Approving the Plan to implement the National Defense and Security Education Center System Planning for the 2021 period

Kinhtedothi - Deputy Prime Minister Le Thanh Long recently signed Decision No. 666/QD-TTg dated March 26, 2025, approving the Plan for implementing the Master Plan for the system of national defense and security education centers for the period 2021-2030, with a vision to 2045.

The purpose of the Plan is to effectively implement Decision No. 1573/QD-TTg dated December 5, 2023 of the Prime Minister approving the Planning of the system of national defense and security education centers for the period 2021 - 2030, with a vision to 2045; develop a roadmap to organize the implementation of projects and projects to build and develop national defense and security education centers (GDQP&AN) synchronously and professionally, enhance the application of science and technology in managing activities, teaching and learning the subject of GDQP&AN towards digital technology-based governance, meeting the objectives of the Planning of the system of GDQP&AN centers in accordance with socio -economic development and the task of protecting the Fatherland in the new period.

Identify the list of projects, plans, and resources to be implemented in each phase from now until 2030; associated with the responsibilities of ministries, branches, and localities in implementing the planning, approved by the Prime Minister in Decision No. 1573/QD-TTg.

Ensure close coordination between ministries, branches, localities with the Ministry of National Defense (the agency that plans the system of National Defense and Security Education Centers) to synchronously and effectively implement the construction and development of the system of National Defense and Security Education Centers by 2030, contributing to improving the quality of national defense and security education for students, meeting the requirements of building and protecting the Fatherland in the new situation.

The plan to implement the National Defense and Security Education Center System Planning for the 2021 - 2030 period, with a vision to 2045, includes: Carrying out procedures according to the provisions of law on planning; synchronously completing the system of mechanisms, policies, and laws; public investment projects; forecasting land use needs (plans); determining resources and using resources to implement the National Defense and Security Education Center Planning until 2030...

Specifically, the plan includes organizing the dissemination and promotion of the planning content, providing information on the planning of the system of national defense and security education centers to relevant organizations and individuals to participate in monitoring the implementation of the construction and development of the system of national defense and security education centers according to the approved plan. It also includes providing planning data to serve the construction of a national information system and database on planning, as a basis for ministries, sectors, and localities to integrate into related plans; implementing the archiving of planning documents according to regulations; reviewing and researching proposals for amending and supplementing legal documents on national defense and security education to suit practical realities and be consistent with the current legal system...

The decision clearly states that priority projects are infrastructure investment projects at the National Defense and Security Education Centers identified in Section V, Article 1 of Decision No. 1573/QD-TTg dated December 5, 2023, and projects applying information technology in the management, teaching, and learning of the National Defense and Security Education subject. Specifically, priority is expected to be given to infrastructure investment at the National Defense and Security Education Centers of Hung Vuong University, Lao Cai College, the Military School of the Hanoi Capital Command, Hue University, Da Lat University, and the Vietnam National University Ho Chi Minh City...
