Developing cooperation, linking production and consumption of agricultural products

This morning (June 22), the Department of Agriculture and Rural Development held a conference to review 5 years of implementing the policy of developing cooperation and linkage in production and consumption of agricultural products according to Decree No. 98/2018/ND-CP dated July 5, 2018 of the Government (Decree 98). Attending and directing the conference were Vice Chairman of the Provincial People's Committee Nguyen Hong Hai, representatives of a number of departments, branches, localities, cooperatives, and enterprises participating in the linkage project.

According to the Department of Agriculture and Rural Development, the issuance of Decree 98 is a very important driving force, promoting the development of the province's agricultural sector. Thereby, it aims to encourage the development of cooperation, linkage in production and consumption of agricultural products, enhance the benefits of individuals participating in the linkage chain, overcome the situation of small-scale production, improve the quality of clean and safe agricultural products according to standards.

Implementing Decree 98, by 2023, the whole province has 10 approved and implemented linkage chains. Of which, there are 9 district-level chains and 1 provincial-level chain. The total cost of projects and linkage plans approved by competent authorities is 51.5 billion VND, of which the state budget supports 29.4 billion VND. The scale of projects and linkage plans approved by December 31, 2022 according to products is 10 linkage chains, production scale of 1,124 hectares, 154 cows with 803 participating households.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai said that Binh Thuan is located in the key economic region of the South. The total agricultural land area is over 702,700 hectares, of which agricultural production land is over 356,700 hectares, with main crops such as rice, dragon fruit, rubber, cashew, etc.

In recent years, with the attention of the Government, ministries, central branches and the province, Binh Thuan's agricultural sector has made remarkable changes. The crop structure has been transformed in the right direction, the application of scientific and technological advances in production has been gradually promoted... The leaders of the Provincial People's Committee acknowledged and commended the results and achievements of the agricultural sector in recent times. In addition, the Vice Chairman of the Provincial People's Committee also assessed that the coordination between provincial departments and branches with district-level People's Committees sometimes and in some places lacked initiative, and implementation still encountered many difficulties.

Therefore, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai requested the Department of Agriculture and Rural Development to coordinate with relevant departments, branches and localities to promote propaganda and dissemination of policies to support production linkages associated with agricultural production consumption. Thereby, to raise awareness of the subjects in building projects and linkage plans. The agricultural sector needs to take the lead and remove difficulties for enterprises and cooperatives in implementing Decree 98. Especially, focusing resources to support agricultural investment, integrating provincial programs, budget capital for investment, building infrastructure, and forming linkage chains.

At the same time, the provincial agricultural sector and localities need to be responsible for developing plans to train and improve the quality and efficiency of agricultural professionals... Through the implementation of the chain, there are existing problems and difficulties. The Department of Agriculture and Rural Development needs to fully absorb the opinions, respond, and collect reports to the province. In particular, localities need to coordinate with the Department of Agriculture and Rural Development to review and review the implementation of the chains, and at the same time pay more attention to businesses that are facing difficulties in implementing Decree 98. In addition, associations in the province need to be more proactive, especially in their role as a bridge between businesses, cooperatives and people; increase information on market prices, and advise farmers to proactively produce. On the other hand, the leaders of the Provincial People's Committee hope that cooperatives will join hands to overcome difficulties and create many clean products for society. With the responsibility of the Provincial People's Committee, Vice Chairman Nguyen Hong Hai pledged to always accompany businesses, cooperatives, and farmers to best implement policies according to Decree 98.

At the conference, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai awarded certificates of merit from the Chairman of the Provincial People's Committee to 6 collectives and 1 individual for their outstanding achievements in 5 years (2018 - 2023) implementing the policy of encouraging the development of cooperation and association in production and consumption of agricultural products according to Decree No. 98.
