On July 19, 2024, the People's Committee of Quang Ninh province issued Decision No. 2119/QD-UBND on announcing sightseeing and tourism itineraries on Ha Long Bay and Bai Tu Long Bay. Of which, 8 sightseeing and tourism itineraries on Ha Long Bay, 10 itineraries on Bai Tu Long Bay and 3 itineraries connecting Ha Long Bay and Bai Tu Long Bay were announced. These are carefully researched itineraries to develop sustainable tourism, create new and attractive experiences for tourists, and at the same time serve as a basis for orienting the construction of tourist attractions, tourism products and implementing related state management work.

However, Quang Ninh province also requires that tourist attractions and service points on sightseeing and tourism itineraries in Ha Long Bay and Bai Tu Long Bay can only be exploited when they meet the operating conditions recognized by competent authorities according to the provisions of the Law on Tourism and current regulations. In particular, sightseeing and tourism itineraries can only be exploited when they ensure safety according to the provisions of law. To ensure these requirements, the province has assigned the Department of Transport (now the Department of Construction) to review, inspect and announce the operating conditions for itineraries for inland waterway vehicles according to sightseeing and tourism itineraries according to regulations; preside over and coordinate with relevant departments, branches, localities, agencies and units to submit to competent authorities for approval the Plan to develop the tourist fleet in Ha Long Bay and Bai Tu Long Bay according to the criteria of high quality, luxury, uniqueness, ensuring quality and safety (not chasing quantity). In which, specific criteria for quality and quantity of vehicles operating in Bai Tu Long Bay area are determined.

To put these itineraries into operation, departments, branches and localities have reviewed and completed legal procedures; organized many survey teams for domestic and foreign travel businesses to build and promote tourism routes in the Bai Tu Long Bay area. Travel businesses also built tourism programs to Bai Tu Long Bay and connected Bai Tu Long Bay with Ha Long Bay.

After a period of careful and active preparation, up to now, the tourist route on Bai Tu Long Bay has met all the necessary conditions according to the province's requirements. On March 5, the Provincial People's Committee held a meeting to listen to reports on the implementation of sightseeing and tourism itineraries on Ha Long Bay and Bai Tu Long Bay, chaired by Ms. Nguyen Thi Hanh, Vice Chairman of the Provincial People's Committee. According to the conclusion of the Vice Chairman of the Provincial People's Committee, Quang Ninh will organize sightseeing and tourism activities on Bai Tu Long Bay from March 2025; strive from now until the end of 2025, to put all 10 sightseeing itineraries, 7 overnight stays, and special tourist attractions of Bai Tu Long National Park such as: Myrtle forest, heritage trees... into tourism services.

The province will also supplement necessary conditions to ensure safety of inland waterway routes in Bai Tu Long Bay; arrange an overnight anchorage point in Bai Tu Long Bay; supplement plans to develop a system of ports and anchorages in Bai Tu Long Bay. At the same time, develop investment plans and upgrade ports and anchorages in Bai Tu Long Bay; supplement types of tourism vehicles suitable for connecting Ha Long Bay and Bai Tu Long Bay to the plan to develop the fleet in Ha Long Bay and Bai Tu Long Bay. Along with that, departments, branches, localities and units will support businesses, focus on removing obstacles, creating conditions for businesses to develop new tourism products in Ha Long Bay and Bai Tu Long Bay (including coastal areas and neighboring areas) to form a chain of connected tourism products.

With over 80 large and small islands combined with a large sea space, Bai Tu Long Bay has created an overall picture representing the Northeast sea of ​​Vietnam. In particular, the environmental landscape values ​​are still being managed and protected absolutely and there has been almost no significant human impact that changes the inherent natural state. This is an extremely valuable resource that serves as the foundation for the development of ecotourism activities, opening up unique tourist routes, meeting the diverse needs of visitors to Quang Ninh.
