Trust in the Party: Promoting youth in the journey to help the country rise up

The 14th National Party Congress has set out the requirement to strongly promote the people's role as the main subject and the strength of national solidarity. In this context, the youth - with their knowledge, technology and aspirations to contribute - are expected to become the vanguard force to realize the vision of national development in the new era.

YOUTH CONTRIBUTES TO STRENGTHENING THE STRENGTH OF GRASSROOTS DEMOCRACY

The Draft Documents of the 14th National Congress clearly demonstrate the Party's vision and wisdom in the context of 40 years of renovation, when the country enters a "new era of development". The future of the country is linked to the future of the young generation. Therefore, I propose to deepen the role, mission and solutions for the youth to truly become the vanguard force to realize the Party's major policies; thereby concretizing the youth policy in the Documents of the 14th National Congress in a practical way, creating a strong motivation to encourage the young generation to commit and contribute.

The Draft Political Report (BCCT) emphasizes "building and perfecting socialist democracy, ensuring the people's mastery". The motto "People know, people discuss, people do, people check, people supervise, people benefit" has become the fundamental principle and specific mechanism to put people's mastery into practice. The fourth industrial revolution requires new and more effective methods to implement this mechanism.

With the advantage of knowledge, the ability to master technology and innovative thinking, young people can take the lead in creating and operating digital platforms that help connect people with the government, support monitoring, and make social criticism more transparent and effective. This is a large space for young people to promote their vanguard role, contributing to the building of digital government, digital economy , and digital society.

Reality shows that digital technology helps break down barriers of space and time in collecting public opinions, publicizing information and monitoring policy implementation. Young people can build applications that reflect people's lives, manage policy discussion forums, and use big data for monitoring. This role contributes significantly to preventing and combating corruption, negativity and waste.

Therefore, in Section XII of the Draft Political Report, it is proposed to add the content: "Promoting the pioneering and creative role of young people in mastering technology, participating in building and operating digital platforms of the government; creating online channels for interaction, monitoring and social criticism, contributing to realizing the direct mastery of people at the grassroots level in the context of national digital transformation".

The Draft Report on the Summary of Party Building Work has clearly defined the role of the Ho Chi Minh Communist Youth Union as "the Party's reliable reserve force", as "the socialist school" of the youth, playing a core role in the youth movement. For the Union to truly be the political nucleus, gathering and uniting the youth widely, the Draft Document needs to have a more specific and stronger orientation. Innovating the gathering of youth is not only a change in form, but also a transformation of thinking: from gathering according to the administrative model to according to needs, interests, and professions; from superficial activities to practical benefits, supporting career establishment; from real space to mastering cyberspace. Building a united "front", gathering youth in cyberspace to lead, orient and protect youth must be considered an urgent task.

Therefore, I recommend considering adding content on innovating the operating methods of socio-political organizations: "Deeply innovating the content and operating methods of the Ho Chi Minh Communist Youth Union in a modern direction, increasing the application of digital technology and mastering cyberspace. Considering the gathering and uniting of young people through responding to legitimate interests and building "resistance" (orienting and protecting) young people against bad and toxic information, as a key task to firmly consolidate the great national unity bloc right from the young generation".

Creating breakthroughs from the intelligence and aspirations of the young generation

The draft report identifies strategic breakthroughs, including "focusing on developing high-quality human resources" and "breakthroughs in science and technology development and innovation". Youth, with their intelligence, youthfulness and desire to contribute, are the main force to realize these breakthroughs.

It is necessary to build a synchronous policy ecosystem from general education, university education to post-graduate education to discover, nurture and make use of talents early. There needs to be a mechanism to order young people to participate in solving the country's big problems in priority areas such as digital transformation, green economy, circular economy, biotechnology, new energy; at the same time, forming a dynamic and modern innovative startup ecosystem so that all young people's ideas have the opportunity to be nurtured, contributing to helping Vietnam escape the middle-income trap. This is not only an investment in young people, but also an investment in the future of the country.

In the Draft BCCT, in Section 2 "Strategic breakthroughs", in the content group on human resource development and science and technology, it is proposed to add specific policy orientations: "Build and implement the National Strategy for developing young talents for the period 2026 - 2035. Issue outstanding policies on training, fostering, attracting and promoting talents, especially young experts and young scientists. Create a synchronous, modern national innovation and startup ecosystem, with youth and students as the center".

The Draft Document identifies that culture must become "the endogenous strength, driving force and regulatory system for national development" and considers "the comprehensive development of Vietnamese people" as the center of the development strategy. In that orientation, youth must not only enjoy but also be the subject of creation, inheritance and dissemination of national cultural values. A young generation that is comprehensively developed in ethics, intelligence, creativity, physical strength and life skills, with patriotism and a desire to contribute is an important spiritual foundation to consolidate the strength of great solidarity.

In the context of deep integration, young people face the opportunity to absorb the quintessence of world culture and the challenge of the risk of "cultural invasion". Therefore, it is necessary to create conditions for young people to strongly participate in building and protecting an advanced Vietnamese culture, imbued with national identity; encourage the creation of modern cultural and artistic products that are imbued with the Vietnamese soul, and have the ability to spread domestically and internationally. Thereby, young people become "cultural ambassadors", contributing to promoting the country's image, enhancing national soft power and building "cultural resistance".

From that, I propose that in the Draft Political Report, in Section V "Developing Vietnamese culture and people", it be further emphasized: "Promoting the role of youth as the subject in preserving and promoting national cultural values ​​and selectively absorbing the quintessence of human culture. Creating a mechanism to encourage and support cultural and artistic products of young people with high ideological and artistic values, contributing to shaping the value system and enhancing cultural resistance for the young generation in the context of international integration".

In addition, it is necessary to specify the role of youth in building human resources and participating in protecting the Party's ideological foundation in the new context. Specifically, add to the Draft Action Program attached to the Central Committee the content: "Strongly innovate the content and methods of political theory, ideology, ethics, and lifestyle education, especially focusing on building systems and skills for cadres, young party members, and youth; consider this as part of the work of protecting the Party's ideological foundation" .

I hope that these opinions will be considered, contributing to making the documents of the 14th Party Congress, after being promulgated, truly come into life, adding new vitality, strongly encouraging the youth of the whole country to enthusiastically compete, be proactive, creative, and contribute to building a prosperous and happy country.
