Many apartments collect fees but do not issue invoices.

According to records at apartment buildings in Ho Chi Minh City, whether the management unit is a foreign or domestic enterprise, they do not issue invoices when collecting monthly management fees.

Instead, the management boards of apartment buildings send fee notices in paper, via email or via Zalo to each household, then ask residents to pay the fee, otherwise they will be punished by having their electricity and water cut off.

At an apartment building in District 10, residents said that every month the apartment management board will send a notice of fees with a unit price of 14,500 VND/m2, car parking fees from 1.2 - 1.6 million VND/vehicle, motorbikes 176,727 - 216,000 VND/vehicle and water fees according to the standard...

Electricity bills will be calculated based on the meter reading and paid directly to the electricity industry. Ms. NY, a resident of this apartment building, said that every month she only transfers money to the account provided by the management board and does not receive any bills from the apartment building management board.

At an apartment building in District 4, Mr. TPM said that every month he receives an email from the building management board, Savills LLC, notifying him of the fee payment.

Of which, the management fee is more than 1.1 million VND plus water and two-wheeled vehicle parking fees, with a total amount to be paid of about 1.6 million VND. Residents can pay in cash or transfer money to the business's account number.

According to Mr. M., after paying, residents will receive an email confirming payment and the management board has created a receipt, there will be no other bills each month.

The same management fee collection method is also applied by Savills Company Limited at other apartment buildings managed by this unit.

In addition to depositing monthly management fees into the apartment management board's account, it is noteworthy that there are apartments in Thu Duc City that collect management fees by transferring money directly into the account of the head of the management board.

Speaking to Tuoi Tre, the head of the management board of an apartment building in Ho Chi Minh City said that after the management board of the Conic Southeast Asia apartment building (Binh Chanh district) was fined nearly VND120 billion for not issuing invoices when selling goods and providing services to residents, businesses providing apartment management and operation services were "very confused".

According to this person, at Conic Southeast Asia apartment building, the management board directly collects money from residents, while most of the current apartment buildings have management boards collecting management fees.

According to this person, collecting invoices is correct, but residents will have to pay additional value added tax and increase the amount of money they have to pay because there will be an additional 10% tax.

Because the management board is the unit that "collects and pays" for the apartment management board, this person said that if the management board wants to issue invoices, it will have to consult with the residents. If the residents agree to pay an additional 10% tax, the management board will do it.
