Inadequacies in public property and land management
According to the audit results of 2024, the management and use of cars at some units exceeded the regulations. Of which, the Government Committee for Religious Affairs had 3 excess cars; Ho Chi Minh City University of Economics had 1 excess car for shared use. At the Ministry of Education and Training, the excess car situation also occurred, in which Foreign Trade University had 2 excess cars, University of Physical Education and Sports had 1 excess car, Nha Trang University had 5 excess cars, Ho Chi Minh City University of Agriculture and Forestry had 1 excess car, University of Transport had 1 excess car, Hanoi University of Science and Technology had 2 excess cars, etc.
In some localities, the audit team also discovered that the number of cars had not been checked and arranged according to regulations. In particular, at the time of the audit in Quang Binh province, the Department of Health had not yet developed and submitted for approval a handling plan for 42 cars, including 39 cars in 2021 and 3 cars added for epidemic prevention according to prescribed norms.

Regarding the management and use of assets such as houses and land, through review, the State Audit Office pointed out that many central ministries and branches have not completed procedures or have not issued land use right certificates, such as Hanoi has 15 land facilities, the Ministry of Natural Resources and Environment has 504 land facilities; the Supreme People's Procuracy has 7 land locations... The Ministry of Home Affairs has not adjusted the value of land use rights when the People's Committees of provinces and cities issue and announce land price lists according to regulations for accounting in accounting books; has not determined the value of land use rights to calculate into the asset value of agencies, organizations, units and reflect in accounting books according to regulations.
In addition, the Ministry of Health has 15 real estate facilities that have not received feedback from the local authorities on the plan to rearrange and handle real estate; 10 real estate facilities of the Central Highlands Institute of Hygiene and Epidemiology have been re-inspected by the Ministry of Health in coordination with provincial departments and agencies and agreed on the plan to rearrange and handle real estate. The Ministry of Home Affairs has 11 real estate facilities that have not yet had their plans to rearrange and handle real estate approved according to regulations...
In addition, the State Audit also pointed out that some provinces have not paid land rent; have not updated information on the use of public assets for business purposes or for lease in the national database on public assets (Ministry of Culture, Sports and Tourism). Some localities and units have not developed plans to rearrange and handle real estate or have not had their plans approved; some units have not been allocated land or leased land; have not been granted land use right certificates; have not determined the value of land use rights; there is still land encroachment; real estate has been handed over to units that are not in accordance with the real estate handling and rearrangement plan decided by the Provincial People's Committee...
Many units are confused and have difficulty implementing policies to support people with meritorious services.
In 2024, the State Audit will conduct a sector-wide thematic audit on the management and use of funds to implement preferential policies for people with meritorious services in the 2021-2023 period, conducting audits at the Ministry of Labor, War Invalids and Social Affairs and the following provinces and cities: Hanoi, Ho Chi Minh City, Ha Tinh, Quang Ngai, Phu Tho, Ben Tre, Nam Dinh, Thai Binh, Gia Lai.
The audit results show that legal documents on preferential treatment for meritorious people have not fully defined the beneficiaries of preferential treatment according to actual situations, or have not consistently regulated the ordinances and guiding decrees, so localities have encountered difficulties in the process of resolving preferential treatment for meritorious people.
These shortcomings have led to the Department of Meritorious People (under the Ministry of Labor, War Invalids and Social Affairs, now dissolved, the Department of Meritorious People has been transferred to the Ministry of Home Affairs) also facing difficulties in guiding and responding to localities due to the lack of adequate legal basis.
Specifically, the Government's decrees were issued later than the time the Ordinance on Incentives for Meritorious People took effect, so localities did not have timely guidance documents on procedures, records, forms, and time of enjoyment for each beneficiary or beneficiaries with the same preferential regime but enjoying it at different times.
Some subjects have actually contributed to the revolution but according to the provisions of Ordinance No. 02/2020/UBTVQH14, they have not enjoyed preferential treatment for people with meritorious services or relatives of people affected by third-generation toxic chemicals of people participating in the resistance war affected by toxic chemicals are not currently enjoying the policy regime as required in Directive No. 14-CT/TW dated July 19, 2017 of the Secretariat.
Over the past 20 years, with 15 adjustments, the preferential allowance for people with revolutionary contributions has always been of interest and adjusted higher than the basic salary of cadres, civil servants, public employees, and armed forces. The budget for implementing preferential allowances and subsidies for people with revolutionary contributions in 2024 is 35,629 billion VND, an increase of more than 5,300 billion VND. Activities to honor people with revolutionary contributions have been carried out regularly and consistently, creating many deep impressions and attention from Party and State leaders.
The audit team also pointed out the current situation: People who helped the revolution were also awarded the Resistance Medal by the State, participated in helping the revolution in areas sprayed with toxic chemicals, now suffer from diseases, disabilities or have children with deformities or disabilities related to exposure to toxic chemicals or they themselves were imprisoned by the enemy but are not currently enjoying the policies for resistance fighters exposed to toxic chemicals and people who participated in the revolution, resisted, defended the Fatherland, and performed international duties and were imprisoned by the enemy (only enjoy the policies for people who have contributed to helping the revolution)...
Faced with the above shortcomings, the State Audit Office recommended that the Ministry of Labor, War Invalids and Social Affairs (after the end of its operation, the Ministry of Labor, War Invalids and Social Affairs transferred many functions to the Ministry of Home Affairs) rectify and learn from experience in advising the Government and the Prime Minister on a number of slow-progress documents: Decrees guiding Ordinance No. 02/2020/UBTVQH14 were not timely and did not take effect at the same time as the Ordinance, leading to failure to ensure the provisions of Clause 2, Article 11 of Law No. 80/2015/QH13 dated June 22, 2015, Promulgation of legal documents; Decision of the Prime Minister approving the planning of the system of social facilities for nurturing and caring for people with meritorious services in the period 2021-2030, with a vision to 2050.
At the same time, urgently submit to the Prime Minister to issue a Decision on the Plan to implement the planning of the system of social facilities to nurture and care for meritorious people in the 2021-2030 period, with a vision to 2050.
