The content of the National Assembly's interpellation resolution needs to specifically stipulate the Government's responsibility in issuing a plan to implement the resolution on the results of thematic supervision, have a mechanism to bind responsibilities, and strengthen sanctions to handle responsibilities during the implementation process.

At the National Assembly Forum on Supervisory Activities, held at the National Assembly House on August 6, the Ho Chi Minh City National Assembly Delegation sent a speech to the forum on "National Assembly Supervision contributes to removing obstacles and promoting the country's socio -economic development".

The paper proposes to focus on amending the Law on Supervisory Activities of the National Assembly and People's Councils to improve the effectiveness and efficiency of supervision, actively contributing to improving the effectiveness of state management, in line with the policy of innovating thinking in law-making, strengthening decentralization and delegation of power, and implementing the arrangement and streamlining of the apparatus in the political system.

The Ho Chi Minh City National Assembly Delegation also recommended that the National Assembly Party Committee study, advise, and propose the Politburo and Secretariat to issue resolutions, directives, and conclusions on leadership and direction to improve the effectiveness and quality of supervision activities of the National Assembly and People's Councils at all levels; direct the development of a coordination mechanism to handle the responsibilities of party organizations and party members in failing to implement, delaying implementation, or incomplete implementation of supervision recommendations; considering this a criterion associated with evaluation, emulation, and reward work.

The National Assembly's supervisory activities must be conducted regularly, comprehensively, publicly, democratically, closely with the motto "supervision is to create, develop, innovate", associated with legislative work and decisions on important issues of the country; especially need to closely follow the practical situation of people's lives, from the urgent requirements in socio-economic development to promptly remove difficulties and obstacles. Therefore, it is necessary to continue to improve the method of organizing supervisory activities, focusing on supervising issues according to the program and issues that voters are concerned about, in which direct supervision at the grassroots level must be strengthened.

According to the Ho Chi Minh City National Assembly Delegation, supervision work needs to be carried out right from the time policies are issued; at the same time, supervision of the issuance and implementation of legal documents must be strengthened to promptly make recommendations and overcome difficulties and problems in the process of organizing law enforcement.

The Ho Chi Minh City National Assembly Delegation also proposed to continue improving the organization of questioning activities combined with reviewing the implementation of the National Assembly's resolution on questioning at the National Assembly session. Deputies submit questions in advance for ministers to answer in groups of issues. After that, if the Deputies are not satisfied with the answers, they can register to continue questioning or debating in the hall.

At the same time, there should be specific instructions on the supervision process of National Assembly deputies; supplementing regulations on the rights and obligations of National Assembly deputies' delegations to supervise at the local level to contribute to enhancing the responsibilities and powers of National Assembly deputies and National Assembly deputies' delegations in supervising local issues according to regulations; supplementing specific regulations on sanctions for handling cases of non-compliance with the reporting regime as required by the supervision delegation. The delegation also proposed to clearly stipulate the time limit for supervised agencies and units to respond to supervision recommendations; and having appropriate sanctions to ensure that conclusions and recommendations are implemented in practice.

The delegation also proposed to increase the mobilization of experts for the National Assembly's supervision work; have a satisfactory financial mechanism for hiring, contracting, and assigning work to good experts in various fields to support the activities of National Assembly deputies; further strengthen human resources and conditions to ensure the activities of National Assembly delegations and National Assembly deputies in localities...
