At the conference, Deputy Head of the Central Organizing Committee Nguyen Quang Duong announced Decision No. 2568-QDNS/TW, dated November 28, 2025 of the Politburo on Cao Bang Provincial Party Secretary Quan Minh Cuong ceasing to participate in the Executive Committee, Standing Committee, ceasing to hold the position of Cao Bang Provincial Party Secretary for the 2025-2030 term, and transferring and appointing him to participate in the Executive Committee, Standing Committee, holding the position of Quang Ninh Provincial Party Secretary for the 2025-2030 term.
