According to the Ministry of Industry and Trade 's plan, the National Petrochemical and Energy Center project in Dung Quat has a total projected investment of $16.1 - $20.5 billion, divided into two phases. By 2050, this area will not only be the national energy hub but also one of the largest petrochemical refining centers in Southeast Asia. Logistics, high technology, human resource training, and urban development will also be boosted by secondary investment.
According to Dr. Hoang Hong Hiep, Deputy Director of the Institute of Social Sciences of the Central and Central Highlands Regions: Resolution 26 of the Politburo has identified Dung Quat as the National Oil and Gas Refining and Energy Center, presenting an opportunity for Quang Ngai to turn that opportunity into reality. Quang Ngai must build and attract an oil refining ecosystem there. This ecosystem will spread the preferential policies of the state to economic entities. This, combined with Da Nang, a service center, will create a new phase of development.
Quang Ngai province has identified the Dung Quat Refinery as the core of the National Petrochemical and Energy Center. Currently, the Dung Quat Economic Zone already has existing storage facilities, ports, and pipelines. Upon its formation, the center is expected to develop rapidly, have a significant ripple effect, attract numerous large-scale investment projects in petrochemicals, renewable energy, new energy, clean energy, oil and gas storage, and operate efficiently according to an integrated model of petrochemicals - gas - electricity - energy, a green economy, a circular economy, and digital transformation. This will optimize the exploitation and utilization of resources.
Deputy Secretary of the Provincial Party Committee and Chairman of the Quang Ngai Provincial People's Committee, Nguyen Hoang Giang, emphasized: “ Recognizing the central role of the oil refinery in the high-tech industrial value chain, Quang Ngai province has been implementing many solutions to form a synchronized support ecosystem in the Dung Quat Economic Zone. Specifically, the province has planned and actively promoted the formation of a petrochemical supporting industrial cluster within the Dung Quat Economic Zone, creating space to attract businesses producing raw materials, chemicals, and technical support for the refining and petrochemical sector. The Quang Ngai Provincial People's Committee has worked with the Ministry of Industry and Trade in the process of developing the National Oil Refining and Petrochemical and Energy Center Project, along with specific mechanisms and policies proposed for application to the Center. In addition, the province will prioritize policies to attract high-quality human resources and technology businesses , through support in land, taxes, housing for experts, and coordinated training with technical education institutions . ”
In the coming period, Quang Ngai province will cooperate with Binh Son Refining and Petrochemical Joint Stock Company in developing investment projects and researching modern technologies, focusing on three main pillars: oil refining and petrochemicals, chemicals, new materials, and green transition in line with the energy transition trend, contributing to the greening of the economic zone. Once the National Oil Refining and Petrochemical and Energy Center in the Dung Quat Economic Zone is established and developed, it will create new momentum, strongly promoting economic and social development not only of Quang Ngai province but also of the region and the whole country.
