Efforts to build an advanced Vietnamese culture imbued with national identity

Throughout his revolutionary career, the Party, the Fatherland, and the people were always the ideals and goals for President Ho Chi Minh to serve, contribute, and sacrifice. Regarding the cause of building a new culture, in his Testament, he requested: "The Party must have a very good plan to develop the economy and culture, in order to constantly improve the people's lives."

This brief request demonstrates the leader's thinking, vision, and wisdom about the role of culture, the significance of building and developing culture in the revolutionary cause led by the Party. Implementing President Ho Chi Minh's Testament, creatively applying his thoughts in building a national culture, over the past half century, under the leadership of the Party, the cause of building an advanced Vietnamese culture imbued with national identity has achieved many important results. At the macro level, the Party directs on the basis of distilling achievements in scientific research, summarizing practices, researching, establishing a system of national values, a system of cultural values, a system of family values, and standards for Vietnamese people in accordance with the context of the country and the times. At the local level, many provinces and cities actively realize the Party's guidelines, identifying and implementing cultural values ​​and human qualities associated with development goals and aspirations as well as local cultural traditions. The Party has issued many resolutions, directives and regulations to raise awareness of public service responsibilities, promote self-cultivation and training of political qualities, ethics and lifestyle of cadres and Party members. Building ideology, ethics and lifestyle is a key task in building and developing culture and people. All levels and sectors have carried out many contents and measures to educate ideology, ethics and lifestyle in the whole society. Notably, the campaign to build the Party on ethics has contributed to creating changes in awareness and action in the whole society. The task of building a cultural environment and cultural life has been widely deployed throughout the country. Agencies, units, schools, enterprises and residential areas have issued regulations and rules to concretize the policy of building a healthy and civilized cultural environment and cultural life. The system of cultural institutions continues to be improved from the central to the grassroots level. Material conditions for cultural activities have been improved and supplemented, initially meeting the needs of creativity and cultural enjoyment of all classes of people. The task of building culture in politics and culture in the economy has been practically implemented. In the political field, the fight against degradation in political ideology, ethics, lifestyle, "self-evolution", "self-transformation"; the fight against negativity, corruption, waste, bureaucracy, promoting the exemplary responsibility of cadres and party members, especially leaders... has had positive changes. The political capacity, moral qualities, professional qualifications, and awareness of serving the people of cadres and party members have been gradually raised. Political and cultural standards have been gradually formed. In the economic field, cultural values ​​permeate to form corporate culture, business culture, and consumer culture. The movement to educate patriotism associated with patriotic emulation and the movement of All people unite to build a cultural life has been deployed nationwide. The movement has truly become a major cultural movement, attracting the participation of many people from all walks of life. The success of this movement is to gather and promote the strength of great national unity in building and developing the country, effectively promoting the implementation of grassroots democracy regulations. People actively participate in cultural and artistic activities, physical training and sports as well as voluntary social activities, helping each other in economic development. These movements and cultural campaigns have great significance in creating a healthy spiritual and cultural environment, building a good lifestyle and personality of Vietnamese people in the period of renovation and integration, contributing to preventing and repelling the degradation of political ideology, morality and lifestyle. Cultural activities such as preserving and promoting the value of cultural heritage, developing literature and art, culture of ethnic minorities, international cultural exchanges and cooperation have been organized and initially achieved many remarkable results. The work of preserving and promoting traditional cultural values ​​continues to receive attention. Many tangible cultural heritages have been restored and embellished. Many intangible cultural heritages have been collected, taught and practiced. The policy of socializing cultural heritage conservation activities has attracted resources in society to participate in protecting national cultural identity. Implementing the Law on Cultural Heritage, to date, about seventy thousand intangible cultural heritages nationwide have been inventoried, 416 heritages have been included in the National List of Intangible Cultural Heritages ⁽¹⁾ . With efforts in preserving and promoting heritage values, in recent years, many Vietnamese heritages have been recognized by UNESCO in many categories: World Cultural and Natural Heritage, Representative Intangible Cultural Heritage of Humanity and in Need of Urgent Protection, Documentary Heritage. Preserving traditional cultural values ​​associated with hunger eradication and poverty reduction, developing community tourism, and cultural tourism is the direction chosen by many localities to move towards the goal of sustainable development and green growth. The culture of ethnic minorities is preserved, contributing to ensuring the diversity of Vietnamese culture. The field of literature and art has also achieved many outstanding results. That is the maturity and growth of the team, creative force as well as the diversity of the number of art forms and works. The quality of the works is increasingly improved, meeting the needs and aesthetic tastes of the public. Currently, the whole country has more than 40,000 people working in the field of literature and art in the following majors: Literature, architecture, theater, fine arts, music , photography, cinema, folk arts, and ethnic minority arts; participating in 10 central professional associations and 63 literature and art associations of provinces and centrally run cities. This is a powerful force, closely attached to the Fatherland and the people, passionate about the cause of building and developing national culture, and eager to rise up to contribute effectively. The strategy for developing Vietnam's cultural industries was approved by the Prime Minister in 2016. Developing cultural industries goes hand in hand with building and perfecting the market for cultural products and services. Difficulties in institutions, policies, and resources for the development of cultural industries and services are gradually resolved. The right to freedom of creation, intellectual property rights, etc. are given attention. Some localities have begun to implement specific plans to select and prioritize the development of a number of cultural industries on the basis of exploiting local cultural resources. The development of cultural industries not only contributes to the modernization of national culture, increasing opportunities for creativity and cultural enjoyment of all classes of people, but also creates jobs for many workers, contributing to ensuring social security. Impressive growth figures in cultural industries show the potential and ability to transform cultural capital and creativity of Vietnamese people into direct driving forces for the growth of the national economy. International cultural cooperation and exchange activities have been widely implemented by ministries, branches, localities, and Vietnamese representative agencies abroad, both domestically and internationally, with diverse subjects and rich content and form. Vietnam has become a reliable cultural exchange destination for the international community. Many cultural festivals of countries and many international cultural events have been successfully organized in Vietnam. Vietnam has also actively introduced the quintessence of national culture to international friends. The soft power of Vietnamese culture has initially spread, creating positive effects in affirming the prestige and position of the country. Efforts to build and develop national culture in the 55 years of implementing President Ho Chi Minh's Testament have contributed practically to improving people's lives. From the viewpoints and resolutions of the Party to the strategies, plans and projects for developing Vietnamese culture and people that have been issued and implemented, all aim at the goal of comprehensive human development. Of course, in the process of building national culture, besides the achieved results, there are also many limitations and weaknesses.
