
Abolish regulations on specialized statistical inspection
Presenting the Draft Law on amending and supplementing a number of articles of the Law on Statistics, Minister of Finance Nguyen Van Thang said that the development of the Law on amending and supplementing a number of articles of the Law on Statistics aims to create a legal corridor for statistical activities; provide accurate, objective, timely statistical information, correctly and fully reflecting the socio-economic situation in each period; help analyze, plan and operate macro policies and ensure international comparison requirements in all fields.
The draft Law consists of 2 articles. Compared to the Law on Statistics, the draft Law retains 37 articles; amends 35 articles, of which 9 articles only amend the contents related to the names of ministries, branches, agencies, units, state statistical organizations, and 2-level local government organizations; and adds 2 articles.

The Draft Law focuses on amending: (1) A group of regulations related to the arrangement of the state apparatus and state statistical organizations, and the organization of two-level local governments; (2) A group of regulations related to specialized statistical inspection and specialized statistical inspection; (3) A group related to statistical expertise and profession arising in practice; (4) A group of regulations related to the application of statistical methods, information technology and digital transformation in state statistical activities.
The Draft Law omits the provisions on specialized statistical inspection in Article 8 of the Law on Statistics and the district-level statistical information system in Article 16 of the Law on Statistics, and the district-level statistical indicator system in Article 22 of the Law on Statistics to ensure consistency with the Law on Inspection and the 2-level local government model.

Regarding decentralization in the field of statistics, the draft Law amends and supplements 2 articles (Article 28 and Article 50), adjusting the authority of the Minister of Finance and decentralizing to the Head of the central statistical agency in deciding to conduct investigations of statistical surveys assigned to the Ministry of Finance in the national statistical survey program; organizing and coordinating research activities, applying advanced statistical methods in state statistical activities.
Research on updating the list of national statistical indicators
The report on the review of the draft Law was presented by Chairman of the Economic and Financial Committee Phan Van Mai. Accordingly, the Economic and Financial Committee agreed with the necessity and scope of amending and supplementing a number of articles of the Law on Statistics to institutionalize the Party and State's guidelines and policies, ensuring compliance with the regulations on the organization of two-level local governments, the organization of the apparatus and powers of inspection agencies, and amending a number of contents on statistical expertise and profession, enhancing the application of science and technology and digital transformation to be widely applied, meeting practical requirements.

Regarding the review and amendment of the regulation from “district level” to “commune level”, Chairman of the Committee Phan Van Mai said that the Economic and Financial Committee agreed with the proposed amendment related to the organization of statistical tasks at all levels. In addition, it is recommended that the drafting agency carefully review to ensure feasibility, suitability with the characteristics of the agency performing statistical tasks at the commune level, and suitability with the capacity and staffing of the commune level.
Regarding groups of regulations related to statistical specialized inspection and statistical specialized inspection, the Economic and Financial Committee found that the content of the Government's proposed amendments is consistent with Conclusion No. 134-KL/TW dated March 28, 2025 of the Politburo and the Secretariat on the Project to streamline the inspection agency system to be streamlined, strong, efficient, effective, and efficient, and the Law on Inspection 2025.

Therefore, we basically agree with the draft Law and propose to review to clearly stipulate specialized statistical inspections carried out by statistical agencies; inspection activities in specialized fields continue to be carried out in accordance with inspection laws.
In addition, the Economic and Financial Committee agreed to study and supplement necessary statistical indicators to ensure practical requirements. At the same time, it is recommended that the drafting agency review and study clear regulations on authority, responsibility, coordination mechanism, and data sharing between the statistical agency and relevant agencies; Study and update the list of national statistical indicators to suit economic development requirements, ensure compliance with the Resolution of the 13th National Party Congress and prepare documents for the 14th National Party Congress.
