Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son attended the ceremony to welcome the first oil flow from the Kinh Ngu Trang – Kinh Ngu Trang Nam field development project.

On behalf of the Government, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son warmly congratulated PetroVietnam, the contractors – especially Vietsovpetro, PVEP, Zarubezhneft – and the collective of Vietnamese and Russian officials, engineers and workers for their efforts to bring the project to completion on schedule, safely and effectively.

The ceremony to welcome the first oil flow from the Kinh Ngu Trang - Kinh Ngu Trang Nam field development project was attended by Deputy Prime Minister, Minister of Foreign Affairs Bui Thanh Son; Comrade Phan Thi Thang - Deputy Minister of Industry and Trade ; Comrade Le Manh Hung - Chairman of the Board of Directors of PetroVietnam; Comrade Le Ngoc Son - General Director of PetroVietnam; comrades in the Board of Directors, Board of Directors; leaders of Petrovietnam Trade Union; partners and collective of officers and employees of Vietsovpetro.

Speaking at the ceremony, Deputy Prime Minister Bui Thanh Son assessed that in the first half of 2025, PetroVietnam has recorded many important successes: the BK-23 and PVDRILLING VIII rigs were put into operation, Dai Hung Phase 3 field was put into operation, especially the KNT - KTN fields were officially integrated into the country's energy flow. This is a significant achievement in the context of the country entering the "New Era - the era of national development".

Congratulating PetroVietnam and contractors – especially Vietsovpetro, PVEP, Zarubezhneft, the Deputy Prime Minister emphasized that this success continues to affirm the effective and trustworthy cooperation model between Vietnam and the Russian Federation, as well as the comprehensive strategic partnership between the two countries.

Affirming that the Government will continue to accompany, remove obstacles, and perfect policies to develop a transparent and sustainable energy market, the Deputy Prime Minister requested PetroVietnam to promote investment, research and development; apply technology to expand exploration, connect neighboring mines; promote the pioneering role in protecting sea and island sovereignty; at the same time, care for workers' lives, link development with social responsibility, and build the PetroVietnam brand to become increasingly stronger.

In his response speech, Comrade Le Manh Hung - Party Secretary, Chairman of the Board of Directors of PetroVietnam shared that when the project started in 2022, few people imagined that the progress would be fast, the quality would be high and the economic and technical efficiency would be optimal as today.

This success demonstrates the smooth coordination between investors, operators and contractors, and affirms the ability to manage projects and respond flexibly to market fluctuations and offshore challenges.

Comrade Le Manh Hung respectfully thanked Vietsovpetro - the project operator; partners such as Zarubezhneft, PetroVietnam Exploration and Production Corporation (PVEP); contractors, construction units and all workers directly on the construction site and at logistics facilities. In particular, he thanked the attention and direction of the Government, Ministries, Departments, Branches and local authorities - decisive factors in helping the projects to be implemented smoothly and safely.

The Chairman of the Board of Directors of PetroVietnam emphasized that today's success is a testament to the spirit of "Aspiration - Intelligence - Professionalism - Compassion" and the motto "Solidarity - Discipline - Creativity - Efficiency" throughout the Group. This is a strong driving force to move towards the 50th anniversary of PetroVietnam's establishment with many new achievements, worthy of the trust of the Party, State and people.

The achievements from KNT - KTN mine, Block 09-2/09 not only mark a memorable milestone, but also open up new cooperation opportunities and follow-up projects to reach greater achievements in the future.

At 07:09 on July 14, 2025, the Kinh Ngu Trang - Kinh Ngu Trang Nam Field Development Project (KNT-KTN) opened 04 wells on the WHP-KTN platform to officially receive the first oil flow; by 10:34 on the same day, the CPP-KNT platform had received the oil flow, after which the mixture was transported to MSP-10 for processing through an underground pipeline of more than 38 km. The project finished 01 day ahead of schedule, absolutely ensuring safety - quality - progress requirements. Up to the time of First Oil, the project recorded 7 million absolutely safe working hours, without accidents or incidents.

KNT-KTN Field Development Project in Block 09-2/09, with the participating parties being the Joint Venture Vietsovpetro, PVEP and OA Zarubezhneft, in which Vietsovpetro is the Operator, with the works including: Construction of the CPP-KNT central platform; WHP-KTN light platform; Intra-field - inter-field pipelines and underground cables; Conversion of items at MSP-10, MSP-9, BK-15 platforms. The KNT-KTN field construction and development project is a complex project, with many large-scale packages and high technical requirements.

Commencing on June 7, 2023 at Vietsovpetro Port Construction Enterprise, the KNT-KTN project is being implemented in the context of a global supply chain disruption. Vietsovpetro and contractors have optimized the design, construction methods, and utilized existing materials to maintain progress. Key milestones include: launching the KNT platform jacket on March 27, 2024, installing the CPP-KNT topside on May 4, 2025; technical acceptance: MSP-10 (July 4, 2025), CPP-KNT and WHP-KTN (July 11, 2025).

The success of KNT-KTN affirms Vietsovpetro’s strategic orientation in effectively exploiting small and marginal fields by making the most of existing infrastructure, experience and technology, implementing quickly at a reasonable cost while still ensuring quality and safety. The model of “right orientation – flexible implementation – effective coordination” continues to be a reference experience for similar projects in the future.

Putting KNT-KTN into commercial exploitation on schedule contributes to maintaining and increasing production output, consolidating Vietsovpetro's core role in the value chain of oil and gas exploration and exploitation in Vietnam, contributing to the goal of ensuring national energy security and affirming sovereignty at sea through strategic oil and gas cooperation in the Cuu Long and Nam Con Son basins.

Along with the success of the KNT - KTN field project, PetroVietnam is proud to add a new coordinate on the Vietnam oil and gas map - Dai Hung Field Development Project - Phase 3, WHP DH-01 platform. Dai Hung Field Development Project - Phase 3, WHP DH-01 platform is an offshore oil field development project located in Block 05-1(a), in the Nam Con Son sedimentary basin, about 265 km from Vung Tau, at a sea level depth of 110 - 120 meters.

Both KNT - KTN and Dai Hung Phase 3 are key projects, making important contributions to increasing output for PetroVietnam in the current context.

Because of that meaning, PetroVietnam issued Decision No. 1472-QD/DU to honor and affix plaques to typical works and products to welcome the 4th Congress of the Party Committee of the Vietnam National Energy and Industry Group, term 2025-2030, including the KNT - KTN Field Development Project, Block 09-2/09 under the Vietsovpetro Party Committee and the Dai Hung Field Development Project Phase 3, WHP DH-01 rig under the PVEP Party Committee.
