The "Digital Literacy Movement": Helping people easily access digital technology.

Against the backdrop of Dong Thap province operating a two-tiered local government model and promoting comprehensive digital transformation, the province's youth have made a strong mark in the 2025 Summer Youth Volunteer Campaign (referred to as the 2025 Summer Campaign), notably with the "Digital Literacy Movement" (DMM) - a new initiative being widely implemented, contributing to bringing digital knowledge to every home and every citizen, especially those in remote areas and border regions.

INTEGRATING DIGITAL TRANSFORMATION INTO VOLUNTEER ACTIVITIES

Responding to the directives of the Provincial Party Standing Committee, the Provincial Youth Union Standing Committee identified the "Promoting Digital Transformation" campaign as a key initiative alongside four traditional campaigns and one program. During the second phase of the 2025 Summer Campaign (from May 20th to July 30th), the entire province organized 620 digital transformation activities, guiding over 237,000 people to access and use digital platforms, focusing on online public services, VNeID electronic identification, cashless payments, e-commerce, and the digitization of historical sites and information on fallen soldiers.

The peak day of the Youth Union's activities (May 31st) attracted more than 3,500 Youth Union members and young people from 155 teams, assisting over 24,000 people. Typical models such as: "Market 4.0", "Cashless Canteen", "Digital Transformation Route", training courses on artificial intelligence (AI), information security, electronic identification… created a strong ripple effect.

In addition, the Standing Committee of the Provincial Youth Union, in coordination with DIGISO Company, organized training on digital skills and AI applications for nearly 200 Youth Union members, young people, and startup businesses; and simultaneously signed a cooperation agreement to implement a digital transformation training program for young people in the period 2025 - 2026.

The "Daily Digital Knowledge" section on the "Youth of the Lotus Land" fanpage has attracted over 63,000 views, contributing to improving digital skills for the people. The Digital Skills Development Campaign has been officially identified as a key activity with the motto "Going to every alley, knocking on every door, guiding every person."

A new feature of this year's 2025 Summer Campaign is that the youth of Dong Thap will be working alongside local authorities at both levels right from the pilot phase.

The BDHVS teams have assisted more than 136,000 people in accessing online public services, contributing to the stability of the organizational structure at the local level after the merger.

In addition, teams maintain weekly operations at the commune-level Public Administrative Service Center, organizing mobile forces to go to people's homes to assist the elderly and vulnerable with procedures, installing the "E-Dong Thap" application, making online payments, etc.

At the same time, in 11 border communes and wards, the Provincial Youth Union, in coordination with the Provincial Border Guard and universities and colleges, organized specific activities such as: promoting digital transformation, the "Market 4.0" model, basic AI training courses, and "Young Digital Citizen" playgrounds...

Many innovative models have emerged from practical experience, such as: "Pink Holiday" - wholeheartedly supporting the elderly in completing social security applications for the frail; "Green Welfare" - helping the elderly with pension application procedures; "Red Phoenix Flower Journey - Small Footprints Reaching Every Alley and House" - supporting the reception and delivery of administrative procedure results at home; "Trusted Youth Address" - helping the elderly in border areas access pension procedures. These activities not only support the government in effectively operating the two-tiered system but also spread a spirit of social responsibility and profound humanity within the community.

The involvement of youth volunteers has helped bridge the digital divide, bringing technology closer to all citizens. Beyond providing technical support, volunteers also act as a bridge, helping people understand their rights, responsibilities, and benefits when participating in the digital environment.

The deployment of the Public Service Delivery Team is of great significance in the context of digital transformation, helping people access technology in an easy-to-understand way and gradually removing digital barriers. For the government, the Public Service Delivery Team is an effective support force in disseminating information and guiding the use of online public services. After a period of deployment, many training sessions and direct guidance have helped people learn how to search for information, register for public services, and make cashless payments, etc.

People responded positively because they clearly saw the practical benefits. Even the elderly, who were initially hesitant, gradually became more confident. Many learned for the first time how to make video calls to their children and grandchildren or pay electricity and water bills via smartphone.

SPREADING THE IMAGE OF YOUTH AS PROACTIVE AND CREATIVE.

During the recent Summer Campaign 2025 in Tan Dien commune from July 21st to 25th, the Public Service Team recorded many memorable stories and experiences. Le Thi Huynh Mai, a volunteer, shared: “As a youth union member directly guiding people at the commune's Public Service Center, one of the most memorable experiences was helping a small business owner create a QR code for payment. Initially, the owner was hesitant, afraid the technology was difficult, but after being guided step-by-step and successfully performing the operation himself, he was very happy and said that from now on, his business would be more convenient and he wouldn't have to worry about running out of change.”

Mr. Le Quoc Quan, a business owner at Tan Dien Market, said that receiving digital skills support from the volunteers has brought many practical benefits. Previously, he was only used to selling goods with cash, so he was often confused when customers asked about bank transfers. After being guided by the volunteers on how to create codes and receive transaction notifications on his phone, he felt that his business became easier and more professional. What impressed him most was the dedication and patience of the young volunteers, who were willing to explain things multiple times until the people could do it.

Reportedly, during the 5 days of implementation, the team achieved many outstanding results such as: assisting people at the commune's Public Administrative Service Center, cleaning up garbage, cleaning 4 km of the Tan Thanh coastal dike road, organizing training sessions to introduce some AI tools for learning and work, visiting Vietnamese Heroic Mothers, cleaning and lighting candles in commemoration at the Martyrs' Monument in Tan Dien commune.

According to Bui Ngoc Can, Secretary of the Tan Dien Commune Youth Union, the campaign proceeded smoothly thanks to the guidance of the Steering Committee and the consensus of the people. Students participated enthusiastically and responsibly; however, due to unpredictable weather and the short timeframe, the activities were interrupted...

According to Le Hoang Quyet, Permanent Deputy Secretary of the Provincial Youth Union and President of the Provincial Youth Federation: The "Building a Digital Society" movement was born in the context of the Dong Thap Provincial Party Committee implementing Resolution 57 of the Politburo on science, technology, innovation, and digital transformation. The difference between this campaign and other digital transformation programs lies in its widespread reach, closeness to the people, and focus on people in rural areas, border regions, the elderly, small traders, and young people. With the motto "Go to the location - Guide directly - Apply immediately - Spread widely," each volunteer will become a "digital teacher," directly guiding people on how to register for online public services, make cashless payments, open electronic identity accounts, participate in e-commerce platforms to sell OCOP products, or simply learn how to use ride-hailing apps, book tickets, and shop online…

Following the campaign, the Provincial Youth Union and the Provincial Federation of Youth Associations determined that they would not stop at short-term results, but would implement a long-term strategy for the youth of Dong Thap in putting Resolution 57 and the policies of the Provincial Party Committee into practice, helping Dong Thap become a locality with a solid foundation of digital citizenship, and making the "Promoting and Implementing Social Security" movement one of the annual campaigns of the Summer Youth Volunteer Campaign.

This ensures continuity and sustainability; while maintaining the Digital Transformation Teams, coordinating closely with the community digital technology teams in hamlets and villages to provide timely support to the people. In addition, it involves organizing training courses on digital skills and replicating innovative models such as: "Digital Transformation Routes," "Market 4.0," "Digital Villages," "Cashless Payment Stores," etc., integrated into daily life.
