Approval of the implementation plan of the Fire Prevention and Fighting Infrastructure Planning

The plan aims to raise awareness and action, effectively organize the implementation of Decision No. 819/QD-TTg dated July 7, 2023 of the Prime Minister approving the Fire Prevention and Fighting Infrastructure Planning for the period 2021 - 2030, with a vision to 2050 (Decision No. 819/QD-TTg).

Identify tasks, solutions, and a list of specific projects to be implemented in each phase from now until 2030 in accordance with the conditions of ministries, branches, and localities; clearly identify methods, resources, and coordination mechanisms between ministries, branches, and People's Committees of provinces and centrally run cities in implementation.

Provide guidance to ministries, branches and People's Committees of provinces and centrally run cities in developing plans, coordinating with the Ministry of Public Security and relevant units in implementing goals, tasks and solutions to implement the planning in each stage.

One of the requirements of the Plan is to mobilize maximum resources and participation of economic sectors to develop fire prevention and fighting infrastructure; allocate resources with focus and key points, in accordance with the ability to mobilize capital.

Regarding the key task groups and implementation roadmap, including the task of carrying out procedures according to the provisions of the law on planning, organizing the announcement of planning, disseminating planning content, providing information on fire prevention and fighting infrastructure planning for the period 2021 - 2030, with a vision to 2050, so that organizations and people can participate in monitoring the implementation of the planning, participating in the development of fire prevention and fighting infrastructure according to the approved planning.

Complete the planning database, system of diagrams and planning maps to ensure consistency with the content of the Decision approving the planning in Decision No. 819/QD-TTg and relevant legal provisions; implement the archiving of planning records according to regulations; provide data on fire prevention and fighting infrastructure planning for the period 2021 - 2030, with a vision to 2050, to serve the construction of the National Planning Information System and Database.

Report and evaluate the implementation of fire prevention and fighting infrastructure planning periodically every year, every 5 years or suddenly at the request of competent authorities.

Regarding the task of completing legal documents on fire prevention and fighting, researching and proposing amendments and promulgating the Law on Fire Prevention and Fighting and Rescue according to the order and procedures prescribed in the Law on Promulgation of Legal Documents; reviewing and completing legal documents, standards and technical regulations to create a favorable legal corridor for investment, management, exploitation and maintenance of fire prevention and fighting infrastructure systems;

Review and amend legal documents related to policy mechanisms to feasibly and effectively implement the objectives of fire prevention and fighting infrastructure planning, ensuring consistency and synchronization with the implementation of the 10-year socio-economic development strategy 2021 - 2030, the socio-economic development plan of the whole country and each locality.

Completing the regime and policies to attract professional human resources for the Fire Prevention, Fire Fighting and Rescue Police force has been determined in Decision No. 819/QD-TTg.

Complete and develop additional legal documents on attracting capital, managing and using legal capital sources outside the budget for developing fire prevention and fighting infrastructure according to approved planning.
