NTO - Monitoring the National Target Program for Economic Development

On September 13th, the Monitoring Team of the Standing Committee of the Vietnam Fatherland Front Committee of the province (Team 1) held a working session with the Provincial Radio and Television Station regarding the implementation of several projects and sub-projects within the National Target Program for socio -economic development in ethnic minority and mountainous areas, Phase I, 2021-2025 (hereinafter referred to as the program).

The investment project for the production equipment system for ethnic language radio and television programs at Ninh Thuan Provincial Radio and Television Station is part of Project No. 10, Sub-project 1 of the program. The project is being implemented from 2022-2025 with a total investment of VND 113.57 billion. Of this, VND 72.23 billion is allocated over two years (2022-2023). Over the past period, the station has coordinated with relevant units to implement the project according to plan and disbursed the allocated funds on schedule, achieving 100% of the annual plan. To date, the project has completed the procedural steps and is proceeding with the contractor selection for the packages in accordance with regulations and the approved plan.

During the working session, the Supervisory Delegation exchanged and discussed the organization and implementation of the project by the Station. They also requested the Station to further strengthen coordination with agencies, units, and localities in disseminating information on national target programs; to focus on training and developing staff, reporters, and editors to improve the quality of information and communication; and to promote the development of specialized pages and sections to disseminate the Party and State's policies and laws to ethnic minority communities in the province.

At the meeting, the leaders of Thuan Bac District People's Committee reported on the results of implementing 10 projects and sub-projects under the program; the difficulties and obstacles encountered; and proposed recommendations to the provincial level. Accordingly, the results of mobilizing, allocating, and utilizing investment capital and operational funds over the past two years (2022 and 2023) have disbursed more than 37 billion VND. This capital from the program has been used to invest in infrastructure, meeting the essential needs of the people in housing, production, healthcare, education , etc., aiming to improve the material and spiritual lives of the people. Besides the achievements, the progress of program implementation and capital disbursement in the district is still slower than planned. This is due to obstacles related to some mechanisms and policies; the regulations and guidelines for implementation from ministries and sectors are not yet specific, making implementation difficult.

During the working session, the monitoring team also discussed and clarified the mechanism for allocating resources and the progress of implementing projects and sub-projects within the program; and requested the district to promptly finalize the supplementary report with specific proposals and recommendations so that the team can compile them and send them to the competent authorities for consideration.
