To effectively exploit development potentials and advantages, in the planning period 2021-2030, with a vision to 2050, our province sets out the development directions for the following sectors and fields:

DEVELOPMENT ORIENTATIONS OF IMPORTANT INDUSTRIES

Energy industry, renewable energy

Strive for energy and renewable energy to account for about 12% of the province's GRDP by 2030, solving 7.3% of the province's employment needs. Focus on exploiting the potential and advantages of natural conditions of sunshine and wind to develop solar power, coastal wind power, offshore wind power, LNG gas power, pumped storage hydropower, new energy sources (hydro, tidal, biomass, ...). Develop green Hydrogen energy sources from the use of self-consumption energy, on-site renewable energy towards green industry in accordance with Vietnam's commitment at the COP26 Conference.

High quality tourism industry

Strive to develop tourism into a spearhead economic sector in a sustainable direction by 2030, contributing 15% of the province's GRDP. Ninh Thuan tourism becomes a particularly attractive destination, with high competitiveness compared to the region and the whole country. Develop in the direction of "Sustainability - High Quality - Uniqueness"; both develop traditional tourism and create new, unique types of climate, creative exploration to be an attractive, different, highly competitive destination compared to domestic and international regions; effectively exploit the advantages of existing tourism resources and turn limitations into different tourism potential; focus investment resources on developing Ninh Chu National Tourist Area. Focus development on areas along the coastal strip as a driving force with existing potential advantages such as bays and beaches. In addition, priority is given to other specific areas such as: Sand dunes, salt production areas in the direction of new, unique and different tourism products. Create links to develop intra-regional and inter-regional tourism, especially the link between Nha Trang - Da Lat - Ninh Thuan, in which Ninh Thuan is developed as one of the important destinations in the region.

Processing and manufacturing industries

By 2030, the industrial sector will account for 40% of the province's GRDP, of which the processing and manufacturing industry will account for 25-30%. Focus on developing supporting industries, heavy industries, metallurgy, special product processing industries, and post-salt chemical production complexes to exploit the advantages of on-site renewable energy sources. Prioritize the development of processing and manufacturing industries associated with seaport areas and logistics centers in a modern, environmentally friendly, green growth direction.

High-tech agriculture

Strive to have the proportion of high-tech agriculture reach 7-8% of the province's GRDP by 2030. Developing high-tech agriculture contributes to restructuring the agricultural sector; developing modern, synchronous, productive, high-quality agricultural production with high economic value, environmentally friendly, effectively adapting to climate change, expanding consumption markets, and aiming for export. Prioritize the development of high-tech agriculture in areas including the districts of Ninh Hai, Ninh Phuoc, Thuan Nam with shrimp seed production areas; the districts of Ninh Hai, Ninh Phuoc, Ninh Son, Thuan Bac, Thuan Nam and Bac Ai with vegetable, fruit tree, grape, and sugarcane production areas.

Strive for the construction and real estate business sector to account for about 19-20% of the province's GRDP by 2030. Develop the construction sector to meet the needs of investment, construction, and completion of synchronous and modern urban and rural infrastructure, especially the framework technical infrastructure and essential social infrastructure, contributing to the rapid, effective and sustainable growth of the urban economic sector, improving the quality of life in urban areas, ensuring basic needs for housing and social infrastructure for urban residents. Develop modern, green, smart, energy-saving urban architecture, adapting to climate change, with identity, and typical cultural elements preserved and promoted. Develop a healthy and sustainable real estate market, diversifying types of residential, commercial, tourism, industrial real estate, etc. to meet market needs with good quality and reasonable prices; Applying technology to construction, management and real estate business contributes to the modernization of the construction industry in general and the real estate market in particular of Ninh Thuan province to develop day by day.

DEVELOPMENT ORIENTATIONS FOR OTHER SECTORS AND FIELDS

Education - training and vocational education sector

Continue to fundamentally and comprehensively innovate education and training towards developing a network of schools and classes that are reasonably distributed in districts and cities in accordance with the characteristics and socio-economic situation of each locality, ensuring access to ethnic minority areas, maintaining, consolidating and improving the quality of mass education, gradually improving key education to increase the number of students winning prizes in national and international competitions. Implement well the work of streaming, career guidance, skills education, developing a team of managers, teachers and staff with strong political ideology, moral qualities, sufficient in number, reasonable in structure and meeting the requirements of professional expertise. Encourage the socialization of education, mobilize legal resources to participate in investing in the system of facilities and equipment of preschool, general, vocational and university education facilities in the direction of standardization, modernization, and safety to fully meet the educational needs of people in Ninh Thuan province.

Improve the quality of vocational education in a diversified, high-quality, effective, accessible and fair manner, with many methods and levels according to the learning needs and upgrading of vocational skills of workers. Ensure vocational training is linked to the needs of businesses, linked with businesses, especially the need to train high-quality workers to meet the requirements of industrialization, modernization and international integration.

Labor, employment and social security

Comprehensively develop human resources, especially high-quality human resources to meet development requirements. Shift the labor structure in line with the economic restructuring; allocate and effectively use human resources; ensure stable employment. Well implement policies and mobilize social resources to care for people with meritorious services and social protection beneficiaries; fully and promptly implement policies, programs, projects on sustainable poverty reduction, child protection and care, gender equality, prevention and control of social evils, and ensure social security.

Cultural and sports fields

Building a comprehensively developed culture associated with the goal of human development, with its own unique features, preserving the traditions of the Raglai and Cham ethnic groups...; developing sustainable tourism associated with preserving and promoting cultural heritages. Focusing on building and gradually perfecting the system of cultural and sports institutions. Developing mass sports movements and high-performance sports in strong sports; paying attention to investing in building cultural and sports institutions to serve people's lives.

Information and communication sector

Develop a synchronous information, communication and digital infrastructure system to enhance seamless connectivity, serve the comprehensive digital transformation and digital economic development; shift from traditional postal services to digital postal services and encourage the development of digital platforms for application in the postal sector. Develop press agencies according to the model of Multimedia Communication Center, digital transformation, invest in modern equipment, software systems, apply new technology in information collection, data analysis, and news production.

Defense and security

Build a comprehensively strong provincial armed force with comprehensive strength, qualifications, and high combat readiness, promptly and effectively handle all situations, ensure political security, social order and safety; build the province into a solid defense zone; ensure political security, social order and safety.
