Resolutely implement national target programs

Accordingly, from now until the end of 2023 and the end of the 2021 - 2025 period, in order to strive to achieve the highest goals and targets assigned by the National Assembly, determined to disburse 100% of the planned capital for 2022 and at least 90% of the planned capital for 2023, the Deputy Prime Minister, Head of the Central Steering Committee requested ministries, agencies and localities to be more serious, more drastic with the highest political determination, mobilize the participation of the entire political system and people with a sense of responsibility for the common goal, urgently implement the Resolutions of the Government, Directives, Official Dispatches, and instructions of the Prime Minister in Official Dispatches No. 555/TTg-QHDP, dated June 16, 2023, No. 666/TTg-QHDP, dated July 18, 2023, Notice No. 335/TB-VPCP, dated July 18, 2023, and Circular No. 335/TB-VPCP, dated July 18, 2023. August 18, 2023 on accelerating disbursement progress, removing difficulties and obstacles in the implementation of national target programs.

The Deputy Prime Minister, Head of the Central Steering Committee, requested the Ministry of Planning and Investment to preside over and coordinate with relevant ministries, agencies and localities to develop and submit to the Prime Minister for promulgation regulations on the development of a national database and an online reporting regime on the System in monitoring and evaluating national target programs; establish a system for monitoring and evaluating national target programs according to the provisions of Decree No. 38/2023/ND-CP dated June 24, 2023 of the Government; guide localities in implementing a system of reporting forms on the implementation of national target programs to ensure consistency, logic, simplify administrative procedures and enhance decentralization in the process of entering and integrating information and reporting data; to be completed in the first quarter of 2024.

The Ministry of Planning and Investment shall develop and submit to the Government for promulgation a Decree replacing Decree No. 57/2018/ND-CP dated April 17, 2018 of the Government on policies and mechanisms to encourage enterprises to invest in agriculture and rural areas in accordance with the direction of Deputy Prime Minister Tran Luu Quang in Official Dispatch No. 6503/VPCP-NN dated August 23, 2023 of the Government Office; to be completed in November 2023.

The Ministry of Planning and Investment shall update and supplement information and data on the results of the implementation of national target programs as of September 30, 2023 and the estimated implementation in 2023, and send a document to the National Assembly's Supreme Supervision Delegation before October 5, 2023; continue to coordinate with the National Assembly's Supreme Supervision Delegation to propose and complete the dossier for submission to the National Assembly for approval of specific solutions and mechanisms to remove difficulties and obstacles related to the Laws and Resolutions of the National Assembly in the process of implementing national target programs at the 6th Session of the 15th National Assembly.

At the same time, monitor, urge, synthesize, and periodically report monthly on the implementation of the Plans and directives of the Prime Minister, the Central Steering Committee, and the tasks assigned in this Notice.

Establish a hotline or appropriate form to receive information about difficulties and problems.

The Ethnic Committee urgently presides over and coordinates with relevant ministries, agencies and localities to complete the dossier proposing adjustments to the investment policy of the national target program for socio-economic development in ethnic minority and mountainous areas in accordance with the law on public investment; report to the Prime Minister and send to the Ministry of Planning and Investment before September 27, 2023.

The Ethnic Committee shall notify the 2024 and 2025 career capital levels to the Ministries, Central and local agencies in accordance with the provisions of Decree No. 38/2023/ND-CP, dated June 24, 2023 of the Government; to be completed in September 2023.

The Ethnic Committee shall develop and complete the National Target Program Management System for Socio-Economic Development in Ethnic Minority and Mountainous Areas in accordance with Decree No. 38/2023/ND-CP dated June 24, 2023 of the Government and guide localities in implementation; establish data connectivity with the System in accordance with the guidance of the Ministry of Planning and Investment; complete in the second quarter of 2024.

The Ethnic Committee issues a handbook/manual guiding the implementation of the national target program on socio-economic development in ethnic minority and mountainous areas towards enhancing digital transformation and ensuring convenience in use; to be completed in October 2023.

The Ethnic Committee shall establish a hotline or appropriate form to receive information and feedback from localities on difficulties and obstacles in implementing the national target program on socio-economic development in ethnic minority and mountainous areas; to be completed by September 2023.

In addition, issue a list of villages with a ratio of ethnic minority households in the total number of households living stably in the community of 15% or more and review, adjust and supplement the list of extremely disadvantaged villages in ethnic minority and mountainous areas according to regulations; to be completed in December 2023.

The Ethnic Committee studies and proposes solutions to launch and implement the emulation movement to implement the national target program on socio-economic development in ethnic minority and mountainous areas, to be completed by November 2023.

Proposed criteria to identify low-income workers as beneficiaries

The Ministry of Labor, War Invalids and Social Affairs shall urgently preside over and coordinate with relevant ministries, agencies and localities to study and propose criteria for identifying low-income workers as beneficiaries of the national target program on sustainable poverty reduction for the period 2021 - 2025 and solutions to remove obstacles for vocational education and continuing education institutions in the process of implementing the national target program on sustainable poverty reduction for the period 2021 - 2025, and report to competent authorities in November 2023.

The Ministry of Labor, War Invalids and Social Affairs shall develop and complete the Management System of the national target program for sustainable poverty reduction in accordance with the provisions of Decree No. 38/2023/ND-CP dated June 24, 2023 of the Government and guide localities in implementation; establish data connectivity with the System in accordance with the instructions of the Ministry of Planning and Investment; complete in the second quarter of 2024.

The Ministry of Agriculture and Rural Development urgently presides over and coordinates with relevant ministries, agencies and localities to study and propose amendments to the support norms for forest protection contracts and forest protection support in the implementation of Sub-Project 1, Project 3 of the national target program on socio-economic development in ethnic minority and mountainous areas, and report to competent authorities in the fourth quarter of 2023.

At the same time, complete the dossier to amend and supplement the National Criteria Set on new rural communes and districts in accordance with the direction of Deputy Prime Minister Tran Luu Quang in Official Dispatch No. 6871/VPCP-NN dated September 7, 2023 of the Government Office; report to the Prime Minister in September 2023.

Issue detailed guidance documents on techniques and technologies for implementing household and village-level domestic wastewater treatment models in accordance with Circular No. 05/2022/TT-BNNPTNT, dated July 25, 2022 of the Ministry of Agriculture and Rural Development; to be completed in November 2023.

The Ministry of Agriculture and Rural Development shall develop and complete the indicators, monitoring and evaluation forms and the National Target Program Management System for New Rural Development in accordance with Decree No. 38/2023/ND-CP dated June 24, 2023 of the Government and guide localities in implementation; establish data connectivity with the System in accordance with the instructions of the Ministry of Planning and Investment; complete in the second quarter of 2024.

The Deputy Prime Minister, Head of the Central Steering Committee, requested the People's Committees of provinces and centrally run cities to urgently review and issue written proposals specifically on the targets and objectives assigned in Decision No. 652/QD-TTg dated May 28, 2022 of the Prime Minister that need to be adjusted, and send them to the Ministries and agencies in charge of the National Target Program before October 15, 2023 for review, synthesis, and sending to the Ministry of Planning and Investment before October 30, 2023. Based on the synthesis results and proposals of the Ministries and agencies in charge of the National Target Program, the Ministry of Planning and Investment is assigned to preside over and coordinate with relevant ministries and agencies to review and report to the Prime Minister for consideration and adjustment according to regulations and ensure suitability with the practical situation of localities; to be completed before November 20, 2023.

Chairmen of People's Committees of provinces and centrally-run cities directly direct the work of accelerating capital disbursement and removing difficulties and obstacles in the process of implementing national target programs in localities; take responsibility before the Government and the Prime Minister for the implementation results of localities, and prevent evasion, shirking of responsibility, loss, waste, corruption and negativity.
