residential areas and businesses along the shore.

Secretary of the Tra My Commune Party Committee, Phung Van Huy, said that in addition to 42 households with more than 200 people in the landslide area that have been moved to safe places, by the evening of October 26, many areas in the commune were still partially flooded, especially Tan Hiep village which was isolated from the outside due to deep water on the road leading to this residential area. The commune leaders have sent forces to Tan Hiep village to deploy plans to ensure absolute safety for the people.

In addition, To slope areas, temporary bridge in Duong Thanh village, Tra Duong commune, some points in Duong Trung village, Tra My commune are still flooded. Local authorities have sent forces to these locations to prevent people and vehicles from passing through to prevent possible risks.

A quick report from the People's Committee of Tra Lien commune said that as of the afternoon of October 26, there was still heavy rain in the area, combined with the amount of water flowing from upstream, causing the water level of rivers and streams in the commune to rise, flow rapidly, and the possibility of landslides is relatively high. In Tra Lien commune, there were 2 points on the road connecting Tra Lien and Tra My communes that had landslides with a preliminary estimated amount of about 300m3 of soil, causing traffic on this route to be temporarily interrupted.

Prolonged heavy rain has caused the amount of water flowing into hydroelectric reservoirs upstream of Da Nang city to show no signs of stopping. Currently, the water level of rivers in Da Nang is rising rapidly, there is a possibility of a flood, the flood peak on Vu Gia - Thu Bon river fluctuates at alert level 3 and above alert level 3. Some reservoirs such as Hoa Trung, Dong Nghe, Khe Tan, Phu Loc are full of water; hydroelectric reservoirs A Vuong, Song Bung, Dak Mi 4 and Song Tranh 2 are operating to reduce floods for downstream areas.

Information from Song Tranh Hydropower Company on the afternoon of October 26, the company is operating to adjust the flow through the spillway of Song Tranh 2 Hydropower Dam, located in Tra My Commune, Da Nang City. Accordingly, starting from 2:00 p.m. on October 26, the amount of water regulated through the spillway of Song Tranh 2 Hydropower Plant is expected to range from 10 m3/second to 5,950 m3.

Along with Song Tranh Hydropower Plant, the amount of water flowing into Dak Mi 4 Hydropower Reservoir in Kham Duc Commune is large. Dak Mi 4 Hydropower Plant announced the maximum discharge level of up to 4,500 m3/s on the afternoon of October 26.

It is expected that tonight, October 26, due to the amount of water flowing from upstream combined with the amount of water released from hydroelectric plants, the downstream area, especially the communes of Dai Loc, Duy Xuyen, Dien Ban and Hoi An ancient town, will likely be flooded in many places.

Faced with the complicated developments of floods and rains, the City Civil Defense Command has issued many telegrams and dispatches requesting departments, branches and localities to proactively deploy response plans; organize 24/7 on-duty and safely operate hydroelectric and irrigation reservoirs.

Local authorities are implementing the "4 on-the-spot" policy, mobilizing militia, police, and military forces to support the evacuation and initial repair of landslides, ensuring the safety of people's lives and property.
