Primary school admissions: Things to note

Parents of students in Ho Chi Minh City have completed the online registration stage for admission information on the primary school admission system. Departments of Education and Training are entering the stage of assigning routes on the system to notify students admitted to schools from July 20.

Also according to the regulations on primary school admissions of Ho Chi Minh City this year, student information is updated on the general admissions system of the Department of Education and Training.

Mr. Le Hoai Nam, Deputy Director of the Department of Education and Training of Ho Chi Minh City, said that based on the data declared by parents, the steering committee for primary school enrollment in localities will arrange suitable places for students. During the process of zoning, in addition to the three localities of Thu Duc City, District 8, and Tan Binh District, which are piloting the application of the GIS digital map of the education sector for zoning (meaning students will be zoned to study at the school closest to their home, which may not be based on administrative boundaries), other localities can use it for reference. The remaining districts and counties will follow the zoning principle that students residing in a ward will study at a school located in that ward or nearby. After completing the zoning, the Department of Education and Training of Thu Duc City and the districts and counties will update all results to the primary school enrollment system of the education sector.

Can the field be changed after GIS routing?

In the 2023-2024 school year, Tan Binh District is one of three localities in Ho Chi Minh City piloting the implementation of primary school enrollment using GIS digital administrative maps for zoning. Accordingly, the zoning of students to each school may not be based on the ward's administrative area, and the arrangement is so that students study at the school closest to their home as possible.

The leader of the Department of Education and Training of Tan Binh District said that based on the information of students' residence, the district's admissions council has applied GIS maps to select the school closest to the student's residence. From there, students in the same ward can study at many schools located in other wards in their area. Unlike before, almost all students in any ward will study at the school located in that ward.

However, besides that, the leader of the Department of Education and Training of Tan Binh District said that there will be no rigidity when applying GIS maps but there will be flexibility in specific cases. For example, a family has 2 children, the first child is studying at school A, now the second child when applying GIS maps can be routed to school B. This will be inconvenient in picking up and dropping off, so parents can report to the ward where they reside to support and facilitate the declaration and enrollment.

In addition, the above leader also gave a situation where there are parents of students in Ward A and are assigned to a school near their home according to the GIS map but located in Ward B. However, if the parents want to study at a school located in their residential ward, even though the distance from home to school is far, the admissions committee will create favorable conditions to support them if possible.

According to information from the District 1 Admissions Board, from June 24, based on parents' admission data on the system, the admissions board will arrange and allocate study places for students, and can apply GIS maps for reference. After completing the allocation of study places, the Department of Education and Training will update all results to the primary school admissions system at: https://tuyensinhdaucap.hcm.edu.vn today (July 6) for schools implementing advanced models, following the integration trend and parents submit admission applications for their children to this school model by July 10. Then, on July 17, the District 1 Education and Training Department will announce the list of allocated study places for each student in the remaining schools and parents submit admission applications by July 19.

Temporary residents are assigned to appropriate routes.

As a locality that does not apply GIS maps to primary school enrollment, Mr. Trinh Vinh Thanh, Head of the Department of Education and Training of Go Vap District, said the reason is that this district still has wards that do not have primary schools such as Ward 9, Ward 12, and some wards do not even have primary and secondary schools. If GIS maps are applied rigidly and thoroughly in primary school enrollment in the district, it could lead to a situation where there is no school near the house.

Due to the limited number of schools, in the enrollment route, Go Vap District will prioritize students who are permanent residents in the ward, then temporary residents, on the basis of ensuring school places for children in the ward and the shortest distance to school for students within the capacity. In particular, permanent residents will be assigned to study at schools in the ward or adjacent wards, while temporary residents will follow the route assigned by the enrollment board.

In particular, according to the leader of the Department of Education and Training of Go Vap District, if in previous years the district only assigned permanent residents and temporary residents with provincial household registration living in the district, this year, in addition to permanent residents, all temporary residents who are actually living in the district (regardless of temporary residence with provincial household registration or city household registration) will be assigned appropriate school places by the locality.

For example, Mr. Thanh gave an example that this year, children with registered residence in Phu Nhuan District but living in Go Vap District will also be assigned a school location by the local authorities. However, this case must be verified by the ward police.

Second round of off-campus enrollment

Also according to the schedule for implementing the first-level enrollment, from July 20 to August 1, after localities announce the first-level enrollment results, if they agree with the enrollment results, parents need to confirm enrollment right on the system, then submit paper applications directly to the school they have been admitted to.

Those who fail to pass the entrance exam or refuse to enroll with the admission results will register for the second round of admission after August 1 according to the district's primary admission plan. The time specified for this cross-district admission round will be based on the admission plan of Thu Duc City and each district.

For example, the Admissions Board of District 1 announced that it will conduct the second round of admission for those who did not enroll according to the allocation in the first round and wish to study at another school whose admission results have been announced; in case students do not have an identification code, parents can register for the second round of admission online at: https://tuyensinhdaucap.hcm.edu.vn.

Specifically, Ms. Nguyen Doan Trang, Principal of Nguyen Du Secondary School (District 1), said that the school will conduct the second round of admission from July 20 to 23 and announce the results on August 10. Parents confirm online enrollment and submit admission documents directly to the school that has passed the second round of admission from August 10 to 11.

However, the leaders of the Department of Education and Training also instructed that in cases where parents do not agree with the results of the first and sixth grade admissions of the district and county admissions steering committee, refuse to enroll in the assigned school and continue to register for admission to other schools in the same locality or in other localities, they must pay close attention that the student will no longer be on the list of allocated places at the school. And the school may remove the name from the list for the second round of additional admissions.

In which cases is it required to provide a certificate of personal identification code of the student?

This is the first year that Ho Chi Minh City has implemented 100% online enrollment and at the same time, the Law on Residence has come into effect, no longer using household registration books. Therefore, the leaders of the Department of Education and Training also reminded the Education and Training Departments of districts and towns about the regulations on documents when enrolling students.

In case the child's birth certificate has been displayed and the personal identification code has been notified, the school is not allowed to ask the student's parents to have additional confirmation of the child's personal identification code. The school is only allowed to ask the parents to provide the student's personal identification code confirmation in the admission file for the first grade if the birth certificate does not have this information.
