On the afternoon of November 17, Nghe An Provincial Party Committee held a conference to announce the decision of the Central Party Secretariat on personnel work.
Ms. Bui Thi Quynh Van, member of the Party Central Committee, Deputy Head of the Party Central Committee's Organization Commission, presented the decision of the Party Central Committee's Secretariat to transfer and appoint Mr. Vo Trong Hai to join the Party Central Committee, Standing Committee and hold the position of Deputy Secretary of Nghe An Provincial Party Committee, term 2025-2030.

Mr. Vo Trong Hai was born in 1968, in Duc Tho commune, Ha Tinh province. Mr. Hai graduated from the Border Guard University with a degree in command and a bachelor's degree in law.
Mr. Vo Trong Hai grew up in the military, holding the positions of Commander of the Border Guard Command of Ha Tinh province, Head of the Internal Affairs Committee of Ha Tinh Provincial Party Committee, and Director of Ha Tinh Provincial Police.
In July 2020, Mr. Vo Trong Hai held the position of Director of Nghe An Provincial Police. In September of the same year, Mr. Hai was promoted to the rank of Major General, continuing to hold the position of Director of Nghe An Provincial Police until April 2021.
From April 2021 to present, Mr. Vo Trong Hai is Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Ha Tinh province.
On the same morning, the Central Party Secretariat also announced the decision to transfer and appoint Mr. Le Hong Vinh, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province, to join the Executive Committee, Standing Committee, and hold the position of Deputy Secretary of the Quang Tri Provincial Party Committee.
