Determining that the implementation of Directive No. 22-CT/TU of the Provincial Party Committee Standing Committee is an important task, of great political and social significance and profound humanity, the Standing Committee of the Nhu Xuan District Party Committee has organized to thoroughly disseminate the content, purpose and significance of the Campaign to Party committees at all levels, authorities, the Fatherland Front, political organizations, agencies, units, enterprises, cadres, Party members and all classes of people. At the same time, the Steering Committee for the "Campaign to build houses for poor households, policy households, and disadvantaged households who do not have houses and are living in temporary, dilapidated houses in the district in 2024 - 2025" (hereinafter referred to as the Nhu Xuan District Steering Committee) was established.
Following the direction of the Standing Committee of the District Party Committee, the Steering Committee of the District Movement has issued a plan to implement the Movement and assigned the District People's Committee to review and evaluate poor households, policy households, and households with housing difficulties in the area. Based on the implementation plan, the District Steering Committee proactively assigned targets and mobilization levels to communes and towns. At the same time, established a Steering Committee at the commune level and issued documents directing the organization and implementation of the Movement at the grassroots level.

Determined to soon bring shelter to the disadvantaged so that no one is left behind, the Party Committee, the government, the Fatherland Front and political organizations, agencies and units from the district to the grassroots have focused on leading and directing the promotion of information and propaganda work on the Campaign, in many forms, such as: Hanging banners in villages and neighborhoods, posting news and propaganda articles on the District Electronic Information Portal, the Electronic Information Portal of communes and towns and broadcasting on the loudspeaker system. From doing a good job of propaganda, the Campaign has received the response and active participation of many organizations, businesses, philanthropists, cadres, party members, civil servants, union members, members of the armed forces and people of all walks of life.
Along with that, the front working committees of villages and neighborhoods also participated in propaganda and mobilization of the community and relatives to contribute funds and mobilize more human resources and working days to build and repair houses for poor households, policy households, and households with housing difficulties. Ms. Vi Thanh Huong, Chairwoman of the Fatherland Front Committee of Nhu Xuan district, said: “With the strong leadership and direction of the Standing Committee of the District Party Committee and the efforts of Party committees at all levels, authorities, the Fatherland Front, political organizations, Steering Committees at all levels, along with the sense of responsibility and noble gestures of many organizations and individuals towards the disadvantaged, the Campaign to build houses for poor households, policy households, and disadvantaged households without houses and living in temporary, dilapidated houses in the district in 2024 - 2025 has achieved many remarkable results. As of April 2025, the Fatherland Front Committee of the district has received 2 rounds of support funds, with an amount of 18,239 billion VND. Of which, the funding from the Provincial Steering Committee is 13,235 billion VND; cadres, civil servants, public employees, party members, union members, members of the armed forces and people of all walks of life. People in the district contributed 5,627 billion VND.
Warm and affectionate homes
Comrade Le Van Thuan, Standing Deputy Secretary of the District Party Committee, Chairman of the People's Council of Nhu Xuan district, presented money to support house building for poor households in Thuong Ninh commune.
Based on the guidance of the Provincial Steering Committee, from the beginning of 2024 to present, the Standing Committee of the District Party Committee has directed the Propaganda and Mass Mobilization Committee to preside over and coordinate with the District People's Committee to organize 5 rounds of screening and listing poor households, policy households, and households with housing difficulties in the area that need to build new and repair houses in the 2 years 2024 - 2025. According to the screening results, the whole district has 348 households in need of building new and repairing houses. Of which, 254 households are newly built; 94 households are repaired. The subjects receiving support for building new and repairing houses are families of people with revolutionary contributions, relatives of martyrs, poor households, and near-poor households.
In order for the disadvantaged to live in warm and affectionate houses, the District Steering Committee coordinated with the Party Committee, the authorities of 16 communes and towns and households to start building new and repairing 253 houses according to Directive No. 22-TC/TU, Decision No. 21/2024/QD-TTg dated November 22, 2024 of the Prime Minister on "the level of support for building new or renovating and repairing houses for people with revolutionary contributions, martyrs' relatives and the rate of allocation of support capital from the central budget, the rate of counterpart support capital from the local budget for the period 2023 - 2025", the National Target Program on socio -economic development of ethnic minority and mountainous areas. Of which, 241 new houses were built and 12 houses were repaired. To date, the whole district has completed the construction, repair and handover of money for 168 houses.
The house of Mr. Le Dinh Ha's family, Thinh Lac village, Hoa Quy commune, was built according to Directive No. 22-CT/TU of the Provincial Party Standing Committee and is entering the completion stage.
The house of Mr. Le Dinh Ha's family - a Tho ethnic group in Thinh Lac village, Hoa Quy commune is entering the completion stage, a tangible proof of the spirit of "Mutual love and support", "The healthy leaves cover the torn leaves", joining hands and contributing from the community. Mr. Ha has a heart disease and is weak, but every day he still works as a construction worker to earn a living and support his 72-year-old mother. Living from hand to mouth, his family has never dared to dream of having a new, solid and safe house. It is known that the current house where he and his mother are living was built several decades ago. Since 2020, due to the impact of natural disasters, the house has seriously degraded, the lime walls are stained, cracked, and at risk of collapsing at any time. What Mr. Ha and his mother never dared to dream of has become a reality when Directive No. 22-CT/TU of the Provincial Party Standing Committee spread to many vulnerable groups in Nhu Xuan district. After Hoa Quy commune informed that his family was eligible for support to build a house, Mr. Ha and his mother were overwhelmed with joy and emotion. With the joint support of the government and neighbors, after just over a month of construction, his family's new house was completed. From now on, living in a new house filled with community affection will help Mr. Ha and his old mother be safer during storms, which is the first step to fulfill the dream of "settling down and making a living" sustainably and building a prosperous and happy life.

For the family of Mrs. Ho Thi That, Quang Trung village, Binh Luong commune, the dream of a new house is kept deep in the heart, because the family's circumstances are extremely difficult. Her husband is mentally disabled, so she is the pillar of the family. Living from meal to meal, even though she is at the age of "thất thập cổ lai hy", her family still has to live in a wooden house built in 1968 that is seriously degraded and has a high risk of being unsafe. In early 2025, Mrs. That's family was supported to build a new house according to Directive No. 22-CT/TU of the Provincial Party Standing Committee. “In addition to the 80 million VND supported under Directive No. 22-CT/TU of the Provincial Party Committee Standing Committee, to have enough money to build a house, my family sold acacia hills for 120 million VND and borrowed more from relatives. My family is very happy to live in a spacious and solid house. The house is not only a place for my husband and I to rest in our old age, but also a place for our children and grandchildren to gather,” Ms. That shared.
Comrade Le Anh Tuan, Vice Chairman of the People's Committee of Nhu Xuan district, presented money to support house building for poor households in Thanh Son commune.
During the implementation of the Campaign, the District Steering Committee regularly directed 16 communes and towns to review the subjects, to ensure that support for new construction and house repair is provided to the right "address". As of early May 2025, the entire district of Nhu Xuan still had 61 households in need of new construction and house repair. Of which, there were 22 poor households; 37 near-poor households; 2 poor ethnic minority households with housing difficulties.
With the spirit of leaving no one behind, the Standing Committee of the Nhu Xuan District Party Committee has been focusing on leading and directing communes, towns, agencies and units to continue to effectively implement the Campaign, striving to complete the goal of building houses for poor households, policy households, and disadvantaged households without houses and living in temporary, dilapidated houses by September 30, 2025. In the heart of the campaign is directing the Vietnam Fatherland Front Committee, the District Steering Committee and 16 communes and towns to continue to propagate, mobilize and call on agencies, units, enterprises, philanthropists, cadres, civil servants, public employees, workers and people of all walks of life, promoting the spirit of "Mutual love and affection" to join hands and contribute to the local Party Committee and government to support, help and assist in building houses for disadvantaged people.
