Quang Ngai invests heavily in infrastructure, "doing what is beneficial to the people and the country"

On the afternoon of February 9, Prime Minister Pham Minh Chinh and the Government delegation worked with Quang Ngai province, giving guidelines to remove obstacles, as well as suggesting development directions, especially investment in transport infrastructure.

Quang Ngai proposes to build expressway connecting Central Highlands and airport

At the meeting, Chairman of Quang Ngai Provincial People's Committee Nguyen Hoang Giang reported on many contents and asked for instructions to serve as a basis for the province to implement. In particular, the focus was on the policy for the province to invest in many breakthrough transport infrastructure projects.

Quang Ngai provincial leaders proposed that the Prime Minister direct relevant agencies to promptly implement the construction and completion of the Da Nang - Quang Ngai expressway interchange with the Tri Binh - Dung Quat route at Dung Quat Economic Zone. This is a very important connection point of the province.

"In case the Vietnam Expressway Corporation has not yet balanced the resources for implementation, the province will use the remaining salary reform funds to complete the investment and put this intersection into operation so that Quang Ngai can fully exploit the infrastructure advantages connecting with the Eastern North-South Expressway," said the leader of Quang Ngai province.

According to the Quang Ngai Provincial Party Committee, in 2024, the province will have 25 socio-economic targets achieved and exceeded the set plan.

Of which, economic growth (GRDP) reached 4.07%, exceeding the plan (increasing from 2.5-3%). Total social investment capital was 68,865 billion VND. Total budget revenue was 30,333 billion VND.

In 2024, the industrial production value in Quang Ngai province will be about 157,521 billion VND, exceeding the plan by 15.3%; import-export turnover will reach nearly 2.95 billion USD, exceeding the plan by 17.8%.

At the same time, the leaders of Quang Ngai province also proposed that the Prime Minister direct the Ministry of Transport to study and prioritize investment in expressways passing through the area according to the approved planning, in order to gradually complete the transport infrastructure network, create development momentum, form the East-West economic corridor, link the Central Dynamic Region with the Central Highlands and connect with Southern Laos, Northeastern Thailand, associated with promoting investment in the development of Dung Quat Economic Zone and Chu Lai Open Economic Zone.

In addition, there needs to be a mechanism and the highest support from the central budget for the province to invest in the Quang Ngai - Kon Tum expressway phase I and Ly Son airport under the BOT form.

In particular, with the Quang Ngai - Kon Tum Expressway project phase I, Quang Ngai province is allowed to be the competent authority; proposing a number of specific mechanisms and policies in the process of project preparation, appraisal and approval.

Ly Son airport in particular is allowed to be added to the planning of the airport system for the period 2021 - 2030.

Speaking at the meeting, Minister of Transport Tran Hong Minh agreed with the province's proposal to invest in and complete the expressway interchange with Tri Binh Road. This interchange is not yet completed, making travel difficult and affecting trade in goods in Dung Quat Economic Zone.

Regarding the investment in the Quang Ngai - Kon Tum expressway, Minister Tran Hong Minh agreed with the proposal and requested Quang Ngai province to select investors and implement the project in accordance with legal regulations.

Regarding the Dung Quat - Sa Huynh coastal route, there is an overlapping section in the planning for exploration, exploitation, processing and use of titanium minerals on an area of about 19.5 hectares. Quang Ngai province proposed to remove the above area from the mineral exploitation planning.

At the same time, supplement the central budget capital for the province to complete the project. In the immediate future, allow Quang Ngai province to continue implementing the Dung Quat - Sa Huynh coastal road project according to the approved planning.

Minister Tran Hong Minh said that, in terms of capital, localities should study the use of increased budget revenue to transfer resources to investment and implementation expenditures. Adjusting the route is under the authority of localities.

According to Deputy Minister of Natural Resources and Environment Le Minh Ngan, the land use planning already includes this route, so the Ministry agreed to reclaim the land area related to the titanium mine to build a coastal road.

Deputy Minister Le Minh Ngan noted that when constructing, dig up and leave it on the side of the road (storage), so that the road can be constructed while preserving minerals, avoiding loss.

Invest in what is beneficial to the people and the country.

In addition to infrastructure, Quang Ngai province leaders reported that implementing Resolution No. 26 of the Politburo on socio-economic development, the province has two important projects: the National Oil Refinery and Energy Center in Dung Quat Economic Zone and the development of Ly Son island district into a sea-island tourism center.

The province wants to have some specific mechanisms and policies to ensure the legal basis and resources for implementation. Study the temporary plan to use imported liquefied gas or other materials to replace the gas materials expected to be exploited at the Blue Whale field, in order to soon invest in putting into operation gas power plants at the Dung Quat Gas Power Center.

Regarding transport infrastructure, Quang Ngai proposed to allow the use of the remaining salary reform fund of about 15,000 billion VND to invest in the Dung Quat - Sa Huynh coastal road, the remaining section of which is from counterpart funds; transport and technical infrastructure in Dung Quat Economic Zone; the western bypass of Quang Ngai City; inter-district transport infrastructure with spillover properties, connecting with neighboring provinces to promote socio-economic development...

Concluding the meeting, Prime Minister Pham Minh Chinh said that for the proposed plan to use liquefied gas, the Oil and Gas Group should work with foreign partners to exploit it early. It must be completed and operated effectively by 2027 at the latest.

For the Dung Quat - Sa Huynh coastal road, there is a titanium mine. If it is open-pit, exploit it. If not, leave it there and focus on building the coastal road.

"The province can decide according to the instructions of the Ministry of Natural Resources and Environment, but the instructions must have outputs. If it exceeds its authority, it must report to the Prime Minister," the Prime Minister emphasized.

The head of the Government requested Quang Ngai to complete the Dung Quat - Sa Huynh coastal road, with the province's development investment capital focused on this road.

"Province 50%, Central 50%, do it quickly because the coastal space on both sides is developing very well. Don't let it drag on any longer," the Prime Minister directed.

Regarding the use of the remaining salary reform fund for infrastructure investment, the Prime Minister said Quang Ngai province will decide according to its authority. If salaries are guaranteed until 2026, it will be used for development investment and inter-regional projects.

Regarding the Da Nang - Quang Ngai expressway interchange with Dung Quat economic zone, the Prime Minister requested the Ministry of Transport to adjust the project. This interchange, after completing the procedures, will be completed in no more than 6 months.

Regarding the Quang Ngai - Kon Tum expressway project, the head of the Government requested Quang Ngai to take care of site clearance and the Central Government to invest in construction costs.

"Regarding the proposal to build Ly Son airport, agree to assign the People's Committee of Quang Ngai province to study, if it is effective and public-private partnership is possible, then agree. The Ministry of Transport will add it to the planning. The authority belongs to you, if you see it is beneficial to the people, the country, and necessary, then do it. Any airport is dual-use, we must coordinate with the Ministry of National Defense to implement it," the Prime Minister emphasized.

On the morning of February 9, during his working program in Quang Ngai, Prime Minister Pham Minh Chinh offered incense at the memorial site of the late Prime Minister Pham Van Dong.

The Prime Minister then inspected the implementation of the program to eliminate temporary and dilapidated houses in the locality.

On the same day, Prime Minister Pham Minh Chinh and the Government delegation inspected and directed the implementation of the Dung Quat - Sa Huynh coastal road project; inspected the construction of the Quang Ngai - Hoai Nhon expressway through Quang Ngai province.
