Quang Ninh province is a locality that has early developed a land use plan to prevent and minimize the degradation of natural resources; resolutely implemented a roadmap to stop the exploitation and closure of stone quarries for common construction materials. The departments and branches assigned to advise the Provincial People's Committee are determined not to grant new exploration and exploitation licenses, and not to extend licenses for limestone quarries located along highways, national highways and in areas with valuable landscapes along Ha Long Bay and Bai Tu Long Bay.
Particularly for the Vietnam National Coal - Mineral Industries Group (TKV), the Provincial People's Committee has closely coordinated in leading and directing the management of land, coal and mineral resources and mine closure; both sides have discovered shortcomings and potential risks, forecasted negative impacts to unify mechanisms, measures, and viewpoints for timely handling and resolution, ensuring strict compliance with regulations. Each coal industry enterprise organizes inspections of mine boundaries and mining sites according to each production shift, applying regulations on daily work reporting with images and videos... Many units are equipped with modern camera systems and GPS devices to monitor coal mining, transportation, processing and consumption activities. TKV has completed a plan to handle screening residue, acid rock and soil and rock mixed with coal in the direction of processing right at the mine, creating products that meet market demand. At the mining sites, units have strengthened control stations, managed vehicles entering and exiting mine boundaries and transporting coal; Build perimeter walls, provide night lighting and maintain camera operation in the coal storage area.
In the current period, the coal industry is accelerating the mine closure roadmap, gradually reducing and eventually ending open-pit coal mining, gradually increasing underground coal mining output and modernizing mining technology, moving towards parallel development between the coal industry and the tourism industry. Up to now, TKV has limited the export of raw minerals, while the export rate of metal ores and antimony has decreased to 0%. The industry is also improving the effectiveness and efficiency of the overall project to ensure the source of landfill materials in the province until 2025, with a vision to 2030, promoting the use of mine waste rock and soil as landfill materials to ensure economic security in the construction materials sector.

From the above solutions, Quang Ninh province has basically prevented the formation of hot spots for illegal mining, transportation, processing and trading of coal and minerals. Socio-economic development projects with resources and minerals are strictly controlled; ports and transport routes are strictly managed, basically there are no more illegal mining and transportation of minerals.
Currently, the Department of Agriculture and Environment is focusing on the task of determining land prices, creating a solid legal basis for land price appraisal, strengthening inspection and post-inspection for most specific land price options. The Provincial People's Committee also issued a decision approving the project to develop the first land price list to be announced and applied from January 1, 2026 in the province. Most recently, the Provincial People's Committee coordinated with the Department of Geology and Minerals of Vietnam, the Ministry of Agriculture and Environment to issue 6 areas for exploiting waste rock and soil as fill materials with a total reserve of 42,097m3. This contributes to environmental protection, saving costs for dumping, environmental restoration, and reducing pressure on landfills. Along with that, the Provincial People's Committee encourages research and application of advanced and modern science and technology in mineral exploration, exploitation, and processing, associated with circular economic models, green economy, and adaptation to climate change; protect and limit impacts on the environment, especially the residential environment.
