With a proactive and creative spirit, over the years, Binh Xuyen District Social Insurance has always been a typical unit of the provincial Social Insurance sector in implementing and realizing targets for collection, debt reduction, and development of participants in Social Insurance, Health Insurance and Unemployment Insurance.
By the end of March 2025, Binh Xuyen district had more than 77,000 workers participating in social insurance, an increase of 8% (6,000 people) compared to the same period in 2024; more than 170,000 people participating in health insurance, an increase of 1.6% (more than 2,600 people) compared to the same period in 2024. Total revenue from social insurance, health insurance, and unemployment insurance in the district from the beginning of the year to now reached more than 508 billion VND; the amount of late payment decreased to 0.83% of the assigned plan.
Comrade Nguyen Xuan Thuy, Director of Binh Xuyen District Social Insurance, said: “To achieve the above positive results, Binh Xuyen District Social Insurance has taken advantage of the attention and leadership of the District Party Committee, People's Council, and District People's Committee in the process of implementing solutions to develop participants and reduce late payment of social insurance, health insurance, and unemployment insurance.
In addition, the district Social Insurance focuses on urging the collection of social insurance and health insurance for units that have not paid all the amount due, units with large arrears, especially units with a debt period of more than 6 months; coordinate with the labor user unit, the subject management agency to compare data, finalize the amount due, urge the transfer of monthly payments in accordance with regulations.
At the same time, coordinate with the Tax Department and the District Finance Department to review business units and business households that have not participated or have not fully participated in social insurance and health insurance for employees to develop a plan to exploit and develop participants; provide and update potential data for collection service organizations to mobilize and develop participants in voluntary social insurance and family health insurance.
Completing the collection targets, reducing debt, and developing the number of social insurance and health insurance participants is extremely important for achieving the goal of universal social insurance and health insurance coverage, ensuring social security.
To enhance the role, responsibility and coordination of all levels, sectors and localities, on March 26, the Provincial Steering Committee for Social Insurance, Health Insurance and Unemployment Insurance Policy issued Decision No. 533 on assigning the target of developing participants and reducing late payment of Social Insurance, Health Insurance and Unemployment Insurance in 2025 to the Steering Committees of districts and cities.
According to the decision, by 2025, Vinh Phuc aims to achieve a rate of 46.58% of the working-age population participating in social insurance (of which compulsory social insurance is 41.78% and voluntary social insurance is 4.8%); a rate of 39.65% of the working-age population participating in unemployment insurance; a health insurance coverage rate of 96.08% of the population; and a reduction in the amount of late payment of social insurance, health insurance, and unemployment insurance to below 1.36% of the receivables. The decision also assigns specific targets for developing participants and reducing social insurance, health insurance, and unemployment insurance debts in each district and city.
This is the third consecutive year that the Provincial Steering Committee for Social Insurance, Health Insurance and Unemployment Insurance has issued a decision assigning targets for developing participants and reducing social insurance, health insurance and unemployment insurance debt.
To implement the targets assigned by the province, the Steering Committee for Social Insurance, Health Insurance and Unemployment Insurance policies of districts and cities has assigned targets for social insurance and health insurance development to communes, wards and towns; included these targets in the annual socio -economic development targets of the locality. At the same time, it directed the development of specific participant development plans for each village and residential group; and directed employers to strictly comply with the deduction of social insurance, health insurance and unemployment insurance.
As the standing agency of the Provincial Steering Committee for the implementation of social insurance, health insurance and unemployment insurance policies, the Provincial Social Insurance has strengthened coordination with units and localities to review and request units to fully participate in social insurance, health insurance and unemployment insurance for employees according to regulations; strengthen inspection, examination and handling according to the provisions of law for cases and acts of violating the law on social insurance, health insurance and unemployment insurance.
Propaganda work has been effectively implemented in many diverse forms, creating attraction and spreading social insurance, health insurance and unemployment insurance policies to the people.
With the close attention and direction of Party committees and authorities at all levels, and the synchronous coordination of relevant units, the work of developing participants and reducing social insurance, health insurance and unemployment insurance debts in the province in recent times has achieved encouraging results.
To date, the number of working-age workers participating in social insurance is more than 286,000 people (an increase of 5.3% over the same period in 2024, equivalent to more than 13,000 people), accounting for 47% of the workforce; the number of people participating in health insurance is nearly 1.2 million people (an increase of 1.5% over the same period in 2024, equivalent to more than 16,000 people), accounting for 96% of the population. Total revenue from social insurance, health insurance, and unemployment insurance reached more than VND 1,750 billion; the amount of late payment decreased to 1.54% of the collection plan, compared to the same period in 2024, a decrease of VND 6.62 billion.
Promoting the achieved results, determined to complete and exceed the assigned targets in 2025, contributing to the good implementation of social security work, Vinh Phuc Social Insurance continues to coordinate with departments, branches, sectors, unions, and localities to promote propaganda and dissemination of policies and laws on social insurance, health insurance, and unemployment insurance; strengthen solutions to urge collection and reduce social insurance, health insurance, and unemployment insurance debts; direct social insurance in districts and cities to promptly advise the Steering Committee for implementing social insurance, health insurance, and unemployment insurance policies in districts and cities on solutions to complete the targets assigned by the province...
