Representing Binh Thuan province were: Mr. Duong Van An, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee; Mr. Nguyen Hoai Anh, Alternate Member of the Central Committee of the Communist Party of Vietnam, Standing Deputy Secretary of the Provincial Party Committee; Mr. Doan Anh Dung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Tieu Hong Phuc, Standing Vice Chairman of the Provincial People's Council; Mr. Nguyen Minh, Vice Chairman of the Provincial People's Committee; and leaders of several relevant departments and agencies.

Reporting to the Deputy Prime Minister on the main aspects of the province's socio -economic situation in the past period, Chairman of the Provincial People's Committee Doan Anh Dung said: In the first six months of 2023, the province's economy grew quite strongly with the Gross Regional Domestic Product (GRDP) estimated to increase by 7.76% compared to the same period last year, ranking 11th out of 63 provinces and cities. Industrial production value is estimated at over 20,435 billion VND, an increase of 3.51%. Eight out of 16 main industrial production products increased compared to the same period. Agricultural production remained stable.

Notably, the tourism sector recovered and grew rapidly, with the province welcoming over 4.46 million visitors and generating revenue of 11,348 billion VND. Total social investment reached 18,504 billion VND; total retail sales of goods and service revenue reached 44,602 billion VND. The inauguration of the Vinh Hao - Phan Thiet and Phan Thiet - Dau Giay expressways, along with the organization of activities within the series of events for the 2023 National Tourism Year "Binh Thuan - Green Convergence," provided opportunities to promote tourism and attract major investors in various fields.

Chairman of the Provincial People's Committee, Doan Anh Dung, also reported specifically on the implementation of the Phan Thiet Airport project and the Son My LNG terminal project. He also requested the Deputy Prime Minister to pay attention to and direct the resolution of difficulties and obstacles related to titanium reserve areas in the province; and to resolve difficulties for the Ocean Valley tourist complex project in Tien Thanh commune, Phan Thiet city.

According to the Zoning Plan for Exploration, Exploitation, Processing, and Utilization of Titanium Ore up to 2020, approved by the Prime Minister in Decision No. 1546/QD-TTg dated September 3, 2013, Binh Thuan province has a titanium ore reserve of 599 million tons, with a total area of ​​102,227 hectares (accounting for 13% of the province's natural area) distributed along the coastal region, stretching over 100 km. The titanium mining and processing area and titanium reserve area in Binh Thuan province are concentrated with many economic activities and important transportation infrastructure projects. This area has the potential to implement urban, tourism, renewable energy, high-tech agricultural, and industrial-commercial-service projects in accordance with the overall socio-economic development plan of Binh Thuan province.

To resolve the difficulties and obstacles arising from the overlapping of the Zoning Plan for exploration, exploitation, processing, and utilization of titanium ore and the national mineral reserve area, Binh Thuan province requests the Government and relevant ministries and agencies to consider and resolve Binh Thuan province's proposals regarding the removal of the Zoning Plan for exploration, exploitation, processing, and utilization of titanium ore from the titanium reserve area. This would allow the province to proactively develop its socio-economic activities in accordance with the provincial plan approved by the National Appraisal Council.

After hearing the report and recommendations from Binh Thuan province, Deputy Prime Minister Tran Hong Ha acknowledged them and stated that he would hold a working session with relevant ministries and agencies to consider and resolve the difficulties and obstacles that Binh Thuan province has been facing in recent times, especially the overlapping issues of zoning plans for exploration, exploitation, processing, and utilization of titanium ore. Regarding the Ocean Valley Tourist Complex project, Deputy Prime Minister Tran Hong Ha outlined several specific solutions for Binh Thuan province and the investor to implement. The Deputy Prime Minister also requested that Binh Thuan province uphold a high sense of responsibility and focus on resolving difficulties for key projects and works in the province, ensuring that projects are implemented on schedule and in accordance with the law.
