Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son attended the ceremony to welcome the first oil flow from the Kinh Ngu Trang – Kinh Ngu Trang Nam field development project.

On behalf of the Government, Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son warmly congratulated PetroVietnam, contractors – especially Vietsovpetro, PVEP, Zarubezhneft – and the collective of Vietnamese and Russian officials, engineers and workers for their efforts to bring the project to the finish line on schedule, safely and effectively.

The ceremony to welcome the first oil flow from the White Whale – White Whale South development project was attended by Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son; Ms. Phan Thi Thang - Deputy Minister of Industry and Trade ; Mr. Le Manh Hung - Chairman of the Board of Directors of PetroVietnam; Mr. Le Ngoc Son - General Director of PetroVietnam; members of the Board of Directors and the General Management Board; leaders of the PetroVietnam Trade Union; partners and the entire staff and employees of Vietsovpetro.

Speaking at the ceremony, Deputy Prime Minister Bui Thanh Son assessed that in the first half of 2025, PetroVietnam had achieved many important successes: the BK-23 and PVDRILLING VIII platforms were put into operation, the Dai Hung Pha 3 field went into production, and especially the KNT - KTN fields officially joined the country's energy grid. This is a significant achievement in the context of the country entering a "New Era - the era of national progress".

Congratulating PetroVietnam and its contractors – especially Vietsovpetro, PVEP, and Zarubezhneft – the Deputy Prime Minister emphasized that this success further affirms the effective and reliable cooperation model between Vietnam and the Russian Federation, as well as the comprehensive strategic partnership between the two countries.

Affirming that the Government will continue to support, resolve obstacles, and improve policies for the development of a transparent and sustainable energy market, the Deputy Prime Minister requested PetroVietnam to accelerate investment, research and development; apply technology to expand exploration and connect neighboring fields; play a pioneering role in protecting maritime sovereignty; and at the same time take care of the lives of employees, linking development with social responsibility, and building an increasingly strong PetroVietnam brand.

In his response, Comrade Le Manh Hung – Secretary of the Party Committee and Chairman of the Board of Directors of PetroVietnam – shared that when the project started in 2022, few could have imagined that the progress would be so rapid, the quality so high, and the economic and technical efficiency so optimal as it is today.

This success demonstrates the seamless coordination between investors, operators, and contractors, while also affirming their project management capabilities and flexible response to market fluctuations and offshore challenges.

Comrade Le Manh Hung expressed his sincere gratitude to Vietsovpetro – the project operator; partners such as Zarubezhneft, Vietnam National Petroleum Exploration and Production Corporation (PVEP); contractors, construction units, and all workers directly involved in the project and at the logistics facilities. He especially thanked the Government, ministries, departments, and local authorities for their attention and guidance – crucial factors that ensured the smooth and safe implementation of the projects.

The Chairman of the Board of Directors of PetroVietnam emphasized that today's success is a testament to the spirit of "Aspiration - Intelligence - Professionalism - Compassion" and the motto "Unity - Discipline - Innovation - Efficiency" throughout the Group. This is a strong driving force to move towards celebrating the 50th anniversary of PetroVietnam's founding with many new achievements, worthy of the trust of the Party, the State, and the people.

The ceremony marked the opening of the production valve, officially welcoming the first commercial oil flow from the KNT - KTN field.

The achievements from the KNT - KTN field, Block 09-2/09, not only mark a memorable milestone but also open up new opportunities for cooperation and follow-up projects to achieve even greater successes in the future.

At 7:09 AM on July 14, 2025, the White Whale - South White Whale (KNT-KTN) Field Development Project successively opened four wells on the WHP-KTN platform to officially receive the first oil flow; at 10:34 AM on the same day, the CPP-KNT platform received the oil flow, and the mixture was then transported to MSP-10 for processing via an underwater pipeline over 38 km long. The project was completed one day ahead of schedule, ensuring absolute safety, quality, and progress requirements. As of the First Oil milestone, the project recorded 7 million hours of absolutely safe working time, without any accidents or incidents.

The KNT-KTN field development project, located in Block 09-2/09, involves the joint venture of Vietsovpetro, PVEP, and OA Zarubezhneft, with Vietsovpetro acting as the operator. The project includes: Construction of the CPP-KNT central platform; the WHP-KTN light platform; intra-field and inter-field pipelines and submarine cables; and the modification of components at the MSP-10, MSP-9, and BK-15 platforms. The KNT-KTN field construction and development project is a complex undertaking with numerous large-scale, technically demanding contract packages.

Commenced on June 7, 2023, at the Vietsovpetro Construction and Port Enterprise, the KNT-KTN project is being implemented amidst global supply chain disruptions. Vietsovpetro and its contractors have optimized the design and construction methods, utilizing existing materials to maintain progress. Key milestones include: launching the KNT platform base on March 27, 2024; installing the CPP-KNT topside on May 4, 2025; and technical acceptance testing for MSP-10 (July 4, 2025), CPP-KNT, and WHP-KTN (July 11, 2025).

The success of the KNT-KTN project affirms Vietsovpetro's strategic direction in efficiently exploiting small and marginal fields by maximizing the use of existing infrastructure, experience, and technology, implementing projects quickly and at reasonable costs while ensuring quality and safety. The "right direction - flexible implementation - effective coordination" model continues to serve as a reference for similar projects in the future.

Bringing the KNT-KTN into commercial operation on schedule contributes to maintaining and increasing production, strengthening Vietsovpetro's core role in Vietnam's oil and gas exploration and production value chain, contributing to the goal of ensuring national energy security and affirming sovereignty at sea through strategic oil and gas cooperation in the Cuu Long and Nam Con Son basins.

Ceremony to unveil the plaque designating the KNT - KTN field development project, Block 09-2/09, and the Dai Hung field development project, phase 3, WHP DH-01 platform, as outstanding projects to celebrate the 4th PetroVietnam Party Congress, term 2025–2030.

Besides the success of the KNT - KTN field project, PetroVietnam is proud to add another landmark to the Vietnamese oil and gas map – the Dai Hung field development project – phase 3, WHP DH-01 platform. The Dai Hung field development project - phase 3, WHP DH-01 platform is an offshore oil field development project located in Block 05-1(a), in the South Con Son sedimentary basin, approximately 265 km from Vung Tau, at a water depth of 110 – 120 meters.

Both KNT - KTN and Dai Hung Pha 3 are key projects, making significant contributions to increasing PetroVietnam's production in the current context.

It is for this reason that PetroVietnam issued Decision No. 1472-QD/DU to honor and award plaques to outstanding projects and products to celebrate the 4th Congress of the Party Committee of the Vietnam National Energy and Industry Group, term 2025-2030, including the KNT - KTN field development project, Block 09-2/09 under the Vietsovpetro Party Committee and the Dai Hung field development project phase 3, WHP DH-01 platform under the PVEP Party Committee.
