Also attending the working session were: Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee Le Truong Son; Provincial Party Committee member, Deputy Head of the Provincial Party Committee's Organization Department Bui Thi Yen; Provincial Party Committee member, Director of the Department of Education and Training Truong Thi Kim Hue; representatives from the Provincial Party Committee's Propaganda and Mass Mobilization Department, the Department of Internal Affairs, the Department of Finance, the Department of Agriculture and Environment, the Department of Science and Technology, etc.

During the meeting, the Vice Rector in charge of Dong Nai University, Dr. Dang Anh Tuan, provided information on the nearly 50-year history and development of Dong Nai University. Over the years, in addition to training in pedagogical fields, the university has opened other majors to meet the human resource needs of organizations and businesses inside and outside the province.

Besides the advantages of the school, Dr. Dang Anh Tuan stated that the school faces difficulties, shortcomings, and limitations, specifically the slow pace of innovation in management and the shortage of highly qualified human resources, including management staff and lecturers. In recent times, many highly qualified management staff and lecturers have left the school because it has not yet implemented appropriate policies to retain this human resource.

Furthermore, the university is facing difficulties in investing in facilities and equipment to support the training of human resources. Many lecture halls, auditoriums, practice rooms, laboratories, and training equipment, invested in many years ago, are now dilapidated or outdated. Digital transformation, scientific research activities, and international cooperation are considered modest and have not developed to the level expected of a public university in an industrial province with a huge demand for human resources.

The Board of Directors and the School Management Board of Dong Nai University propose to the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and relevant departments and agencies to continue to pay attention to and create favorable conditions for the university to have more resources to develop further, gradually overcome difficulties, and meet the demand for high-quality human resources in the province and beyond the Southeast region in the coming time.

Specifically, the school hopes the province will soon approve a policy allowing it to attract and retain highly qualified management staff and lecturers with doctoral degrees or higher to work and contribute to the school. This is a very important policy to help the school attract more highly qualified personnel and increase its training scale from the current 5,000 students to 20,000 students by 2030.

The school also requested and hoped to be prioritized in allocating resources for comprehensively upgrading facilities and equipment to serve the needs of human resource training and scientific research, especially resources for implementing a comprehensive digital transformation strategy in management, teaching, and scientific research.

In addition to investing in modernizing its main campus in Tam Hiep ward, Dong Nai University hopes to receive favorable conditions regarding land and finance to establish an additional training facility in Dong Xoai ward (Dong Nai province) to contribute to expanding training in a modern direction, meeting the demand for high-quality human resources for the province, especially in the former Binh Phuoc province area.

Regarding the operations of the Dong Nai Pedagogical Practice High School and the Pedagogical Practice Kindergarten under Dong Nai University, which have been transferred to the Department of Education and Training and local authorities for management by the Provincial People's Committee, Dong Nai University requests to be given the opportunity to continue managing them in order to restructure and develop them into model pedagogical practice schools, associated with the university's brand in the future.

At the meeting, leaders of provincial departments and agencies all expressed their agreement and support for the new development directions and recommendations presented by the Council and the Board of Directors of Dong Nai University. Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People's Committee Le Truong Son stated that developing Dong Nai University into a strong and worthy institution is a very necessary task, receiving great attention from the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee, especially given the rapid development of Dong Nai province and the significant demand for high-quality human resources.

Allocating investment resources to Dong Nai University to become a key institution for training high-quality human resources is significant not only for Dong Nai province but also for the entire Southeast region. Vice Chairman of the Provincial People's Committee Le Truong Son stated: In the coming time, the provincial People's Committee leaders will schedule monthly meetings with Dong Nai University to promptly understand, address, and resolve difficulties, creating conditions for the university's rapid, sustainable, and effective development.

Speaking at the meeting, Ton Ngoc Hanh, Alternate Member of the Central Committee of the Communist Party of Vietnam, Standing Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Council, stated that although Dong Nai University is currently facing many difficulties, the province is very concerned about resolving these challenges. He informed that the Provincial Party Committee has included the development of Dong Nai University in the Political Report presented to the First Congress of the Dong Nai Provincial Party Committee (2025-2030 term), which has been submitted to and approved by the Politburo. This presents a great opportunity for the university to continue receiving attention and investment for rapid development in the future.

The Standing Committee of the Provincial Party Committee will pay attention to and work with Dong Nai University once every quarter to better understand the school's operational situation. In the immediate future, the Standing Deputy Secretary of the Provincial Party Committee requested that the university urgently finalize the plan on attracting highly qualified human resources to work and teach at the school, and promptly submit it to the Provincial Party Committee and the Provincial People's Committee for comments before submitting it to the Provincial People's Council for approval.

The Standing Deputy Secretary of the Provincial Party Committee assessed: Although the plan to attract highly qualified personnel has not yet been approved, in just a short period of time, the Council and Board of Directors of Dong Nai University have proactively invited many highly qualified individuals to return to work and contribute to the university, which is a great effort. Therefore, it is even more urgent to finalize policies and job position plans to attract even more highly qualified personnel to work and contribute to the university in the long term.

Deputy Secretary of the Provincial Party Committee Ton Ngoc Hanh also expressed support for Dong Nai University retaining Dong Nai Pedagogical Practice High School and Dong Nai Pedagogical Practice Kindergarten to serve the training process, as the scale of training at Dong Nai University is expected to increase to 20,000 students by 2030. However, Dong Nai University must have a plan and scheme for restructuring its organization and operations in a rational and effective manner, and at the same time, promptly find solutions to the remaining difficulties and obstacles regarding staffing and policies for teachers at these two affiliated schools.

One issue that Comrade Ton Ngoc Hanh particularly emphasized to the Party Committee, Council, Board of Directors, and the teaching staff of Dong Nai University is the need to continue prioritizing the building and strengthening of a high level of unity and solidarity within the institution. Unity and solidarity must be considered both a strength and a vital factor for the development of the university.

Every official, Party member, and lecturer, especially the head of the institution, must be a shining example of unity and solidarity, practicing what they preach, and strictly adhering to Party regulations, democratic centralism rules, and transparency. Clearly define the role of the Party in relation to professional activities, and absolutely do not underestimate the leadership role of the Party Committee in the school's operations. Continue to do a good job in developing new Party members, especially outstanding student Party members, considering this a long-term vision in Party building work...
