From traditional rice fields, the province's agriculture is strongly shifting towards concentrated commodity production, applying science and technology, improving economic efficiency, and changing the face of rural areas.

Recalling the last days of the recent winter harvest, when the lingering chill still remained, Kim Son village, Hoang Tien commune (Hoang Hoa district) was bustling with potato harvesting activity. Large, uniformly sized, golden potatoes were sorted into large plastic bags, neatly arranged on the edge of the fields awaiting transport by trucks. This is not just a familiar scene of the harvest season, but a clear testament to the strong agricultural restructuring taking place in Thanh Hoa province. Mr. Le Van Tu, head of Kim Son village, couldn't hide his joy: "This is the fifth year that people here have been producing potatoes in partnership with businesses. Three harvests a year, never letting the land rest... the agricultural land utilization rate reaches 2.35 times. With a yield of 1.4 tons per sao (approximately 1000 square meters) and a stable purchase price of 7,500 VND/kg, one sao of potatoes brings in 3-4 times the economic efficiency compared to traditional rice cultivation."

Similarly, in Hoang Luu commune, 120 households have partnered with Xuan Minh Co., Ltd. to cultivate 20 hectares of potatoes and 10 hectares of carrots. Each hectare of land is used for three crop rotations per year, yielding a potential value of 120-150 million VND/hectare/crop. This collaborative production model in Hoang Luu has been implemented for the past 7-8 years. In particular, since the application of science and technology, the introduction of mechanization into production, and the establishment of guaranteed output contracts, farmers have enthusiastically participated. A large portion of the collaborative area has been equipped with automatic irrigation systems, resulting in high yields and quality crops.

In Hoang Hoa district alone, in 2024, the entire district had 769.5 hectares of crops linked in value chains, an increase of 340 hectares compared to the same period in 2023. Many organizations, individuals, businesses, and cooperatives inside and outside the district have built sustainable and long-term production linkages with the people.

This transformation did not happen naturally. Behind the lush green fields lies a comprehensive investment policy that the province has implemented throughout the 2021-2025 period. With a total budget of over 3,500 billion VND from various sources, the province has focused on investing in agricultural development towards modernity and sustainability. Of this, public investment capital reached nearly 1,934 billion VND, including 717 billion VND from the central budget; 212.5 billion VND from foreign capital (ODA); and over 1,004 billion VND from the provincial budget. In addition, recurrent expenditure from economic activities during the 2021-2024 period reached over 1,401 billion VND. One of the most important policies is Resolution No. 185/2021/NQ-HĐND on the development of agriculture, rural areas, and farmers, with a total implementation budget of nearly 375 billion VND. This policy has supported the construction of 239 hectares of concentrated, specialized safe vegetable production areas, provided infrastructure support for 13 concentrated livestock farms, and supported the development of intensive forest planting on 25,196 hectares; built forestry roads in concentrated production forest planting areas of 16,600 hectares; and granted sustainable forest management certificates for 16,115 hectares...

In particular, the policy encouraging land consolidation and concentration for large-scale agricultural production and high-tech applications, as stipulated in Resolution No. 192/2019/NQ-HĐND dated October 16, 2019, of the Provincial People's Council, has supported the transfer of 11 hectares and the leasing of 6,777 hectares of land with a total budget of VND 38.855 billion, facilitating the formation of concentrated production areas and the application of modern technology. To support this development, the province has invested heavily in infrastructure. From the allocated capital, 114 reservoirs, 57 diversion dams, 19 pumping stations, 62 canals, 115 km of dikes, 76 km of forestry roads, and 18 forest protection stations have been constructed and renovated. These projects have gradually completed the infrastructure system serving agricultural production, contributing to socio-economic development and improving the lives of the people.

Investment in science and technology has completely transformed agricultural production methods. The application of mechanization from land preparation and planting to harvesting has reduced labor, increased productivity, and improved product quality. Water-saving irrigation systems and advanced farming practices are widely adopted.

With the goal of achieving an average annual economic growth rate of 3% or higher, maintaining a stable annual grain production of 1.5 million tons, and increasing agricultural land area for large-scale agricultural production by an additional 50,000 hectares, Thanh Hoa province is aiming for an average per capita income in rural areas to be 1.5 times higher than in 2025 by 2030.

According to the province's development plan until 2030, it will maintain and develop large-scale, concentrated agricultural production areas with impressive areas: 150,000 hectares of high-yield, high-quality intensive rice cultivation areas, 20,000 hectares of high-yield, high-quality intensive corn cultivation areas, 16,500 hectares of sugarcane raw material areas, 11,000 hectares of cassava raw material areas, 18,000 hectares of concentrated fruit tree cultivation areas, and 20,000 hectares of concentrated safe vegetable production areas...

Walking through the bustling fields during harvest season, one can clearly see the dramatic transformation of agriculture in our province. From monotonous rice paddies, they have transformed into diverse, modern production areas with high land utilization efficiency. The familiar fields and year-round farming work remain, but with a new mindset and new production methods, the fertile land and diligent labor have yielded bountiful harvests.

The province's agricultural restructuring journey is not only an economic transformation but also a revolution in thinking and production organization. When investment capital is coordinated scientifically and strategically, it has truly changed the face of the countryside, bringing a more prosperous life to farmers and shaping a modern, sustainable agricultural sector.
