On the morning of August 9, the Central Organizing Committee delegation led by Comrade Truong Thi Mai - Standing member of the Secretariat, Head of the Central Organizing Committee had a working session with the Provincial Party Executive Committee on Party building and organization work since the beginning of the term and tasks and solutions in the coming time.

Also attending the meeting were Deputy Head of the Central Organization Committee Hoang Dang Quang and Deputy Chief of the Central Party Office Le Khanh Toan.

Solidarity, achieving many marks in carrying out political tasks

Reporting to the working delegation, Provincial Party Secretary Hoang Trung Dung said that since the beginning of the 2020-2025 term, in the context of many difficulties and challenges, closely following the policies and resolutions of the Central Committee and the reality of the province, the Party Committee and the people of Ha Tinh have united, unified, and focused on implementing political tasks, achieving quite comprehensive results in all fields.

Provincial Party Secretary Hoang Trung Dung reported on the results of task implementation since the beginning of the term.

The total product in the province (GRDP) in 2022 reached nearly 93,000 billion VND, ranking 30/63 nationwide; budget revenue achieved good results; agriculture achieved quite comprehensive results; 9/13 districts, cities and towns met the standards/completed the task of building new rural areas; trade, tourism and service activities recovered positively; site clearance work to serve key projects was focused on.

Since the beginning of the term, the province has approved investment policies for 85 projects, including 83 domestic investment projects with a total registered capital of VND16,500 billion and 2 foreign investment projects with a total registered capital of USD277 million.

Culture and society achieved many positive results; social security activities were ensured. Average income per capita reached 45.08 million VND/year, an increase of 5.6 million VND/year compared to 2020; the poverty rate was 3.79%, near-poor households were 4.04% according to the new multidimensional standard. National defense and security were ensured; foreign affairs activities were strengthened...

The province promptly mobilized nearly 400 billion VND from social resources to build 58 community cultural houses combined with storm and flood shelters and more than 4,000 solid houses for people with meritorious services, poor households, and households affected by natural disasters; established the Fund "Supporting students in difficult circumstances to achieve high scores to enter university", which has helped 220 students go to school...

Ha Tinh always focuses on strengthening the work of building a strong Party and political system. In personnel work, the province has synchronously implemented the Central documents from planning, training, fostering, decentralization of management, rotation, appointment, introduction of candidates, and internal political protection work.

The work of developing party members and improving the quality of party cell activities has been focused on. Since the beginning of the term, the entire Party Committee has admitted 4,049 outstanding people into the Party; established 5 grassroots party organizations in enterprises; and eliminated 5 villages without party members.

Despite achieving many important results, however, some socio-economic indicators (GRDP growth rate, total investment capital implemented in the whole society) in the first half of the term have not met the plan; economic restructuring is not yet stable; leadership capacity and fighting strength of some grassroots party organizations have not met the tasks...

At the conference, Ha Tinh proposed that the Central Committee soon amend a number of regulations on the functions and tasks of types of grassroots party organizations in accordance with the practical situation; soon issue instructions on implementing contents and models according to new regulations and documents; provide specific and appropriate instructions on how to merge administrative units...

We hope that the Central Government will pay attention to and provide additional capital to support the province in building new rural areas; pay attention to, support and help the province in calling for, connecting and introducing large enterprises and corporations to invest in areas where Ha Tinh has advantages such as: steel industry, post-steel manufacturing, logistics, seaports, marine tourism, etc.

Regarding the Thach Khe iron ore mining and processing project, we propose that the Politburo soon issue a policy to terminate the project and direct the resolution of backlogs, restore regional economic development, and ensure a stable life for people in affected areas.

Chairman of the Provincial People's Committee Vo Trong Hai provided more information on the results of implementing socio-economic tasks and proposed to the Central Government some contents related to resources for new rural construction, especially the early decision to terminate the exploitation of the Thach Khe iron mine project.

At the meeting, delegates also shared many experiences and specific solutions related to Party building and organization work; orientation for socio-economic development in the area.

Deputy Head of the Central Organization Committee Hoang Dang Quang suggested that the province continue to pay attention to the work of developing party members; consolidating, perfecting, and creating sources of cadres; doing a good job of introducing planned sources of cadres, and taking votes of confidence for cadres and party members...

Promoting the revolutionary homeland tradition, completing tasks well

Speaking at the meeting, Head of the Central Organizing Committee Truong Thi Mai acknowledged and highly appreciated the comprehensive results in all fields that Ha Tinh has achieved since the beginning of the term, especially in Party building in general and Party building organization in particular. The Standing Committee and the Provincial Party Executive Committee have been united, democratic and unified in leadership and direction.

Comrade Truong Thi Mai suggested that the province continue to overcome shortcomings and limitations, strive to effectively implement the goals and tasks from now until 2025; clearly identify the focus, key points, and have breakthroughs. From there, build Ha Tinh into one of the developed provinces in the North Central and Central Coast regions, strive to achieve new rural standards by 2025, and become a well-off province in the country by 2030; develop cultural and social fields, ensure national defense - security, social order and safety, and stable and sustainable foreign affairs.

“The Standing Committee and the Provincial Party Executive Committee must continue to strive and make every effort to best fulfill the goals and tasks set out in the Resolution of the 19th Provincial Party Congress, worthy of being the revolutionary homeland, the homeland of two late General Secretaries and heroic heroes,” emphasized comrade Truong Thi Mai.

Regarding Party building, the province needs to continue to pay attention to building a core cadre team; focus on arranging and perfecting personnel preparation for the next term; pay attention to the work of developing Party members; continue to focus on building the grassroots political system, improving the fighting capacity and leadership of grassroots Party organizations...

For the arrangement of administrative units, it is necessary to develop a plan in accordance with the planning approved by competent authorities, clearly identify the subjects and roadmap, and ensure the consensus of the people; for administrative units that have been merged, administrative units that have been stabilized, administrative units with special factors that do not need to be merged...
