On the evening of April 10th, Nguyen Anh Chien, Deputy Chief of the Office of the People's Committee of Thanh Xuan District, signed and issued a document responding to press inquiries regarding issues related to the "makeshift" mini-apartment building (commonly referred to as a multi-apartment building) at 22 Alley 236/17 Khuong Dinh (Ha Dinh Ward).
A makeshift mini-apartment building, constructed on crutch, has 8 floors, exceeding the permitted number of floors by several floors.
Previously, on March 28th, at a press conference on the socio -economic situation in the first quarter of 2024, the press requested the Thanh Xuan District People's Committee to provide information on the inspection results of the "rickety" mini-apartment building. They also asked the local authorities to state how many floors the building was permitted to have, whether it violated construction regulations, and if so, whether Thanh Xuan District would demolish the violating sections.
However, representatives from the Thanh Xuan District People's Committee only responded to the developments of the case and the actions taken by the authorities after relocating 57 households from the "rickety" mini-apartment building, without mentioning anything related to the construction permit or the stance on handling violations concerning the unauthorized construction.
Finding the response from the representative of the Thanh Xuan District People's Committee unsatisfactory, the press continued to inquire about the construction permit. At this point, Mr. Truong Viet Dung, Chief of the Office of the Hanoi City People's Committee, requested the Thanh Xuan District People's Committee to provide complete information as requested by the press before April 10th.
The document signed by Mr. Chien indicates that the expert assessment is currently being carried out by the relevant agencies and no results are available yet.
Regarding construction permits, according to Thanh Xuan District, the "rickety" mini-apartment building was granted construction permit No. 315-2016/GPXD dated June 24, 2016, by the People's Committee of Thanh Xuan District for a 6-story building with a mezzanine and technical stairwell, and construction permit No. 673-2016/GPXD dated September 16, 2016, for a 5-story building with a mezzanine and technical stairwell.
"The current status of the building is an 8-story building with a stairwell penthouse. This building is among those that Thanh Xuan District has reported to the inspection team according to the decision of the Standing Committee of the Hanoi City Party Committee," the document stated.
As can be seen, the content of the press response from the People's Committee of Thanh Xuan District acknowledged that the mini-apartment building was constructed with extra floors. However, the local authorities did not mention whether they would "cut off" the illegally constructed upper floors in the future.
Previously, on February 24th, many residents living in the 8-story mini-apartment building at 22 Alley 236/17 Khuong Dinh had to move their belongings elsewhere due to cracks in several concrete columns and beams in the building's basement. This mini-apartment building has nearly 60 apartments, which the developer has sold to residents for use since 2017.
At the time the residents had to relocate, some of the concrete and steel columns on the first floor of the apartment building had cracked. To support the building, a system of iron scaffolding was erected around the base of the cracked columns.
Regarding the incident involving the "rickety" mini-apartment building, the Hanoi People's Committee has requested the Thanh Xuan District People's Committee to clearly determine the cause of the beam and column cracks in this mini-apartment building, and to hold accountable the organizations and individuals involved.
