Accordingly, Regulation No. 368 promulgates a list of positions and leadership positions of the political system, including 4 groups. Group 1 is the key leadership positions and senior leaders of the Party and State.
Regulation 368 of the Politburo provides new regulations on key leadership positions and senior leaders of the Party and State.

Group 2 is the leadership positions and titles under the management of the Politburo. Group 3 is the leadership positions and titles under the management of the Secretariat. Group 4 is the framework of leadership positions and titles under the management of Party committees, Party organizations, and agency and unit leaders.
Compared to the previous regulation in Conclusion 35 dated May 5, 2022, Regulation 368 has added a group of titles. Specifically, group 2 of titles and leadership positions under the Politburo and Secretariat in Conclusion 35 is divided into 2 groups (group 2 and group 3).
Key leadership positions, senior leadership
According to the newly issued Regulation 368, Group 1 includes key leadership positions and senior leaders of the Party, State, and Vietnam Fatherland Front, divided into 2 groups. Group 1 includes key leaders of the Party and State, including: General Secretary, President, Prime Minister, Chairman of the National Assembly , and Standing member of the Secretariat.
Thus, compared to the old regulations in Conclusion 35, the group of key leadership positions has been supplemented with the title of Standing Secretary of the Secretariat. In Conclusion 35, this position belongs to the group of senior leaders of the Party and State.
In the group of senior leadership positions of the Party, State, and Vietnam Fatherland Front, Regulation 368 added the following positions: Chairman of the Central Inspection Committee; Head of the Party Central Committee; Chief of the Central Party Office; Director of the Ho Chi Minh National Academy of Politics. Previously, in Conclusion 35, these positions were not included in the group of senior leadership positions of the Party, State, and Vietnam Fatherland Front.
Accordingly, the group of senior leadership positions of the Party, State, and Vietnam Fatherland Front according to the new regulations include: Politburo member; Secretariat member; Chairman of the Central Committee of the Vietnam Fatherland Front; Chairman of the Central Inspection Committee; Head of the Party Central Committee; Chief of the Party Central Office; Director of the Ho Chi Minh National Academy of Politics; Vice President; Deputy Prime Minister; Vice Chairman of the National Assembly; Chief Justice of the Supreme People's Court; Director of the Supreme People's Procuracy.
Group of titles and positions under the management of the Politburo
For the group of titles and leadership positions under the management of the Politburo (group 2), compared to the old regulations in Conclusion 35, they are only divided into 2 levels instead of 3 levels. Specifically, level 1 includes the following titles: official member of the Party Central Committee (alternate Central Committee members holding any working position will have their rank determined and enjoy the regimes and policies according to their current working position); Deputy Head of the Central Inspection Committee , Deputy Head of the Party Central Committee, Deputy Head of the Central Party Office (member of the Party Central Committee).
Members of the Standing Committee of the National Assembly (Secretary General, Head of the Office of the National Assembly; Chairman of the Council of Nationalities, Chairmen of the National Assembly's Committees), State Auditor General; Ministers and heads of ministerial-level agencies, Head of the Office of the President; Vice Chairman - General Secretary of the Central Committee of the Vietnam Fatherland Front, Vice Chairman of the Central Committee of the Vietnam Fatherland Front is the head of a socio-political organization at the Central level .
Editor-in-Chief of Nhan Dan Newspaper, Editor-in-Chief of Communist Magazine; Secretary of Provincial Party Committee, City Party Committee; Deputy Secretary of Party Committee of 4 Party Committees directly under the Central Party Committee ( Central Party agencies; Government; National Assembly; Fatherland Front, Central mass organizations); Deputy Secretary of Hanoi Party Committee , Ho Chi Minh City Party Committee (member of the Central Party Committee ); Chairman of People's Council, Chairman of People's Committee of Hanoi, Ho Chi Minh City
At level 2, including: Deputy Head of the Central Inspection Committee (not a member of the Party Central Committee ); President of the Vietnam Academy of Social Sciences; President of the Vietnam Academy of Science and Technology; General Director of Vietnam News Agency ; General Director of Voice of Vietnam ; General Director of Vietnam Television.
Group of titles and positions under the management of the Secretariat
The leadership positions and titles under the management of the Secretariat are still divided into 3 levels as before, but have been rearranged.
Specifically, at level 1, including: deputy heads of Party agencies at the Central level (not members of the Party Central Committee ); deputy director of the Ho Chi Minh National Academy of Politics; deputy chief justice of the Supreme People's Court; deputy director of the Supreme People's Procuracy; deputy head of the Office of the President; member of the Central Inspection Committee; deputy chairman of the Ethnic Council; deputy heads of National Assembly committees; deputy head of the National Assembly Office; deputy auditor general of the State Auditor.
Deputy Ministers, Deputy Heads of ministerial -level agencies; Deputy Editor-in-Chief of Nhan Dan Newspaper; Deputy Editor-in-Chief of Communist Magazine; Vice Chairman of the Central Committee of the Vietnam Fatherland Front; Deputy Heads of Central socio-political organizations; Deputy Secretary of Provincial and City Party Committees; Chairman of People's Councils, Chairman of People's Committees of provinces and cities; Deputy Secretary of the 4 Party Committees directly under the Central Committee .
Chairmen of mass organizations assigned by the Party and State at the Central level (including: Vietnam Federation of Commerce and Industry, Vietnam Union of Science and Technology Associations, Vietnam Union of Literature and Arts Associations, Vietnam Union of Friendship Organizations, Vietnam Cooperative Alliance, Vietnam Journalists Association, Vietnam Writers Association, Vietnam Red Cross Society, Vietnam Lawyers Association, Vietnam Bar Federation, Vietnam Association of the Elderly); Director - Editor-in-Chief of the National Political Publishing House Truth; Director of Hanoi National University, Director of Ho Chi Minh City National University; Assistant to key leaders of the Party and State; Vice Chairman of the Central Theoretical Council.
At level 2, including: heads of provincial and municipal National Assembly delegations; judges of the Supreme People's Court, prosecutors of the Supreme People's Procuracy; assistants to members of the Politburo and Secretariat.
Level 3 includes: assistants to the following positions: Chairman of the Central Committee of the Vietnam Fatherland Front; Head of the Central Party Committee's agencies and departments; Director of the Ho Chi Minh National Academy of Politics; Vice President, Deputy Prime Minister, Vice Chairman of the National Assembly; Chief Justice of the Supreme People's Court; Chief Prosecutor of the Supreme People's Procuracy (not a member of the Politburo or Secretariat); Permanent Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union.
