Promoting pioneering and exemplary role in newly established party organizations

Minister Tran Hong Minh requested the team of cadres and party members, especially key cadres at all levels and party organizations under the newly established Party Committee of the Ministry of Construction, to promote pioneering and exemplary spirit in performing assigned political tasks.

58 affiliated party organizations with 12,000 party members

This afternoon (March 3), the Ministry of Construction held a conference to announce the Decisions of the Government Party Committee, the Party Committee of the Ministry of Construction, and the Minister of Construction on organization and personnel work.

Speaking at the conference, Minister Tran Hong Minh said that on February 19, 2025, the Government Party Committee issued a Decision to establish the Party Committee of the Ministry of Construction as the direct superior party committee of the grassroots party organization directly under the Government Party Committee, on the basis of reorganizing the Party Committee of the Ministry of Construction and the Party Committee of the Ministry of Transport (including 58 affiliated party organizations with more than 12,000 party members).

The Government Party Committee has simultaneously appointed Party committee personnel and leadership positions of the Ministry Party Committee.

Immediately after that, on February 25, 2025, the Government issued Decree No. 33 stipulating the functions, tasks, powers and organizational structure of the Ministry of Construction after the merger between the Ministry of Construction and the Ministry of Transport with an organizational structure of 23 units.

"This is a particularly important political and legal basis, a prerequisite and has profound political significance for the Party Committee of the Ministry and the Ministry of Construction to operate in accordance with the Party Charter and State laws," said the Minister.

Also according to Minister Tran Hong Minh, in recent times, leaders of the Ministry, Party committees, Party organizations, agencies and units have been determined and made efforts to complete assigned tasks, without interrupting operations.

The work is handled continuously, smoothly and effectively in accordance with the direction of the Central Committee on summarizing the implementation of Resolution No. 18 on innovation and reorganization of the political system to be streamlined and operate effectively and efficiently.

Continue to streamline and arrange to suit practical conditions

Thoroughly grasping and strictly implementing the direction of the Central Committee, Politburo, Secretariat, National Assembly, Government and Government Party Committee, Minister Tran Hong Minh said that the leaders of the Ministry, Party committees, Party organizations, agencies and units have high consensus and unity when implementing the arrangement and streamlining of the apparatus.

Leadership and direction methods must be synchronous, resolute, and steadfast in implementing goals, requirements, and principles to ensure compliance with the Party's Charter, State laws, and Central directives.

In line with Decree No. 178 of the Government on policies and regimes for cadres and civil servants in the implementation of organizational restructuring, the Ministry of Construction has directed relevant agencies to review and report on all cadres and civil servants who wish to retire early.

"I acknowledge, commend and appreciate your positive contributions to the development of the industry during your past work.

Many comrades have devoted their whole lives to the Ministry of Construction and the Ministry of Transport, dedicating all their efforts to the development of the industry.

The comrades' voluntary early retirement demonstrates their high sense of responsibility and personal sacrifice for the revolutionary cause in organizing the apparatus.

This is an example of the spirit of party members for the great cause of the country, creating favorable conditions for agencies and units in arranging and restructuring the staff," the Minister shared, at the same time directing the Department of Personnel Organization and agencies to continue reviewing and developing evaluation criteria when arranging and assigning staff, and reducing staff to ensure compliance with regulations and in accordance with practical situations.

Units under the Ministry unite with the Party Committee and leaders of the Ministry to determine the spirit of "children of one family" to create a united bloc, with consensus from top to bottom, to perform well the assigned tasks. The Party Committee's Organization Board, the Department of Personnel Organization and relevant agencies need to continue to review and promptly advise the Party Committee and leaders of the Ministry to gradually arrange and transfer leadership positions in accordance with the capacity and strengths of each comrade, contributing to the successful completion of tasks at each Party Committee, Party organization, agency and unit in order to successfully carry out political and professional tasks and Party building work in 2025 and the following years," the Minister noted.

The third task mentioned by the Minister of Construction is to focus and resolutely complete all tasks according to the set programs and plans; promptly lead and direct Party committees and organizations at all levels to prepare and organize well the congresses of Party committees and affiliated Party cells.

"For newly established and merged party committees (cells), implementation must comply with the contents of Conclusion No. 118 of the Politburo.

"For Party committees (cells) that are not newly established or merged (and have been directing the organization of congresses), immediately after this conference, Party committees and organizations shall promptly lead and direct the organization of congresses at their level in accordance with Directive No. 35 of the Politburo and guiding documents of higher levels to ensure quality, efficiency, and compliance with procedures and regulations, and to achieve achievements in welcoming the first Congress of the Ministry of Construction Party Committee, term 2025 - 2030, the Government Party Congress and the 14th National Congress of the Party," the Minister assigned.
