Phu Tho mobilizes private resources for key digital projects

The People's Committee of Phu Tho province is promoting the creation of a favorable environment for businesses to invest and develop digital applications and services under the public-private partnership (PPP) model, thereby promoting digital transformation and innovation in the area.

In order to effectively implement Decree 180/2025 of the Government, towards perfecting a transparent, stable and attractive legal framework to attract technology enterprises; at the same time forming a list of key public-private partnership projects in the fields of science , technology and digital transformation, the People's Committee of Phu Tho province has just issued Plan No. 9042/KH-UBND on supporting enterprises to invest in developing new digital applications and services in the form of PPP.

To concretize the goal, Phu Tho province proposed 7 groups of key tasks and solutions . In particular, the first important content is to determine the list of PPP projects in the field of science - technology and digital transformation, including: Urban shared data infrastructure; shared digital platform; AI, IoT, Cloud application research and development center; information security projects; digital human resource training center; and infrastructure serving the commercialization of local digital technology products according to the provisions of Decree 180.

Regarding investor selection, Phu Tho will appraise and approve the project according to the Investment Law under the PPP method. Depending on the nature of each project, the province will apply selection methods such as open bidding, competitive negotiation or designated bidding in special cases according to regulations, especially for projects using strategic technology, requiring synchronization of digital infrastructure or urgent implementation. The decentralization of contract signing will be carried out transparently, accompanied by periodic assessment and monitoring.
