
“Digital Literacy for All” is a call, a continuation of the spirit of “eradicating illiteracy” in the past in a new context; a broad social movement with profound humanity, aiming to implement the policy of “leaving no one behind” in the flow of digital transformation.
This is also a key task to successfully implement Resolution 57 of the Politburo and 3 strategic breakthroughs of Ninh Binh province, especially the breakthrough in human resource development; is the key for people to access and benefit maximally from the 2-level government model that the province has resolutely deployed and operated since July 1, 2025, bringing public services closer to the people, faster, more transparent, truly realizing the spirit of "taking people as the center".

The movement aims to have 80% of adults, 100% of high school and university students in Ninh Binh have basic knowledge and digital skills by 2025; 90% of provincial officials and 80% of commune-level officials proficient in using digital platforms; and in particular, 50% of adults are confirmed to have achieved universal digital skills on the VNeID platform.
Speaking at the launching ceremony of the movement, Comrade Ha Lan Anh, Vice Chairman of the People's Committee of Ninh Binh province, said that in recent times, closely following Plan No. 01 of the Central Steering Committee and Plan No. 03 of the Provincial Steering Committee, all levels, sectors and localities have actively implemented the "Digital Education for All" movement and initially achieved encouraging results.
Key tasks are being deployed simultaneously. In particular, the core force is the network of "Digital Ambassadors" and "Community Digital Technology Teams" which are actively operating with the motto "going to every alley, knocking on every door, guiding every person". Many practical models such as "Digital Market - Digital Rural Area", "Grassroots Digital Citizen" have been launched and replicated in a number of localities, creating a vibrant digital learning atmosphere in the community.

To realize the province's goals, comrade Ha Lan Anh called on all levels, sectors, business communities, armed forces, education sector, community digital technology groups and all people to actively respond and participate in the movement. Each family should become a "digital family", each person a "digital citizen", join hands to build "digital countryside", "digital markets", bring technology into practical and effective life...

In addition to the launching ceremony, many exciting and meaningful sideline activities were also organized to respond to the "Digital Education for All" movement such as: visiting and experiencing digital technology applications and products at the exhibition area in the Provincial Convention Center; simultaneously launching on social networking platforms with the official hashtag of the movement; parading a convoy of 30 cars decorated with banners and slogans moving through the main streets of Hoa Lu, Dong Hoa Lu and Tay Hoa Lu wards - this is a highlight contributing to encouraging and widely promoting the movement to a large number of people in the province.
With a tradition of studiousness and aspiration to rise up, Ninh Binh is determined to turn the "Digital Education for All" movement into a wave of vibrant learning, striving for the province to become a leading locality in digital transformation, aiming to become a centrally-governed city by 2030 - a green, creative heritage city.
