(BGĐT) - Due to the demand for sightseeing, recreation, and entertainment from the people, a number of spontaneous tourist spots have recently emerged in Bac Giang province. Local authorities and relevant agencies have actively intervened to inspect, rectify, and handle violations.
Attracting thousands of tourists.
Last July, the Chairman of the People's Committee of Luc Nam District directed the inter-agency inspection team, the People's Committee of Luc Son Commune, and the People's Committee of Vo Tranh Commune to inspect three tourism and resort businesses in the area. These were the Coi Nguon tourist site and the Nha Ben Suoi Homestay in Luc Son Commune, and the Thung Lung Trang tourist site in Vo Tranh Commune (Thung Lung Trang is currently under construction and not yet operating as a tourist service).
Inspections revealed that all three accommodation and resort establishments are family-run businesses; they possess business registration certificates for accommodation and resort services in their homes, with a capacity to accommodate approximately 30 guests per night. The households have invested in constructing numerous facilities to serve guests, such as dining halls, restrooms, community centers, swimming pools, and metal-framed gazebos. The violations of these establishments include constructing multiple structures on land designated for perennial crops within the same plot of land as a house, exceeding the permitted residential land limit by a significant area.

Mr. Duong Cong Dinh, Vice Chairman of the Luc Nam District People's Committee, said: “The District People's Committee has directed relevant agencies and the People's Committees of the communes to identify violations in tourism and resort business activities and other related fields at the three establishments and handle violations according to regulations. It is known that during this year's April 30th holiday, the Coi Nguon tourist site and Nha Ben Suoi Homestay welcomed thousands of visitors, and at times had to close the gates to limit entry due to overcrowding.”
During the recent April 30th holiday, thousands of people flocked to Dong Cao plateau (Son Dong district) for camping. The trash left behind by tourists has marred the natural beauty of the area. Plastic bags, bottles, used tissues littered the hills, and leftover food emitted a foul odor, leaving many feeling disgusted and unhappy.
When the water recedes, the lush green grass covering the Ong Lake in Tien Thang commune (Yen The district) creates a beautiful scene that attracts thousands of visitors . At times, thousands of people from within and outside the province come here daily to take photos and camp, with hundreds of cars and motorbikes crammed into the grassy areas. Many bring chickens and ducks to roast, and use portable speakers to sing from morning till night; some even spread out raincoats and mats to lie on the grass. According to local residents, there have been fights over seating and camping spots. The commune's People's Committee has placed eight trash cans, but the sheer number of visitors and the lack of awareness among many people lead to littering, significantly impacting the environment. "We had to mobilize the youth union and women's association members to clean up the trash for almost a week before it was clean, and we also directed the authorities to disperse the crowds gathering in the area," said Mr. Le Duc Hai, Chairman of the Tien Thang Commune People's Committee.
Strengthen inspections and crack down on violations.
Due to the strong increase in demand for sightseeing and relaxation from tourists, especially during holidays and weekends, some organizations and individuals in the province have been operating services spontaneously, without complying with regulations on tourism services. These locations often offer services such as food and beverage, parking, sightseeing tours, or boat rentals. Bac Giang province has great potential for tourism development, especially community-based tourism, but currently very few businesses are investing in this sector. The establishment of tourist destinations aims to meet the sightseeing needs of people from within and outside the province.

The province's policy is to prioritize and promote community-based tourism development to preserve and promote the value of ethnic cultural identity, create jobs for local workers, and boost socio-economic development, especially in ethnic minority areas. However, all tourism-related activities must be strictly managed and comply with the law. Without proper management, it is highly likely that spontaneous tourist destinations will proliferate, leading to many negative consequences such as: water pollution in lakes and streams; waste accumulation; forest fires caused by tourists grilling food; drowning risks in lakes, streams, and swimming pools; loss of public order and food safety; and violations of land laws.
To effectively manage and address this situation, local authorities (communes, wards, towns), relevant agencies, and the People's Committees of districts and cities need to strengthen inspection and supervision, promptly preventing and strictly handling violations. Mr. Do Tuan Khoa, Deputy Director of the Department of Culture, Sports and Tourism, stated: “The Department has issued a document requesting the chairmen of the People's Committees of districts and cities to direct specialized departments, units, communes, wards, and towns to strengthen monitoring of business activities at spontaneous tourist sites. They should intensify propaganda to inform tourists and residents about the risks to people and property at these spontaneous tourist sites; review and erect prohibition and danger warning signs. Violations related to spontaneous tourism activities should be handled according to their authority. Organizations and individuals must be resolutely prevented from exploiting and operating tourism services, especially water-based recreational activities on rivers, lakes, and adventure games, without written approval from competent authorities.”
It is known that recently, the Chairman of the People's Committee of Son Dong district directed the communes and towns of Van Son, Phuc Son, An Lac, Long Son, and Tay Yen Tu to take the lead in coordinating with the District Department of Culture and Information to develop a plan for managing and exploiting tourist sites such as Khe Ro, Dong Cao, Khe Chao, and other sites with tourism development potential, and to report to the District People's Committee for guidance on implementation.
