Recalling the last days of the winter crop, when the sweet cold still lingered, Kim Son village, Hoang Tien commune (Hoang Hoa) was bustling with the potato harvest season. The large, golden potatoes were sorted into large plastic bags, neatly arranged on the edge of the field waiting for trucks to transport them. This is not only a familiar scene of a crop season, but also a clear demonstration of the agricultural restructuring taking place strongly in Thanh land. Mr. Le Van Tu, head of Kim Son village, could not hide his joy: "This is the 5th year that people here have produced potatoes in association with businesses. 3 crops a year, no land left to rest... the coefficient of agricultural land use reached 2.35 times. With a yield of 1.4 tons/sao and a stable purchase price of 7,500 VND/kg, one sao of potatoes brings economic efficiency 3-4 times higher than traditional rice cultivation".
Similarly, in Hoang Luu commune, 120 households have cooperated with Xuan Minh Company to grow 20 hectares of potatoes and 10 hectares of carrots. Each hectare of land for commercial crops is cultivated in rotation for 3 crops per year, bringing in value of 120 - 150 million VND/ha/crop. The joint production model in Hoang Luu has been implemented for the past 7 - 8 years. In particular, since applying science and technology, bringing mechanization into production, and signing contracts to commit to output for products, people have enthusiastically participated. Most of the joint area has been invested in automatic irrigation systems, so the crops have high productivity and quality.
In Hoang Hoa district alone, in 2024 alone, the whole district has 769.5 hectares of crops linked to the value chain, an increase of 340 hectares compared to the same period in 2023. Many organizations, individuals, businesses, and cooperatives inside and outside the district have built sustainable and long-term production links with the people.
This change does not come naturally. Behind the green fields is a comprehensive investment policy that the province has implemented throughout the 2021-2025 period. With a total budget of over 3,500 billion VND from various sources, the province has focused on investing in agricultural development in a modern and sustainable direction. Of which, public investment capital reached nearly 1,934 billion VND, including 717 billion VND from the central budget; 212.5 billion VND of foreign capital (ODA) and more than 1,004 billion VND of public investment capital from the provincial budget. In addition, regular expenditure from economic activities in the 2021-2024 period reached more than 1,401 billion VND. One of the most important policies is Resolution No. 185/2021/NQ-HDND on agricultural, rural and farmer development with a total implementation budget of nearly 375 billion VND. This policy has supported the construction of 239 hectares of concentrated safe vegetable production areas, supported infrastructure for 13 concentrated livestock farms, and supported the development of intensive forest plantations on 25,196 hectares; built forestry roads in concentrated forest production areas on 16,600 hectares; granted sustainable forest management certificates to 16,115 hectares...
In particular, the policy of encouraging land accumulation and concentration to develop large-scale agricultural production and apply high technology according to Resolution No. 192/2019/NQ-HDND dated October 16, 2019 of the Provincial People's Council has supported the transfer of 11 hectares and lease of 6,777 hectares of land with a total cost of VND 38,855 billion, facilitating the formation of concentrated production areas and the application of modern technology. To support this development, the province has invested heavily in infrastructure. From the allocated capital, 114 reservoirs, 57 dams, 19 pumping stations, 62 canals, 115km of dykes, 76km of forestry roads, 18 forest protection stations, etc. have been invested in construction and renovation. These projects have gradually completed the infrastructure system serving agricultural production, contributing to socio-economic development and improving people's lives.
Investment in science and technology has completely changed the way of agricultural production. The application of mechanization from land preparation, planting to harvesting has reduced labor, increased productivity and product quality. Water-saving irrigation systems and advanced farming methods are widely applied.
With the target of an average annual economic growth rate of 3% or more, a stable annual grain output of 1.5 million tons, and an additional 50,000 hectares of agricultural land area for large-scale agricultural production, Thanh Hoa province is aiming for an average income per capita in rural areas in 2030 of 1.5 times that of 2025.
According to the province's development plan until 2030, it will maintain and develop concentrated, large-scale agricultural production areas with impressive areas: 150 thousand hectares of high-yield, high-quality intensive rice cultivation area, 20 thousand hectares of high-yield, high-quality intensive corn cultivation area, 16.5 thousand hectares of raw sugarcane area, 11 thousand hectares of raw cassava area, 18 thousand hectares of concentrated fruit tree growing area, 20 thousand hectares of concentrated safe vegetable production area...
Walking on the bustling fields of harvest season, one can clearly see the dramatic changes in our province’s agriculture. From monotonous rice fields, they have transformed into diverse, modern production areas with high land use coefficients. Still the familiar fields, still the same year-round daily farming work, but in a new mindset, new form of production, the “rice fields, honey fields” and the spirit of hard work have brought about bumper harvests.
The province’s agricultural restructuring journey is not only an economic change but also a revolution in thinking and production organization. When investment capital is coordinated scientifically and with direction, it has truly changed the face of the countryside, brought a better life to farmers and shaped a modern, sustainable agriculture.
