Ho Chi Minh City People's Committee held a meeting to assess the socio-economic situation in the first 10 months of 2025

These results were announced at the meeting on the morning of October 31 of the Ho Chi Minh City People's Committee, to assess the socio-economic situation in October and the first 10 months of 2025, and at the same time deploy key tasks for the last months of the year.

Ho Chi Minh City's economy has continued to maintain its recovery and growth momentum over the past 10 months. Notably, the industrial production index has increased the most in the period from February 2024 to present, in which the processing and manufacturing industry is still the main driving force. In particular, the index of the processing and manufacturing industry over the past 10 months has surpassed the recovery peak of 2022, showing the strong development of this industry in 2025. Along with that, the attraction of foreign direct investment (FDI) has increased very high.

Mr. Bui Ta Hoang Vu - Director of Department of Industry and Trade of Ho Chi Minh City

Along with that, Director of the Department of Industry and Trade of Ho Chi Minh City Bui Ta Hoang Vu said: "The Free Trade Zone (FTZ), when there is a policy to attract investment into the FTZ at Cai Mep Ha, is expected to create a new growth engine, complementing the Can Gio International Transit Port. This will be a large logistics hub not only for the whole country but also for the whole region. If nothing changes, this is one of the things we will immediately implement the Resolution of the City Party Congress for the term 2025 - 2030".

Regarding the surplus and shortage of staff operating the two-level local government, the Ho Chi Minh City Department of Home Affairs has established a project, identifying 1,065 surplus positions and 965 positions lacking staff. The problem is that there are surplus non-specialized positions, but there is a shortage of specialized personnel such as health , information technology, land, construction, and finance.

Standing Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Van Tho requested the Department of Home Affairs to review and ensure the issue of staffing and quality associated with job positions, ensuring effective, efficient and effective operations. Regarding overdue administrative records, it is recommended that they be resolved within a week, without backlog. Departments and branches need to continue focusing on solutions to promote growth, striving to exceed the targets set for 2025, including disbursement of public investment capital.

Mr. Nguyen Van Tho - Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the People's Committee of Ho Chi Minh City

Mr. Nguyen Van Tho - Member of the Standing Committee of the City Party Committee, Permanent Vice Chairman of the People's Committee of Ho Chi Minh City emphasized: "Projects and works in the plan to start construction in 2025, all works must start construction no later than November. Units need to prepare projects, approve and ensure the right progress, have a roadmap and control. Evaluate the progress of transitional works, and at the same time quickly remove obstacles in site clearance, on the ground is the land of the people, but underground there are underground works, this is difficult and in reality the handling is very slow, leading to no land to work on".

Although there are still two months left until the end of the year, in reality there are only about 40 working days left, while the workload is still large. The City leaders requested that departments, branches and 168 communes, wards and special zones must have a clear and specific roadmap for each task, promote responsibility, solidarity, and act more decisively and effectively with the spirit of acceleration and breakthrough to complete the tasks of 2025.

With positive growth momentum, flexible management and acceleration spirit, Ho Chi Minh City is continuing to affirm its role as the economic locomotive of the whole country, aiming for the goal of modern, sustainable and creative development in the new period.
