Kinhtedothi - Since the issuance of Conclusion No. 127-KL/TW, the Tay Ho District Party Committee has promptly implemented propaganda and thorough dissemination of the conclusion to all Party branches, Party organizations, and all cadres, Party members, civil servants, and public employees in the district.
A proactive approach to the two-tiered government model.
In line with Conclusion No. 127-KL/TW dated February 28, 2025, of the Politburo and the Secretariat of the Central Committee, the Tay Ho District Party Committee has directed agencies and units to focus on reviewing the staff of officials, civil servants, and public employees, clearly identifying necessary job positions, and avoiding redundancies or overlapping responsibilities.
To date, the policy of researching and orienting the merger of some provincial-level units, eliminating district-level organizations, and merging some commune-level units; implementing a two-tiered local model (party organization, government, mass organizations) to ensure efficiency, effectiveness, and efficiency... in accordance with the spirit of Conclusion No. 127-KL/TW dated February 28, 2025, of the Politburo and the Secretariat on conducting research and proposing further reorganization of the political system's organizational structure has been thoroughly disseminated throughout the district's Party organization by the Standing Committee of the Tay Ho District Party Committee.
According to Le Thi Thu Hang, Secretary of the Tay Ho District Party Committee and Chairwoman of the District People's Council, the Standing Committee of the District Party Committee has directed the intensification of propaganda and implementation of the policy on streamlining the organizational structure to each Party branch and Party member. The dissemination and implementation of Conclusion No. 127-KL/TW have been carried out through various forms; incorporating it into Party committee meetings, and promptly informing cadres, Party members, civil servants, and employees about the plans, models of organizational systems, restructuring projects, and policies and regulations.
This has motivated and encouraged every cadre, Party member, civil servant, and public employee to uphold a sense of responsibility and be ready to sacrifice personal interests for the common good. The biggest goal that Tay Ho district has set currently is to focus on leadership and guidance, continue to implement local tasks, and maintain discipline and order in the management and operation of the government at all levels.
“Instead of feeling anxious, every official and Party member in the entire Tay Ho District Party Committee is determined to strive to complete all assigned tasks well, and is ready to continue contributing when assigned to new positions. Because no matter what position they hold, every official and Party member can contribute to the overall development of the locality and Hanoi ,” shared the Secretary of the Tay Ho District Party Committee.
Recruiting young cadres will strengthen the Party branch.
According to Cong Minh Tuan, Chairman of the People's Committee of Nhat Tan Ward, understanding the Central Government's policy on continuing to streamline the administrative apparatus, Nhat Tan Ward has determined that it must maintain administrative discipline and order, provide the best service to the people, and strive to complete the assigned targets and tasks. As a result, the socio-economic development targets for the first quarter of 2025 in the ward are estimated to have been completed exceeding those of the same period in 2024.
Meanwhile, in the Party branches throughout Tay Ho district, the Central Committee's policy on organizing local government at two levels was also a topic of lively discussion at specialized and regular meetings. This policy not only received support from cadres and Party members but also created great consensus among the people.
According to Chu Thanh Tuyen, Secretary of the Party Cell of Residential Area 17, Xuan La Ward, cadres, Party members, and the people have been closely following information about the revolution to streamline the organizational structure. They also believe that, under the leadership of the Party, the revolution will be successfully implemented, quickly yielding results and contributing to the development of the country and the capital city.
“After the streamlining process, there will be a large surplus of young, capable, and professionally qualified personnel who previously worked in district and ward units. If they are reviewed, evaluated, and assigned to the right positions, this will be the next generation to become Party branch secretaries and neighborhood group leaders on a much larger scale than currently,” Mr. Chu Thanh Tuyen stated.
Meanwhile, Chu Huu Hong, Secretary of the Party Cell of Residential Area No. 4, Nhat Tan Ward, informed that although the restructuring and streamlining of the administrative apparatus will have a certain impact, cadres, Party members, and the people all believe that this is a correct policy, creating a foundation for the country to enter a new stage of development.
Having served as Party Branch Secretary and Neighborhood Group Leader for 25 years, Mr. Chu Huu Hong hopes that the city will consider and evaluate the contributions of officials who have served the locality for many years, thereby encouraging them to actively participate in the common work of the locality.
It is clear that Conclusion No. 127-KL/TW aims to reform the organizational structure of the political system towards a "lean, efficient, effective, and effective" approach. However, to quickly implement this important policy, the arrangement and placement of cadres and civil servants at the commune level need to be carried out effectively.
According to Le Thi Thu Hang, Secretary of the Tay Ho District Party Committee, over the years, Tay Ho district has built a team of dynamic, creative officials who dare to think, dare to act, and dare to innovate for the common good. Many new and difficult tasks have been successfully implemented by the district, and have been recognized by the Standing Committee of the Hanoi City Party Committee.
At the same time, it is hoped that, during the implementation of Conclusion No. 127-KL/TW, the city will create conditions for Tay Ho district to proactively arrange and assign personnel according to the new organizational model, ensuring fair and transparent implementation, contributing to the goal of building a service-oriented and innovative government that better meets the needs of the people.
With determination and strong consensus, Tay Ho district is systematically and scientifically implementing a streamlined administrative apparatus revolution, ensuring that local government operates effectively and efficiently, better meeting the needs of the people and contributing to the sustainable development of the capital and the country.
