Determined to complete the handover of the 500kV line corridor, circuit 3, before April 15, 2024
The entire project has completed the handover of 100% of the foundation sites and nearly 50% (252/503) of the anchorage areas. However, the corridor site still cannot be completed and handed over in March as directed by the Prime Minister.
At the Review Meeting to review the progress and implementation status of the 500kV line project, circuit 3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) with the participation of representatives of relevant ministries, branches, and People's Committees of 9 provinces where the project passes through, many issues were frankly mentioned to find more drastic solutions.
Strengthen inspection and supervision of construction progress
Mr. Nguyen Anh Tuan, General Director of Vietnam Electricity Group (EVN), said that up to now, the entire project has completed handover of 100% of the foundation site and nearly 50% (252/503) of the anchorage spaces.
On the entire route, foundation construction is being carried out simultaneously at 1,177/1,177 locations (100%), foundation casting has been completed at 512/1,177 locations; 221/1,177 steel columns have been handed over, of which 79/1,177 steel columns have been completed and 62/1,177 steel columns are being erected.

In recent times, in order to complete the progress as directed by the Prime Minister, EVN/National Power Transmission Corporation (EVNNPT) has continued to strengthen inspection work, resolutely urging construction contractors to concentrate human resources and construction machinery to promptly complete the construction of column foundations and organize the installation of columns and stretching of wires according to the committed schedule; urging contractors supplying materials and equipment (steel columns, porcelain, accessories, optical cables and conductors...) to promptly complete the fabrication and transportation to the construction site for synchronous installation.
Every day, the Project's Advance Boards and supervision consultants meet to review the project progress with contractors; EVNNPT and Project Management Boards regularly send written reminders and warnings to contractors who are behind schedule.
In particular, on weekdays (including holidays), EVN and EVNNPT leaders take turns checking the construction situation at the site to direct, manage and remove difficulties and obstacles for contractors behind schedule.
At the same time, EVN/EVNNPT also strengthens inspection and supervision of contractors and construction units to effectively implement safety work at construction sites and ensure security and order in the locality; continues to coordinate with localities, ministries and branches to effectively propagate and mobilize people in the project area, creating social consensus during construction and management and operation after the project comes into operation.
There are still many recommendations.
Despite the efforts of units and localities, the project still faces many difficulties. Many localities have not yet completed compensation and support plans for the safety corridor. Some contractors providing equipment and materials such as steel poles, insulation, and accessories are behind schedule or at risk of being behind schedule compared to the contract, affecting the overall progress of the projects.
During the construction work, it was very difficult to mobilize a large number of construction machines for 239 pile foundation locations along the entire route in a short time. In addition, pile drivers have a large load capacity (200 tons/1 machine), many foundation locations are isolated by surrounding ponds - lagoons - canals - rivers, so opening access roads for pile drivers takes a lot of time, effort and cost.
In addition, many pile foundation locations are far from main traffic routes, rice fields, canals, and weak ground, so the implementation of construction roads to transport equipment, machinery, and materials is difficult, leading to slow progress in completion according to plan; many locations are located on high mountainous terrain and it is very difficult to transport machinery and materials for construction, especially when it rains; many locations when opening the foundation pit encountered large rocks...
According to EVN General Director Nguyen Anh Tuan, the project has received attention and support from the Prime Minister, Deputy Prime Ministers, Ministries, State Capital Management Committee at Enterprises, State Steering Committee and localities.

However, the remaining workload is very large. In order to strive to complete the projects as directed by the Prime Minister, EVN/EVNNPT recommends that the Prime Minister promptly consider and approve the compensation and site clearance support policy framework so that the Investor has sufficient basis to complete the site clearance work; recommends that the Ministry of Industry and Trade support in removing difficulties in transporting insulating equipment and accessories imported from abroad.
EVN/EVNNPT also recommends that localities promptly approve compensation plans for the foundation and safety corridors so that investors can complete compensation for people and businesses; continue to support the handover of remaining anchorage areas to carry out wire pulling work; direct the People's Committees of districts/Land Clearance Councils of districts to urgently inventory, count, and determine the number of houses/households that must be relocated and resettled, and carry out resettlement procedures for households, ensuring safety of the line corridor to energize the project...
At the meeting, local authorities also reported on the progress of implementation and committed to carrying out site clearance work on schedule.
Need to get involved, act more decisively
The Minister of Industry and Trade, Deputy Head of the Steering Committee, emphasized that in the past 2 weeks, the handover of the route corridor and the construction work have had certain changes, but have not yet achieved the set plan. In particular, the handover of the route corridor still cannot be completed in March as directed by the Prime Minister.
Therefore, localities need to act and participate more drastically, urge and direct provincial departments, branches and localities to complete the handover of the route corridor before April 15, 2024.
At the same time, urgently consider solutions for projects that must be demolished, relocated or resettled, ensuring that households are relocated before June 15, 2024.
Minister Nguyen Hong Dien also requested that Ministries and branches, with their responsibilities, continue to monitor and closely follow the implementation process of the Projects, and promptly guide the handling of any problems or issues (if any).
Recognizing the efforts of EVN/EVNNPT, the Minister requested to continue to strengthen inspection and urge contractors to focus all resources to speed up construction progress, provide materials and equipment; closely coordinate with localities to strengthen propaganda and mobilize people to support and agree with the project.
At the same time, EVN/EVNNPT also needs to continue to closely coordinate with localities to complete documents and procedures related to site clearance compensation; urge ministries and branches to promptly approve the compensation and resettlement support policy framework according to the direction of the Prime Minister.
