Speaking at the opening of the meeting, Politburo member, Permanent Vice Chairman of the National Assembly (in charge of the activities of the National Assembly and the National Assembly Standing Committee) Tran Thanh Man said that the 33rd meeting of the National Assembly Standing Committee, scheduled to take place over three days, will give opinions and consider 14 groups of contents; and give written opinions on five groups of contents.

In this session, the Standing Vice Chairman of the National Assembly said that the National Assembly Standing Committee spent a lot of time giving opinions on the draft Law on Fire Prevention, Fire Fighting and Rescue; giving opinions on the draft Resolution amending and supplementing Resolution No. 119/2020/QH14 of the National Assembly on piloting the organization of an urban government model and a number of specific mechanisms and policies for the development of Da Nang city; giving opinions on the draft Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province; reviewing the draft Resolution of the National Assembly Standing Committee on the highest military rank for a number of positions and titles of officers who are generals under the Ministry of National Defense as prescribed in Clause 4, Article 15 of the Law on Officers of the Vietnam People's Army.

Regarding supervision work, the National Assembly Standing Committee will give opinions on the supplementary assessment report on the results of the implementation of socio-economic development tasks and the state budget in 2023; the implementation of the socio-economic development plan and the state budget in the first months of 2024; give opinions on the Government's Submission on the allocation of the medium-term public investment plan with state budget capital for the 2021-2025 period and the 2024 capital plan for tasks and projects using the increased central budget revenue in 2022 that have completed investment procedures.

The meeting also gave opinions on the report on the results of monitoring the settlement and response to voters' petitions sent to the sixth session of the 15th National Assembly; reviewed the report on the National Assembly's petition work in April 2024; gave opinions on the draft report synthesizing voters' and people's opinions and petitions sent to the seventh session of the 15th National Assembly; and gave opinions on the Government's report on thrift practice and anti-waste in 2023; comment on the 2022 state budget settlement report (including the report on the implementation of the provisions in Clause 6, Article 3 of Resolution No. 91/2023/QH15 on approving the 2021 state budget settlement; Resolution No. 94/2019/QH14 dated November 26, 2019 of the 14th National Assembly on tax debt relief, debt cancellation of late payment fines, late payment fees for taxpayers who are no longer able to pay the state budget).

The National Assembly Standing Committee will give opinions on the National Marine Spatial Planning for the 2021-2030 period, with a vision to 2050, and on the investment policy for the National Target Program on Cultural Development for the 2025-2035 period.

At the meeting, the National Assembly Standing Committee will give opinions on the preparations for the seventh session of the 15th National Assembly and summarize the seventh extraordinary session of the 15th National Assembly.

Emphasizing that this is a meeting with a relatively large amount of work to review and consider the remaining contents before submitting them to the National Assembly at the seventh session and to consider the conditions to ensure the meeting, comrade Tran Thanh Man asked the members of the National Assembly Standing Committee to promote a sense of responsibility and actively participate in the meeting's contents.

Immediately after the opening session, the National Assembly Standing Committee commented on the supplementary assessment report on the results of the implementation of socio-economic development tasks and the state budget in 2023; the implementation of the socio-economic development plan and the state budget in the first months of 2024.
